ORGANIZATIONAL CONTEXT


The Middle East, Northern Africa and Eastern Europe regions host some of the
most challenging settings in the world in terms of addressing food insecurity.
Pressure from population growth, water scarcity and natural hazards have led
to serious degradation of the natural resource base with adverse implications
for food security. This setting, already under considerable pressure, will
become even more challenging as the impact of the climate crisis is further
pronounced.
The expected impact of climate change is particularly precarious for the
already food insecure and vulnerable people that WFP supports throughout the
region. Many of these are also affected by instability and conflict, inflation
and economic volatility - most recently fuelled by the crisis in Ukraine -
resulting in higher levels of vulnerability and increasingly fragile food
systems. The climate crisis will interact with these risks, effectively acting
as a risk multiplier with potentially millions of people in danger.
In this context, WFP is seeking to enhance its capacities to support regional
and country level efforts to respond to the climate crisis through the
recruitment of a regional Senior Climate Action Officer. This post will be
based in the Resilience and Climate Team, Humanitarian and Transitions Unit,
under the direct supervision of the regional team lead for resilience and
climate.


JOB PURPOSE


The regional Senior Climate Action Officer is expected to support the
integration of climate action into WFP 's programme interventions across
countries that WFP supports in the region. This will require direct engagement
and guidance to WFP country offices on aspects related to evidence generation,
consultation with stakeholders, advising on programme design, implementation
support, and advice on how to strengthen monitoring and demonstration of
results.
With the growing need to quickly adapt to climate change and the increasing
demand from governments to scale up responses, this position is expected to
provide leadership in strengthening the ability of WFP to access climate
finance. These efforts will primarily focus on supporting proposal submissions
to international climate finance mechanisms such as the Green Climate Fund and
the Adaptation Fund. It is expected that these projects will focus on
improving food and nutrition security while at the same time enhancing
adaptive capacities of individuals, communities, systems and institutions.


KEY ACCOUNTABILITIES (not all-inclusive)



  • Provide leadership to accelerate the integration and operationalization of climate action in support of Country Offices in the region, ensuring appropriate use of evidence, identification of climate action entry points, sustainability while underscoring WFP's value addition.

  • Provide technical support and detailed guidance on climate action to country offices through remote and in-country support missions, in a pro-active manner and in line with relevant WFP policies, guidelines, and existing best practice.

  • With support from the Team leader for climate and resilience, manage regional efforts to establish a regional pipeline of proposals that can help scale up access to climate finance from the Green Climate Fund and the Adaptation Fund.

  • Act as a focal person to support country offices to facilitate assessments, generate evidence and analysis, support consultations and provide critical guidance and support towards project design and ensuring high quality concept notes and proposals related to climate action.

  • Support capacity building of WFP staff at regional and country office levels, as well as cooperating partners and other relevant stakeholders, on programming related to climate action and the links to food security and SDG2/Zero Hunger.

  • Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, and promote effective internal information-sharing and exchange.

  • Support strategic position of WFP on climate action in the region, including through strengthening existing or developing new partnerships, and by engaging in communication and advocacy efforts.

  • Engage, and take lead when required, in regional and corporate plans and processes related to accelerating and making climate action more effective, including liaising with other units and divisions in an integrated manner.

  • Perform other professional duties as required.

  • This position will be responsible for supervising short and longer-term staff.


STANDARD MINIMUM QUALIFICATIONS


Education : Advanced University degree, or University degree in one or
more of the following disciplines: climate change adaptation, environmental
studies, agriculture and food security, development studies and geography.


Experience : A minimum of ‎6 years post graduate, progressively
responsible, job related experience in food security, climate change
adaptation, environmental management, disaster risk reduction or related area.


Knowledge & Skills:
* Proven experience and ability to draft project proposals for the Green Climate Fund, Adaptation Fund, and similar finance mechanisms.
* Strong experience in programme conceptualization and design in relation to climate change, food security and related areas.
* Excellent communication and writing skills in English required.
* Experience in providing advisory support, capacity strengthening and coordination across multiple stakeholders will be regarded as an asset.
* Familiarity with WFP and the UN system will be regarded as an asset


Languages: Fluency in oral and written communication in English and Arabic
languages required


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE



  • Has experience working across the Program portfolio including VAM/Nutrition.

  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.

  • Has engaged in policy discussions and provided input into policy decisions.
