Senior Officer - Procurement
About the job
Qualifications & Experience:
Bachelor’s degree in Business Administration, Supply Chain Management,
Engineering, or relevant field.
Minimum of 8 years of experience in Procurement/Supply Chain Management.
Proficient in English and Arabic.
Key Accountabilities:
Receive the approved requisition requests and detail the need for services or
goods, ensure sufficient details are provided, Delegation of Authority (DOA)
is followed before forwarding the requests to Unit Team Leader – Procurement
for review and approval.
Assess and review the collated procurement needs and identify potential
economies of scale, long term agreements, cost saving opportunities etc.
Analyze requested acquisition, forecast an informed estimate by obtaining
quotes from vendors and provider and ensure adherence to budgets.
Handle complete procurement cycle for low to non-critical goods and services
under the supervision of the Unit Team Leader - Procurement to ensure the
procurement needs are met in a swift manner.
Compose and issue an official request for proposal for essential and critical
goods and services under the supervision of the Unit Team Leader –
Procurement.
Receive purchase orders and record transactions in the material tracking
system to confirm receipt; Conduct a three-way matching process by comparing
purchase orders (POs), invoices, and goods receipts to ensure accuracy and
accountability in the payment process.
Perform a quality, quantity, and specification checks; identify any
discrepancies to the Unit Team Leader – Procurement for corrective actions.
Stay updated on market trends through ongoing market research to monitor
industry trends, pricing fluctuations, analyze costs, identify potential cost-
saving opportunities, and improve the overall performance of the unit.
Review contracts/engagements terms and conditions and ensure they adhere with
KFAS’s standards.
Source, identify, and propose the selection of potential vendors and third-
party providers to fulfill KFAS's procurement objectives while ensuring strict
adherence to all policies and procedures.
Ensure the identified vendors and third-party providers are aligned with the
specified criteria.
Ensure acquisition conditions are within specified warranty terms and
expectations; execute warranty procedures by actively performing quality and
quantity checks, identifying potential issues, and taking prompt actions to
rectify them.
Establish long-term relationships with vendors and providers that align with
the KFAS’s goals and objectives to achieve cost efficiency, reliability, and
consistency in services.
