Job Description:
The Head of QMS & Lessons Learned is responsible for the ongoing maintenance
and improvement of the QMS, taking responsibility from the end of the
facilitation phase of the program. Furthermore, they will be the program
champion responsible for the central ethos for continual improvement and our
lessons learned approach, ensuring that this ethos is effectively deployed,
resulting in better ways of working, and acting as a central facilitator in
the Management review process.


Responsibilities:




  • Support the Quality Assurance Director (QAD) in the review of the QA related Vision, Mission, Policy statements for the program and exhibit those cultural values as a Leader.

  • Support the QAD in the regular review of the QA function organizational structure

  • Support the QAD in the regular review of the RACI matrix for the QA function

  • Support the QAD in the capture of program and projects risks and categorization of projects risk

  • Ensure the production, approval (by QAD), and ongoing review of the Delivery Partners QMS documentation (Quality Manual, Plans, Processes & Guidance and Templates)

  • Support the Head of Training and Knowledge Management to ensure suitable training and awareness is provided for the QMS

  • Champion the compliant change process for the QMS

  • Ensure the QA/QC Teams management of QA related records as per Quality Manual requirements

  • Ensure deployment of and access to these systems

  • Support the development of other function protocols and plans to ensure they embed quality related ethos

  • Support the Head of Quality Audit in the planning and deployment of the program audit strategy (internal and external) inclusive of:

    • A planned program

    • Liaison with Neom

    • Audit records

    • Timely closure of non-conformances raised

    • Inclusion with reporting



  • Drive and champion a culture of project lessons learned and wider program continual improvement, is embedded within the program including DP staff, Field Teams, Contractors, and NEOM championed by the QA team, maximizing opportunities for lessons including internal project completion reviews, and supporting client experience

  • Support the rewards and recognition system to help drive a quality culture through provision of performance data

  • Support DP innovation strategy

  • Support the QAD 's preparation of Management Review presentation and supporting documentation

  • Support closure of raised recommendations by allocated parties in a timely fashion

  • Bring management failings or potential Quality breaches to the attention of the QAD

  • Performs other duties as assigned.


Quality Control Approach



  • Oversee, through the Senior Quality Control Manager, that continual improvement processes are implemented, and managed.

  • Support field team readiness reviews if required by Senior Quality Control Manager

  • Support leadership tours as a lesson's learned activity.

  • Support the pre-qualification and on-boarding of Contractors, Sub-Consultants, and where applicable Inspection Agencies to ensure the procurement of competent organizations

  • Ensure feedback from embedded QC team on QMS approach.


QA Administration



  • Manage those daily workflows and schedules relevant to the role.

  • Maintain records relevant to the role in line with QA protocols

  • Participate in required QA function team coordination meetings and provide productive input

  • Where dictated by the QAD, participate in, and make a positive contribution to, the required external coordination meetings

  • Support the identification of suitable Software related to QA/QC activities, and gain system approval

  • Support mentoring approach within QA function

  • Champion program staff awareness of QA related lessons learned opportunities and information through the QAD approved issue of technical bulletins and case studies


QA Reporting



  • Provide information and data to support the production of the program upstream SLT Quality Reports on a regular basis (including trend in KPIs)

  • Collate information and data for the production of the Heads of Quality monthly report. Issue, and present to QAD (including trend in KPIs)

  • Support the QAD and Data Analyst in the collation, and monitoring of performance measures based against program quality objectives, with particular focus on continual improvement activities and resulting data

  • Support QAD and Data Analyst with trend analysis of lessons learned information and data to support reporting and recommendations to SLT


Staffing / Training activities



  • Support the Head of Training & Knowledge Management in the ongoing development on-boarding and inductions awareness provides suitable information for the audience

  • Support the Head of Training & Knowledge Management in the ongoing development of the program training matrix to ensure it meets Quality needs including course content and feedback

  • Where applicable attend external best practice QA team networking events and opportunities

Education and Experience:



  • Bachelor's degree in Business, Engineering, or field related to the role.

  • Relevant professional membership.

  • ‎15 years plus experience in related QMS role required.
