The Job Opportunity


Serco Middle East is looking to hire a Security & External Risk Manager to be
based in Tabuk, Saudi Arabia.


Key purpose
Lead on all Risk Management and Security Strategies and policies across Client
Projects. The role will be responsible for the improvement and management of
policies, procedures and programs to understand, manage and improve all
aspects of health, safety and risk management, to minimise operational risk
across the contract. Advise and consult with all stakeholders on External Risk
and Security Matters.


Key accountabilities
Provide expertise and knowledge to oversee the development, implementation and
continual improvement HSE and Risk Management strategies, standards and
programs Developing emergency and crisis management strategy across Client
Sites. Develop Risk and Security Management requirements and training plans.
Lead and Manage Risk and Security management Team of client projects through
advising , directing Risk and Security concerns and implementing relevant
monitoring systems & processes in compliance with Client Security and Risk
Plans. Ensure Risk Management is embedded across Client Sites in line with
Client Risk Management standards and requirements and international best
practice. Advise on development of risk management and security operations
across Client Sites and operations. Provide leadership and guidance for the
establishment of efficient methods to manage workplace risks, and oversee the
development and implementation of safer alternatives Develop, oversee and
implement HSE and risk management audit programmes and tools to ensure
consistent compliance with applicable HSE Standards across the contract.
Conduct assessments and audits of site compliance to determine gaps with
global standards Develop and maintain strategies and programs to ensure
compliance with all applicable HSE legislation and regulations Develop and
maintain expert knowledge of evolving and existing regulations and directives
regarding Health, Safety & Environment, and provide direction on anticipated,
future requirements Develop and report to Senior Leadership and the Board on a
suite of leading and lagging metrics to facilitate continuous improvement in
HSE performance Provide coaching to the HSE Co-ordinators and other parties
involved in HSE implementation Establish, maintain and improve the company’s
Corporate risk management policies and documentation Co-ordinate and ensure
the development of global processes, policies and procedures for
identification and control of risks across the business Design and implement
policies and procedures, in conjunction with other functions as required to
ensure the security of the company’s physical and intellectual property,
including corporate and operational facilities Provide input where required to
assist and support cross-functional risk management activities concerning
Product and Process risk. Work within, and ensure adherence to Quality System
procedures, work instructions and other Quality System requirements

Qualifications
Degree or professional qualifications in Security including Cyber, Work Health
& Safety, and Environment and/or Risk Management, or equivalent ISO3100 or
similar Risk Management Qualification such as IRM Qualification


Experience
A minimum of ‎10 years work experience relevant to the role, including
experience in HSE management system development and implementation to
OHSAS18001/ISO45001 and ISO14001 Previous experience working in a Specialist
advisory capacity in Health, Safety and Environment, Risk Management, or
similar In-depth knowledge of HSE and Risk Management best practice
Demonstrated ability to work effectively in a team as well as independently
Experience in conducting HSE inspections and audits Ability to develop and
deliver HSE training Demonstrated ability to deliver quality customer service
Demonstrated ability to contribute to improvements and influence change Highly
developed communication (oral and written), negotiation and interpersonal
skills Sound conflict resolution and negotiation skills Time management
skills, project management, planning administrative and computer skills
Familiarity with global environmental, health and safety management,
legislation, and standards Ability to travel regularly to overseas locations
to conduct audits, inspections and training
