ICITAP Curriculum Developer/Instructor - Mozambique

PAE is supporting the U.S. Department of Justice (DOJ) in providing
specialized training, advisory and mentoring services to host nations under
the Criminal Division's International Criminal Investigative Training and
Assistance Program (ICITAP). https://www.justice.gov/criminal-icitap. ICITAP
is a cornerstone of America's global strategy for combating transnational
crime, terrorism, countering trafficking in persons, establishing rule of law
and enhancing human rights in developing countries. PAE is the contract
service provider to the DOJ ICITAP and Overseas Prosecutorial Development,
Assistance and Training (OPDAT) programs.
Please Note: This is an Independent Contractor position with PAE, it
should not be considered an employment relationship with PAE.

POSITION SUMMARY:
PAE is currently seeking qualified candidates to serve as Curriculum
Developers/Instructors (henceforth referred to as Instructors ) in
Mozambique to design and deliver classroom and field instruction to members of
the newly-formed Crisis Response Unit (CRU). These positions will be deployed
to Mozambique on a TDY basis for short-term employment (‎2-‎6 weeks at a time
through several rotations), as ICITAP's training schedule may require.
Instructors will be required to develop curriculum and supporting materials
prior to the start of the training rotations. Instructors will be required to
perform their duties in the capital city of Maputo, Mozambique and possibly in
the immediate surrounding areas, and should expect to work closely with
translators during the delivery. The ICITAP Mozambique program is anticipated
to require subject matter experts in any of the following disciplines:
* Leadership & Supervision
* Crime Scene Management
* Crime Scene Investigation
* Evidence Collection and Handling
* Human Intelligence
* Interviews and Interrogations
* Surveillance
* Explosives (EOD and Post-blast)
* Counter-Terrorism Investigations
* Cyber Security and Cyber Evidence
* Kidnapping/Hostage Negotiations
* Police Ethics
* Human Rights
* Communications
* Conducting Large-Scale Simulated Exercises
Additional areas of expertise may be required as the program develops.
JOB DUTIES AND RESPONSIBILITIES:
* Prepare curriculum and a full suite of training materials, providing all materials in advance of training to allow for translation.
* Course outlines
* Course syllabi
* Lesson plans
* Classroom activities
* PowerPoint presentations
* Ensure that curriculum and training plan are informed by the findings of the training assessment, meeting the current training needs of participants and contributing to the desired outcomes of the training. Participate in curriculum review and SME meetings as needed.
* Provide expert instruction in one or more of the law enforcement training disciplines outlined above, in classroom and field settings as may be appropriate
* Conduct instruction through Portuguese/English-speaking interpreters, as necessary
* Ensure that all instructional equipment and materials are received at training sites in good condition and, following each iteration of the training, likewise ensure that all equipment and materials are in good condition and ready for use in the subsequent training iterations.
* Manage all aspects of course and classroom management, such as: ensuring student registration is completed, all training modules are delivered, and exam integrity is maintained; awarding of completion certificates; and handling other details that may become necessary to ensure a successful training experience
* Coordinate and collaborate with ICITAP training site managers, and as directed, with partner agencies.
* Contribute to ongoing training assessment - analyze student performance data to determine effectiveness of instructional systems, courses, or instructional materials
* Provide thorough written post-training reports in a format to be specified by ICITAP program management
REQUIRED SKILLS AND QUALIFICATIONS:
* Minimum ‎10 years of experience as a sworn law enforcement officer
* Minimum ‎5 years of experience directly related to the subject matter being taught
* Minimum ‎5 years of experience as a law enforcement instructor
* Minimum ‎1 year of previous experience working in an international setting
* Previous or current formal certification as a law enforcement instructor, preferably issued by a POST organization or law enforcement training academy
* Superior organizational and time management skills
* Ability to work independently and remotely
* Ability to function well as a team member
* Ability to cope with rapidly changing conditions
* Must have excellent oral and written communication skills
* Must possess a valid U.S. passport
* Must be in good physical condition and able to pass a pre-deployment medical examination
* Security Vetting: Must possess a U.S. Government issued security clearance or have the ability to obtain a favorable U.S. Government clearance. Must maintain eligibility at the required certification or clearance level for the position for the duration of the contract. Must be able to obtain a Public Trust Waiver - Moderate
DESIRED QUALIFICATIONS:
* Bachelor's Degree in a law enforcement, homeland security, international relations, or a related field
* Portuguese language proficiency
* Extensive experience as a law enforcement instructor on the subject matter for which candidates are engaged to teach in Mozambique
* Experience in the development of experiential learning, scenario-based training, and the design and execution of simulated exercises
