Head – HSSE

Job Purpose
* D evelop and implement safety strategies and methodologies that supports the development of a strong safety culture that is Aligned with DP World HSSEQ strategy, policy and standards.
* Leading and driving continuous improvement for HSE culture within the business unit.
* Assess every possible risk to our people and learn through the challenges we constantly face and explore new ways to improve the safety of our people, workplace environment, processes and procedures.
* Responsible for all functions of Safety, Security, Health and Environment and Management of concerned staff within the department by setting to achieve targets in most efficient and effective manners.
Key Accountabilities
• Develop the project HSSE vision and strategy, with goals, targets, and
objectives for the running terminal.
* Ensuring implementation of DP World health and safety strategy is formulated and delivered effectively and Ensure that HSSE policies, procedures and processes are effectively embedded across all areas.
* Recommend and ensure implementation of improvements in processes, design, procedures, and operating equipment, to minimize the hazardous potential.
* Creating awareness among workforce and management on health and safety policy, legislation, and standards. Assuring and advising all functional leaders on all issues related to health and safety.
* Monitor and track all incidents to document and investigate properly, ensuring effective close out and learnings to be shared across the business.
* Ensure a structure is in place to enable collaboration between departments to ensure cross functional communication and collaboration to de-risk the ongoing activities.
* Manage and maintain all relevant permits, operating licenses, and the ISPS license for the terminal in close co-operation with the local HSSE team.
* Ensure roles and responsibilities for safety and health are communicated and understood and delivered against by accountable parties.
* Develop an assurance program to ensure all relevant parties audit, inspect and complete safety tours when required. That a process exists to ensure effective consequence management for positive and negative outcomes. Assurance results are rolled up and trending completed, with feedback during monthly Supplier Safety Forum.
* Make sure emergency preparedness and crisis communication protocols internally and externally are arranged and included in the Emergency response and business continuity plan(s)
* Lead the safety culture & behaviour program to ensure the right behaviours and climate develops. Including Reward and Recognition programs to reinforce desired behaviours in supply chain. As well as leading violation management and governance program to drive the right behaviour.
* Monitor targets for HSSE KPIs and report within the local management and DP World regional HSSE function.
* Ensure that HSSE policies, procedures and processes are effectively embedded across all areas. Including setting digitization roadmap, stakeholders, and processes requirement.
* Ensure the de-risking of the automation program as in the project design controls and post go-live risks are being identified and eliminated through proper Automation risk management program.
* Ensure the effectiveness of the HSE framework through management of change, risk assessment and proper controls are in place for terminal revamping activities and new processes upon go-live.
* Lead and drive the whole decarbonization strategy and ensure all stakeholders internal and external have the buy in and alignment.
* Management of (Sub)Contractor Management program, establish cross functional coordination and supervision and confirming the correct protocol is in place for (Sub)contractors
Qualifications, Experience and Skills
* Formal HSE qualification to Diploma / Degree level for example: NEBOSH International Diploma in Occupational Health and Safety and or NEBOSH Diploma in Environmental Management,
* Experience in leading critical incident investigations, implementation of Hierarchy of controls, risk management
* Experience in safety and security function in heavy engineering, energy, utilities related industry. Preferable: +‎10 years' Experience. S&E managerial role and Mandatory: ‎5 to ‎7 years
* Broad oversight of all relevant HSSE specialist fields, and ability to organize knowledge and expertise from internal or external stakeholders. With Ability to develop strong working relationships at all levels within the organization and lead / mentor workgroups and individuals
* Leadership: able to inspire and motivate people as well as leading the change for functional and cross functional team members.
* exemplary leadership quality in promoting health and safety with a vision to promote business with regulators and external stakeholders and improve business standing.
* Previous Automation experience is preferable.
