Chief Data Officer

Aramco, one of the world's leading integrated energy and chemicals companies,
and international contract logistics provider DHL Supply Chain have announced
the signing of a shareholders' agreement for a to establish a New Company for
Procurement and Logistics Hub in Saudi Arabia, to enhance supply chain
efficiency and sustainability. It would be the region's first such hub
catering to customers in the industrial, energy, chemical and petrochemical
sectors. The joint venture aims to be operational in ‎2025 and provide reliable
end-to-end integrated procurement and supply chain services for companies
across the industrial, energy, chemical and petrochemical sectors. Our focus
customers in the short term will be Saudi Aramco and its own Affiliates. And
in the long term would be all the industrial sectors within Saudi Arabia and
the ultimate goal is to reach the MENA region in future.

Currently, we are seeking a dynamic person to take on the role of Chied Data
Officer, to be hired for this JV based in Al Khobar.

Role Purpose:
* The Chief Data Officer is responsible for overseeing company 's data strategy, quality, governance, and management. The role will lead the development and execution of data-related initiatives, ensuring the company maximizes the value of its data assets. The role will also collaborate with cross-functional teams to drive data-driven decision-making, establish data governance frameworks, and ensure compliance with data regulations. The CDO will play a crucial role in driving innovation, identifying new business opportunities, and enhancing operational efficiency through effective data management practices.
Key Responsibilities:
* The role holder will take on a leadership role encompassing multiple disciplines within the data management and data operations function. They will be tasked with determining the course of action based on established principles and modifying existing processes and methods. In some instances, they may even guide these principles and demonstrate an understanding of how these principles relate to other functional domains. They will have advanced knowledge of several disciplines, some in highly specialized fields.
* Develop and execute the Data Management department 's long-term strategic plan in alignment with the corporate strategies.
* Develop annual business plans for the Data Management department and ensure the achievement of financial and strategic objectives.
* Report to the CTO on the progress of activities against the annual business plans, opportunities, challenges, and issues faced, mitigations taken, etc. as required, to make an informed decision.
* Manage and continuously monitor the performance of the Data Management department to ensure performance deviations are identified in a timely manner, and required resources and actions are implemented to meet performance targets.
* Lead the development and implementation of data management processes, including data acquisition, integration, storage, and analysis across the company.
* Collaborate with other relevant IT departments to establish and optimize data infrastructure and systems.
* Drive the adoption of data analytics tools and technologies to extract actionable insights and support business operations.
* Ensure data quality, integrity, privacy, and security through rigorous data management practices.
* Manage the performance of the Data Management department's employees, define workforce requirements, ensure recruitment, training, and development of talent, in conjunction with the Human Capital department to achieve business objectives.
* Recommend an optimum organization structure for the Data Management department, in coordination with the CTO and the Human Capital department, to ensure smooth workflow of operational processes and optimal utilization of resources across the company.
* Prepare and recommend the Data Management department's budget in alignment to the respective annual business plan.
* Monitor the Data Management department's financial performance against the approved budget, identify areas of unsatisfactory performance (if any), and recommend mitigating actions across the company.
* Identify and manage implementation of change initiatives on systems, processes and practices considering 'international leading practices', and/or other changes in the business environment.
* Manage the development and implementation of departmental policies, systems, processes and procedures to ensure operational excellence.
* Identify and manage the implementation of improvements to the Data Management department to ensure compliance with the company's standards and regulatory requirements that are aligned to business needs to increase operational effectiveness.
* Present regular and ad-hoc management reports related to the data management and data operations functions, provide recommendations to the CTO on new opportunities, highlight critical issues and challenges, and provide strategic insight to ensure effective decision-making.
Knowledge & Experience:
* Bachelor's degree in data management, or equivalent from a recognized and accredited university is required.
* Master's degree in data management, or equivalent from a recognized and accredited university is preferred.
* Certified Data Management Professional (CDMP), or any relevant certification is preferred.
* Demonstrated proficiency in oral and written English.
* ‎10 - ‎15 years' experience in a similar role.
