Polish Humanitarian Action (PAH) is an international non-governmental
humanitarian organization providing humanitarian and development help
worldwide since 1992. So far, the interventions have been carried out in 46
different countries. By possessing long-standing expertise in the
implementation of projects in Water, Sanitation and Hygiene, Food Security and
Livelihoods, as well as Nutrition and Education, PAH concentrates its global
activities on ensuring sustainable and stable development of regions suffering
from the consequences of armed conflicts, natural disasters and other
humanitarian crises.
PAH has been present in Iraq since 2016, delivering humanitarian aid to the
most vulnerable of the conflict-affected population in hard to reach areas.
PAH provides assistance to internally displaced people, refugees, returnees
and hosting communities in camps and non-camp locations, elderly and single
mothers, working in the sectors of Protection, WASH, MPCA, Food Security and
Livelihoods.

Duties and Responsibilities :
AIM: Lead the monitoring, evaluation duties and assist in accountability and
learning processes on the mission.
1. Lead implementation of the ethical principles in all MEAL processes on the mission.
2. Draft and regularly update MEAL workplans and data collection plans on the mission. Agree workplan with stakeholders across the organization (mission and HQ).
3. Support HoM, HoP, program teams in developing accountability mechanisms, including the complaints and feedback handling process (Complaints and Feedback Response Mechanism). The process includes establishing CFRM, collecting beneficiary feedback received through the CFRM channels, as well as through observation and direct interaction with beneficiaries during site visits; processing F&C data, documenting, designing and regularly updating the F&C register and follow-up tools, sharing them with Program team and ensuring follow-up activities, analyzing the data and drafting conclusions.
4. Facilitate program teams in developing quality standards for all key program interventions to strengthen the compliance and quality aspects.
5. Promote and strengthen the understanding of the importance of MEAL within the organization.
AIM: Ensure technical, programmatic or strategic consultancy in MEAL
assignments to the program personnel on the mission.
6. Provide input to project proposals, review the log frame and the logic of intervention, conduct MEAL Clearance of project proposals. Review project budget to ensure resources allocation for implementation of adequate high quality MEAL activities.
7. Set up an adequate MEAL system applicable for the whole program and draft MEAL plan for each and every project according to general PAH MEAL strategy and projects requirements.
8. Support project staff in needs assessments; assist in designing the tools for Needs Assessment and carry out quality control and review of needs assessment process and its deliverables prepared by the project team.
9. Verify beneficiary selection and verification and assist in preparing tools for data collection; when relevant collect data and process it.
10. Help design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation.
11. Assist in quarterly Project Review in cooperation with HoM and Project Coordinators.
12. Ensure implementation of high quality MEAL processes and ensure delivery of adequate MEAL products on the mission.
13. Plan, prepare, organize and conduct periodic monitoring and evaluation activities for all projects (including baseline and end-line surveys, Post Distribution and Post Intervention Monitoring, mid-term, post-project evaluation and case studies etc.) and provide support to external evaluators as required.
14. Plan and coordinate implementation of regular monitoring activities including activities such as: monitoring visits to the project implementation sites; interviews/surveys among beneficiaries as well as Program field staff and Implementing Partner’s employees; context and community profile monitoring through observation. Ensures preparation of regular monitoring reports, analyze monitoring information and ensures that it is shared with the Project Coordinators and other relevant stakeholders.
15. Analyze existing monitoring and evaluation tools and generate new ones if need arises.
16. Implement electronic, mobile data collection systems in the MEAL processes; assist in implementation of electronic data collection in Program-related processes.
17. Prepare methodology and sample for conducting regularly data quality cross-check exercises of Program-related data; conduct data cross-check exercises or coordinate MEAL team members during the exercises, report findings, conclusions and recommendations to Program team and ensuring follow-up actions.
18. In cooperation with HoM, carry out own, independent inquiry or research.
19. Manage and supervise MEAL team on the mission to ensure they deliver on all internal and external MEAL requirements in a timely manner and with high quality information.
20. Conduct data and feedback analysis, secondary sources reviews when adequate and prepare adequate reports.
21. Fully implement the PAH MEAL system, accountability, learning and quality improvement measures on the mission.
AIM: Support internal learning, capacity building and facilitate quality
improvement in relation to MEAL department
22. Carry out or assist in trainings, learning events and contribute to MEAL team members’ capacity development, including trainings for enumerators and MEAL officers.
23. Share knowledge and experience in MEAL and program-related knowledge based on MEAL activity.
24. Promote the Lessons-learnt guidelines, establish a system of gathering, documenting and sharing of Lessons-Learnt and promote internal learning. Share findings from MEAL and help in adapting them and tracking recommendations from PIM/PDM/monitoring/evaluation/Project Reviews or other type of assessments. Agree on the trainings and learning activities with the managers and implement them.
AIM: Verify, consult, participate and assist in establishing appropriate MEAL
structures and division of roles on the mission. Lead the personnel and teams
responsible for MEAL processes, manage personnel in tasks related to MEAL
processes
25. Review existing structure dedicated for MEAL. Assess the workload and the number of staff and performance of MEAL employees.
26. Recruit or participate in recruitment of personnel dedicated for MEAL department.
27. Set objectives for the employees who are directly supervised by the you.
28. In cooperation with HoP and HoM update Job Description and ensure division of roles between MEAL personnel and other staff.
29. Contribute to proposal writing to ensure resources for MEAL tasks incorporated in budgets.
30. Carry out other duties assigned by direct supervisor.
AIM: To support Program Department in Program planning, implementation and
reporting
31. Contribute to proposal writing in program related tasks and processes
32. Contribute to assessments – assessment planning, assessment tools drafting, data collection, data verification and analysis, assessment reports
33. In cooperation with Head of Programmes: program implementation, program reporting, program staff recruitment, coordination with partners, stakeholders, local authorities where and when required.
34. Any other task assigned by the Head of Mission.
