Job Description:
Position Overview: Provides specialist insight towards the delivery of
the Royal Commission at JCPDI (RC) Vision and its Priorities. Ensures that
these are captured in strategic plans and business plans in line with
established strategic guidelines from the Royal Commission. Supports the
preparation of work programs for capital development, service improvement
initiatives, performance indicators and other deliverables.


Key Responsibilities:
* Provide assistance and support to Strategic Planning Section for the development and implementation of policies, work programs, goals, objectives, key performance indicators, and procedures.
* Provide assistance and support to Strategic Planning Section for the translation of the Royal Commission's long-term strategic plans to consolidated short-term applicable programs that demonstrate the strategic objectives and KPI's, capital and non-capital initiatives, operation and maintenance programs and rehabilitation work in addition to the required demand and feasibility studies identification.
* Participate in the formulation of Annual Business Plans driven by RC ambition aligned with strategic objectives to realize the benefits of the approved programs.
* Provide assistance, support and specialist insight on the processes, procedures, follow up and controlling the execution of annual business plans and short-term programs.
* Provide assistance, support and specialist insight on the process of prioritizing RC spending of limited resources on the approved programs and initiatives.
* Advise on a process to control the RC spending from a strategic perspective.
* Provide strategy and business plan development support in coordination with other headquarters functions and cities through the analysis of current strengths, weaknesses, opportunities and threats, and assessing other relevant data accordingly.
* Translate findings of strategic analysis into work programs and business plans in order to overcome weaknesses, mitigate threats, and utilization of opportunities to meet the interests of the Royal Commission.
* Prepare\Review strategic plans and business plans and service improvement initiatives, projects (CAPEX, OPEX), city balanced scorecard and provide support and input towards ensuring these are achieved.
* Review feedback obtained from divisions on the business plans for the city, work programs and service improvement initiatives and assesses them to ensure integration and contribution to city level and Royal Commission objectives and goals.
* Oversee the implementation of operational plans, policies, procedures, and transition plans.
* Supports the reporting and performance management of work programs through the Balanced Scorecard measurement system, business plans and their component elements.
* Ensures there are mechanisms that support innovation and improvements to department products and outputs.
* Ensure that the issues and risks identified in the delivery of work programs are effectively managed and mitigated.
* Ensure that all stakeholders including subordinates and superiors are well informed at all times.
* Review organization performance reports and assist to develop mechanisms to maintain high performance.
* Participate in resolving customer complaints.


Education/Experience:
* Bachelor's degree in Business Administration, Finance, Engineering or Public Policy.
* Minimum of ‎6 years of experience in the fields of Strategic Planning or Project Management.
Skills/Competencies:
* Strategic Planning Professional (SSP) certification or other job related professional certificates is required.
* Experience with multiple strategic analysis tools, manage group sessions and workshops.
* Experience with Balanced Scorecard system for strategic planning and management.
* Expert knowledge in the use of Microsoft Office products, including Access, Excel, Word, and PowerPoint is required.
* Excellent command or oral and written English.
* Demonstrated ability to function effectively in a team environment with colleagues and subordinates of multiple ethnicity and cultural backgrounds.
