Duties


‎1. Civilian Human Resources Management. Provides both technical and complex
HR management advisory services to the Senior Defense Attache (SDO/DATT), Vice
Director, managers, and senior staff, and provides guidance and assistance to
supervisors and employees on all areas of HR management regulations, policies
and laws.


‎2. Military Personnel Management. Administers and coordinates a full range of
military personnel functions within the organization. Researches, interprets,
analyzes and applies joint directives, service policies and regulations to
ensure manning levels are in line with regulatory requirements, support goals,
and mission requirements.


‎3.Program Management. Serves as the primary point of contact for directorate
manpower program requirements and provides guidance to a multi-service
organization.


‎4.Manpower Management. Participates in studies involving joint manpower,
organization, and HR programs/policies, and the impact of force structure
changes in the Directorate's mission accomplishment, and necessary
realignments of major functions and responsibilities or changes in program
direction.

Qualifications


In order to qualify, you must meet the specialized experience requirements
described in the Office of Personnel Management (OPM) Qualification Standards
for General Schedule Positions, Administrative and Management Positions


SPECIALIZED EXPERIENCE: Applicants must have at least one (‎1) year of
specialized experience at the next lower grade GS-‎11, or equivalent in other
pay systems. Examples of specialized experience includes performing the
following: (‎1) Providing guidance and/or assistance to supervisors and
employees on all areas of Human Resources management regulations, policies and
laws; (‎2 Administrating and/or coordinates a full range of military personnel
functions within organization.; (‎3) Serving as the primary point of contact
for program requirements and/or provides guidance to a multi-service
organization.; (‎4) Participating in studies involving joint manpower,
organization, and/or Human Resources programs/policies.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS)
POSITIONS:
Merit promotion applicants must meet applicable time-in-grade
requirements to be considered eligible. One year at the GS-‎11 level is
required to meet the time-in-grade requirements for the GS-‎12 level. TIG
applies if you are in a current GS position or held a GS position within the
previous ‎52 weeks. NOTE: Applicants applying as VEOA candidates who are
current GS civil service employees or are prior GS civil service employees
within the past ‎52 weeks must also meet time-in-grade requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be
evaluated on the basis of your level of knowledge, skills, abilities and/or
competencies in the following areas:


‎1. Knowledge of the laws, rules, regulations, procedures, principles,
concepts, precedents, techniques and policies governing military and federal
civilian personnel management, and military and civilian data systems to apply
in a joint command environment, to provide advisory services, and to justify
and defend organizational manpower requests and changes to meet mission
requirements.


‎2. Knowledge of qualitative and quantitative techniques to apply manpower and
human resource management principles, concepts, directives, procedures,
guidance, methodologies and policy as they relate to peacetime and war time
augmentation for a multi-service unified command headquarters, subordinate
joint task forces and service components.


‎3. Knowledge of the mission, roles, functions, organizational structures,
management, and operation of combatant command organizations to provide
personnel/manpower/services program administration responsibilities.


‎4. Knowledge of administrative concepts, common management principles, and
practices sufficient to foresee problems and to provide advisory services and
make recommendations to improve procedures/processes.


‎5. Skill in adapting analytical techniques and evaluation criteria to
accurately assess information and make sound recommendations and decisions.


‎6. Ability to establish effective working relationships and to communicate
well with others, orally and in writing, including preparing and conducting
formal and information briefings.


PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate
unpaid and or part-time work. You must clearly identify the duties and
responsibilities in each position held and the total number of hours per week.


VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience,
including volunteer work done through National Service Programs (i.e., Peace
Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic;
religious; spiritual; community; student and social). Volunteer work helps
build critical competencies, knowledge and skills that can provide valuable
training and experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer experience.

This position is emergency-essential. In the event of a crisis situation, the
incumbent, or designated alternate, must continue to perform the Emergency-
Essential duties until relieved by proper authority. The incumbent or the

position cannot be vacated during national emergency or mobilization without
seriously impairing the capability of the organization to function
effectively. This meets the criteria of an Emergency-Essential position and
requires that the incumbent, or the designated alternate, be removed from any
