conflict. Action Against Hunger intervenes in four main areas: Nutrition,
Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security
and Livelihoods; Advocacy and Raising Awareness.
Action Against Hunger is looking for a Disaster Risk Reduction Program
Manager based in its office in Mosul.




Work place: Mosul with frequent visits to ACF areas of interventions.
Type of contract: Initially ‎12 months Fixed-Term contract with the
possibility of extension.
Working Hours: Full Time Contract of minimum ‎40 hours per week up to a
maximum of ‎48 hours per week

Monthly Basic Salary: Action Against Hunger provide competitive salary

Purpose of the position: Lead the project management of the BHA
project and operationalization through the effective management and technical
support of project staff in close coordination with the technical advisory of
the Water Scarcity taskforce/WSTF(WASH Cluster) and ACF WASH HOD.

Specific Objectives:


Mission ‎1: Set up, implement and report on DRR projects


The DRR Program Manager is responsible for :
Ø Setting up of the DRR program(s) taking into account the logical framework
of the program(s), the budget, and the logistical and administrative processes
of ACF.
Ø The quality of the programs established in conformity with the technical and
project management standards of ACF and BHA.
Ø Familiarizing him/herself thoroughly with his/her projects, the issues
involved, the logical framework and indicators ; retaining printed copies of
all funding agency contractual documents ; sharing all such information with
his/her teams.
Ø Train the team on the DRR program according to the water scarcity index and
project activities
Ø Identifying the technical constraints associated with the implementation of
the projects
Ø Proposing innovative technical solutions in response to such constraints
Ø The implementation of technical recommendations concerning his/her project
(Head of Department, Technical Advisor at Headquarters, Experts, Evaluators …)
Ø Supervising his/her programs, by means of internal APR monitoring tools,
regular presence in the field, maintenance of a timeline, monthly review of
the budget
Ø Maintaining the profile of both the funding agency and ACF on the project
sites
Ø Preparing in time to meet deadlines the DRR components of external and
internal reports relating to his/her projects.
Ø Developing a work plan for the DRR activities and assign tasks for the team.
Ø Familiarizing him/her self with the water scarcity index prediction module
developed by University of Mosul/UOM in partnership with ACF.
Ø Developing DRR and water scarcity Standard Operation Procedures/SOPs
explaining the work procedures with Community Based Committees/CbCs and
government.
Main tasks:
- Take notice of funding agencies’ contractual document
- Train his/her teams in the logical framework of the project, transversal
issues, etc
- Define the various stages of the projects by reference to existing
technical guidelines
- Develop for submission and approval by the Fiel coordinator and Head of the
WASH Department technical methodologies for the implementation of his/her
projects
- Implement project activities with his/her teams
- Visit project locations in project implementation areas to monitor and
evaluate the programme
- work and to maintain and/or improve the quality, incorporating learning
into the programme and ensuring
- Prepare and apply a plan for monitoring and evaluation
- Convene a regular meeting of the program team to monitor the progress of
activities
- Prepare a monthly APR of his/her project. Take part in the monthly
budgetary monitoring exercise, and request it if it has not been undertaken
- Engage in the planning of needs and resources with the Logistic and Finance
Departments
- Prepare reports for funding agencies/consortium lead (intermediate and
final) and reports for the information of regulatory authorities
- Submit in good time reports to his/her hierarchical manager for approval
and dissemination
- Identify risks in consultation with the support departments concerned
- Train the teams.
- Initial planning with MEAL and agree on the indicator measurement according
to the oroposal and donor standards.


Mission ‎2: Supervise and manage the programme team


The DRR Program Manager is responsible for :
Ø Leading the recruitment of his/her team
Ø Team management (leadership, monitoring, motivation)
Ø Evaluation of team members
Ø Staff development of team members
Main tasks :
- Leading the recruitment of his/her teams (producing job descriptions,
conducting interviews, administering tests...).
- Developing Technical JD for the recruitment of DRR staff.
- Training, supervising and coaching his/her project team on the water
scarcity and DRR.
- Organizing and conducting team and one-to-one meetings on both a regular
and exceptional basis
- Following through individual action plans for team members
- Managing planning, work-sharing and coordination of work
- Providing technical support for the teams
- Conducting regular performance evaluation of team members
- Dealing with problems within the team


Mission ‎3: Contribute to the quality, accountability and impact measurement


process of his/her program
The DRR Program Manager is responsible for :
Ø Promoting and taking part in the evaluation of the impact of his/her project
(external assessment)
Ø Promoting and contributing to learning and improvement of quality (internal
evaluation and joint visits)
Ø Implementing complaints procedures for ethical and transparency reasons,
particularly in respect of the beneficiary populations
Ø Ensuring that relevant project monitoring and evaluation systems are put in
place
Main tasks:
- Play a part in writing the TOR of external assessments/evaluations
- Accompany external assessors
- Configure and set up joint visits/inspections (Program Managers,
beneficiaries, funding bodies, other partners in the area)
- Implement the recommendations made as a result of internal and external
assessments in the context of a specific work plan (quality control)
- Establish a complaint procedure
- Respond to the target population within the framework of the complaints
procedure
- File a return to the target population and the authorities following the
impact assessment
- Develop and implement relevant monitoring and evaluation systems for the
DRR programme.
- Revise technical BOQ according to the action plans which is expected WASH
intervention mainly for responding to the water scarcity severity index.


Mission ‎4: Identify needs and contribute to project elaboration


The DRR Program Manager is responsible for :
Ø Identifying humanitarian needs in the field of DRR and in his/her area of
activity and report on them through relevant mediums/tools
Ø Including, where appropriate, target populations and local actors in the
identification of needs and ways of responding to them
Ø Participation in defining DRR programs
Ø Contributing to the writing of the DRR sections of project proposals
Main tasks :
- Carry out need assessment missions (methodology, team training in the
field, carrying out investigations on the ground)
- Collect secondary data and information supplied by the target populations
- Analyze the results of need assessments
- Write up analysis reports
- Put forward recommendations for the definition of programs (localization,
methods of implementation, context...)
- Work on the definition of programs, taking into account logistics,
administration, other areas of intervention, partners etc
- Contribute to proposals for intervention (logical framework, covering
literature, text, budget, time scales and logistics ) in collaboration with
the departments concerned


Mission ‎5 : Participate in the coordination, representation and partnerships


of ACF in his/her area of intervention
The DRR Program Manager is responsible for :
Ø Coordination of activities with other sectors and departments of ACF, as
well as consortium partners, in order to ensure rational use of resources and
optimum integration
Ø Participation in visits by funding bodies whenever requested by the Country
Director or the Field Coordinator
Ø Representing ACF and ensuring coordination with partners, the authorities,
agencies of the United Nations and NGOs in his/her sector, in collaboration
with the Field Coordinator
Ø Contributing to the process of formalizing partnerships and enhancing their
capabilities (Local NGOs, international NGOs, national authorities, private
agencies etc..................................................................
)
Ø Reinforcing the DRR and water scarcity index capabilities of relevant
authorities such as DOW, DOWR, Metrology and DOA.
Ø Coordination with the WSTF technical advisory (WASH cluster) and Durable
Solution Technical Working Groups/DSTWG.
Main tasks:
- Participate in and contribute to internal and external coordination
meetings
- Share information with partners, WSTF and WASH cluster.
- Represent ACF in forums or working parties in DRR and related areas
- Identify potential partners
- Propose activities to enhance the abilities of CbCs, relevant authorities
and NGOs if need arises
.


Mission ‎6: Contributing to capitalization and technical development in


his/her sector
The DRR Program Manager is responsible for :
Ø Capitalization of program-related data and documentation of the innovations
achieved
Ø Dissemination of the technical and operational expertise acquired in the
course of the program
Ø Contributing to the upward transmission of data from the ground the better
to inform ACF communications
Main tasks:
- Produce capitalization reports on the basis of existing formats
- Compile all documents dealing such as hazard mapping and action plans
developed by the CbCs and committies at the government level and disimenate it
with the WSTF technical advisory.

- (including the list of beneficiaries and distribution etc..) for
capitalization and audit purposes
- Write a handover report at the end of the mission
- Ensure that his/her superior is supplied with all essential documents for
archiving in digital form




__Recruitment Criteria:
Qualification/Degree:
|
Level of education / specific degree or specialization required:
University degree (preferably Masters) in Humanitarian/Development Studies or
related fields.

Professional Experience
|
· At least three (‎3) years' experience in donor funded projects and management
related to DRR and emergencies (previous DIPECHO project management experience
desired) , including prior experience working in a consortium.
· Expert level oral, reporting, and presentation skills in English including
experience in trade-standard computer software programmes;


General Skills




|
§ Ability to work productively under stress and in a multi-cultural
environment with prior work experience in Southeast Asia as an additional
asset
§ Strong capacity building skills and demonstrated communication, team
management, negotiation, and organizational skills
§ Excellent working knowledge of project cycle management, budgeting, planning
and forecast processes
§ Demonstrated experience working in conflict-sensitive contexts
§ Humanitarian field experience reqiried


Language Skills

§ English : Must be able to speak read and write fluently
