Role Summary:
The incumbent will be responsible for leading the country's HR Department.
They will be responsible for developing, implementing and standardizing cost-
effective HR processes, systems and metrics and to oversee HR operations and
services in the assigned country in line with the Group's strategy and
direction.
Role Description:
Implement strategies to achieve targets set by the Head of International HR.
Manage and Monitor Key Performance Indicators (KPIs) for the assigned country.
Provide inputs to the Country General Manager in the annual budgeting process.
Act within the limits of the powers delegated to the incumbent and delegate
authority to the respective staff and monitor exercise of the same
Manage all HR related transactions in the assigned country and ensure they
attended to in a timely manner.
Assist in finalization of Service Level Agreements (SLAs) with other
divisions/ departments with respect to information required to be submitted by
them for international HR manpower planning, recruitment process, staff
training and development plans, performance management, succession planning
etc. for the assigned country.
Build and maintain strong and effective relationship with the all other
related departments and units to achieve the Group's goals/ objectives.
Provide timely and accurate information to the external and internal auditors
and the compliance function as and when required.
Manage HR operations in the assigned country by performing a wide range of
human resource functions.
Conduct payroll activities in a zero error manner
Coordinate country staffing and recruiting activities including coordination
of internal and external advertising in conjunction with the IHR team and
Group Sourcing, HCD.
Assist the conduct of targeted selection interviews, coach concerned heads on
targeted selection processes, coordinate psychological and aptitude testing
where applicable, and advise managers on candidate suitability and salary
package.
Provide advice to assigned country heads, officers and staff on benefits and
information regarding salary package composition.
Provide information towards salary benchmarking exercises in line with the
country's practices and provide information to Compensation & Benefits on
salary packages and market information.
Oversee the counselling and performance management and provide support and
guidance to employees, facilitate employee counselling sessions, and provide
advice related to grievance and disciplinary procedures.
Facilitate the performance management process, coach managers on conducting
performance reviews, and coach employees on the performance management system
and process.
Oversee the accomplishment of activities relating to employment relations and
legislation in the assigned country by serving as the first point of contact
for employee questions and grievances.
Update the management on local employment legislation, compliance requirements
and changes impacting the workforce.
Oversee the implementation of HR programs in the assigned country including:
Annual / Mid-Year Performance Reviews
Annual Salary Reviews
Incentive Plan Distribution and Payment
Employee Opinion Surveys
Development / implementation of local HR initiatives or ad-hoc projects.
Take on other ad hoc projects and tasks relating to the assigned country, as
and when required.
Possess superior knowledge of the applicable country employment legislations,
compliance requirements and potential changes that would impact the workforce
for the assigned office.
Possess knowledge in the global recruitment market and knowledgeable in
matters of race relations, disability, gender, age, religion and multicultural
issues.
Identify areas for professional development of self and act to enhance
professional development.
Actively participate in meetings which aim to assess performance and serve as
means to resolve grievances or conflicts within the team members.
Comply with all applicable legal, regulatory and internal compliance
requirements including, but not limited to, the QNB Country Compliance manual;
Group Compliance Policies and Procedures (Anti Money Laundering & Counter
Terrorist Financing, Sanctions Policy, Data Protection Policy, Fraud Control
Policy, Whistle Blowing Policy, Conflict of Interest and Insider Dealing
Policy).
in accordance with the Branch Governance manual, contribute to and comply with
the Branch's Risk Framework, consider Risk Appetite and promote a positive
Risk Culture:
Understand and effectively perform your role under the Three Lines of Defence
principle to identify, measure, monitor, manage and report risks.
Ensure systematic good outcomes for clients in accordance with Conduct Risk
policy.
Support the framework of RCSA, KRI, Incident reporting and remediation, as
appropriate, in accordance with the Operational Risk Management requirements.
Maintain appropriate knowledge to ensure to be fully qualified to undertake
the role. Complete all mandatory training provided by the Bank and attain and
maintain the required levels of competence.
Attend mandatory (internal and external) seminars as instructed by the Bank.
Ensuring high standards of data protection and confidentiality to safeguard
commercially sensitive information. Maintaining utmost confidentiality with
regards to customer and internal bank information obtained during the course
of business and provide such information on a need to know basis only to
Senior Management of QNB, Audit and Compliance functions, and relevant
Regulators.
Maintains high professional standards to uphold QNB's reputation and to
strengthen its market leadership position.
Qualifications:
University graduate preferably with a degree specializing in Human Resources
or Business Administration. A masters is preferred
Minimum 6 years' experience in human resources preferably with a local bank
entailing responsibilities for HR operations.
