Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence
About The Project
. The project aims to improve the protection status of refugee children at
risk (‎10-‎18) through the provision of multiple protection activities and
mental health and Psychosocial support in Damietta. The project will ensure
that Refugees children at risk receive protection oriented assistance and
necessary care by the end of ‎2023. The proposed project aligns with UNHCR
refugee response protection priorities.
Purpose: Contributing to children at risk receive protection-oriented
assistance and necessary care coordinated and delivered by specialized
partners.
Improving capacity of refugees and vulnerable host community children, aged ‎8
to ‎14, to understand protection risks and violations, especially in relation
child marriage and child labour
Ensure that BIAs are conducted with the best quality and as per set case
management SOPs.
Ensure that all developed case plans are aligned with outcomes of BIAs and
feed into the identified needs.
Dimensions of the Role: The post holder reports to Delta Program Unit
Manager and has ‎4 direct reports.
Accountabilities and Typical Responsibilities - Key End Results of Position
Responsible for the development of project implementation plans and overseeing
project implementation.
Provide supervision, technical support and guidance to the case workers.
Ensure effective coordination with team.
Responsible for producing project progress reports aligned with the
contractual commitments and obligations as articulated in the donor contract,
monitoring activity progress in the field and provide accurate and timely
status reports and support development of external donor reports.
Oversee financial spending for the project.
Close coordination with other project officers (M&E; officer), and relevant PU
team members (PUM, PU accountant, operation officer….)
Facilitate, mobilize and support the involvement of communities and children
in the implementation, monitoring and evaluation of Plan's programs
Facilitate and establish harmonious working relationships between Plan,
targeted children, families, and community leadership.
Community guidance on child and youth protection policy and reporting and
response guidelines
Participate in beneficiary selection processes, including to facilitate and
ensure the inclusion of children with disabilities and girls/women.
support in the coordination and logistic work of the caseworker visits to
targeted children and ensuring they are done properly at the community level.
Review the conducted BIAs and ensure that they follow the case management SOPs
and that the assessment outcome is of quality.
Review and sign off all developed case plans.
Follow up on the implementation of the case plans that are taking place by the
case worker.
Ensure that the documentation of the cases is in place, is of required quality
and is aligned with the set case management documentation procedures.
Leadership role in PUs
Collaborate and lead coordination with the relevant program staff, ensuring
that the project is implemented within the ambit of the strategic objectives
of Plan Egypt’s Country Strategic Plan-‎2017-‎2023.
Networking and Advocacy
Build and foster relationships with local level government
departments/officials and collaborating partners for efficient project
implementation.
Represent Plan in meetings and deliberations in relevant networks in PUs on
the advice of the Program Coordinator.
Budget and PO’s management
Set up and ensure well-functioning community-based M&E; systems to effectively
monitor the project implementation.
Ensure that the budget planning and implementation of the relevant Project
Outlines (POs) are done with the maximum level of quality and in tandem with
the project objectives.
Support the development of PO in SAP, ensuring their alignment with the
projects’ approved budget and donor’s guidelines.
Support the Finance Department to generate the required financial reports that
inform the projects’ team members on the progress of expenditure
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical Expertise, Skills and Knowledge


Knowledge and skills:
Essential
Bachelor degree in development, business studies, social science or equivalent
combination of education and work experience.
‎3-‎5 years of experience working in INGO environment
Understanding of community development principles and strategies including
rights based programming
Relevant experience in Case management work
Knowledge of project management.
Report writing skills.
Budget management skills
Good communication, presentation and problem solving skills.
Good level of English language
Desirable
Facilitation skills.
Apply a range of gender and inclusion analysis tools and conduct high-quality
and nuanced gender and inclusion analysis from a child rights perspective
Ability to work with diverse groups of girls ,women ,boys and young men
Understanding and ability to apply good principles of project cycle management
including monitoring, evaluation and learning
Interact and collaborate with a range of civil society actors in a respectful

Physical Environment ‎40% office environment and ‎60% field, with at least ‎10%
