Background

UN Women's Regional Office for the Arab States (ROAS) has recently adopted its
new Strategic Note (‎2022-‎25). Our vision is to achieve gender equality and the
empowerment of all women and girls and the full enjoyment of their human
rights in the Arab States, propelling economic prosperity and sustainable
development for all. Our goal is to accelerate achievements for the largest
possible numbers of women and girls in the region, including the most
vulnerable, in the next ‎4 years. To accomplish this, we work with our partners
and offices across ‎17 countries in the region to implement targeted programmes
that support women's economic empowerment, women's leadership and
participation, women, peace and security, and humanitarian issues, as well as
ending violence against women.
Our growing women's economic empowerment (WEE) portfolio builds on critical
results achieved between ‎2018-‎21 and capitalizes on existing enablers to
advance the number of women in decent employment, and equitable access to
employment opportunities and services while addressing foundational concerns
related to unpaid care, negative gender stereotypes, and the implementation of
legal reforms.
Under the supervision of the Regional Policy and Programme Specialist -
Women's Economic Empowerment, the Private Sector Development Specialist will
contribute to the effective management and implementation of the UN Women WEE
Programme in Arab States. In particular, the Private Sector Development
Specialist will ensure the implementation of the Regional Strategy on Women's
Empowerment Principles (WEPs) ‎2021 - ‎2025 with a focus on increasing decent
employment opportunities for women through transformative partnerships with
the private sector and other critical stakeholders. This strategic plan seeks
to scale the foundational work achieved in the region by further leveraging
the partnerships created for the implementation of the Women's Empowerment
Principles and ensuring that UN Women's engagement for the WEPs implementation
in the MENA region is better defined and more impactful, by being a better
'fit for partnership' with the private sector. This includes better defining
(a) UN Women's goals in the area of SDG ‎5 and ‎8 and within this, (b) its
partnership approach, moving from transactional (activity-based) partnerships
towards value-creating and innovative partnership approaches with the private
sector, including by leveraging critical partners working towards similar
goals.
The Private Sector Development Specialist will be working in support of ‎17
countries (UN Women's country offices (COs), Programme Presences (PPs), and in
countries where UN Women is a Non-Resident Agency (NRAs). The incumbent will
contribute to the development of women's economic empowerment programmes,
build capacities of UN Women regional and country offices in the Arab States
on private sector partnerships for GE, establish and strengthen partnerships
with a focus on the private sector, provide input to in-depth trends and
organizational analysis, and develop relevant knowledge products and tools
foreseen in the Strategy on WEPs implementation in the Arab States.


Duties and Responsibilities

Design and develop programme strategies in the area of Women 's Economic
Empowerment (WEE) with a focus on private-sector partnerships through WEPs

* Design and formulate programme/ project proposals and initiatives;
* Draft inputs to country strategy documents, briefs, policy dialogue, and other documents related to WEPs.
Manage the implementation and management of the WEPs:
* Manage the implementation of the work plan and budget related to the WEPs;
* Manage the technical implementation of the WEPs; ensure synergies with other teams;
* Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
* Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
Provide technical assistance and capacity development to Country Office
focal points and programme partners on WEPs

* Coordinate and provide technical advice in the implementation of programme activities; Develop technical knowledge products;
* Build and/or maintain relationships with national partners to support the implementation and expansion of the WEE/ WEPs programme;
* Identify opportunities for capacity building of CO teams and partners and facilitate technical/ programming support and training, as needed.
Manage the monitoring and reporting, as well as the finances of the WEP's
work

* Monitor progress of implementation of activities and finances using results-based management tools;
* Draft reports on monitoring missions, programme results s, outputs, and outcomes;
* Write quarterly reports and donor reports, focusing on results, output, and outcomes;
* Contribute to office donor and UN Women reports;
* Provide substantive inputs to financial reports.
Build partnerships and support resource mobilization strategies, as well as
support technically the
inter-agency coordination on WEE/WEPs
* Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
* Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
* Participate in donor meetings and public information events, as delegated;
* Provide substantive technical support to the UN Women ROAS on inter-agency coordination-related activities by drafting background reports and briefs.
Provide substantive inputs to advocacy, knowledge building and
communication efforts

* Develop background documents, briefs, and presentations related to WEPs;
* Coordinate and organize advocacy campaigns, events, training, workshops, and knowledge products;
* Coordinate the development of knowledge management methodologies, and products on WEPs.

* Timely and quality programme design and inputs to Strategic Note;
* Timely and quality of programme delivery in line with budget and work plans, and in line with all UN Women operational rules and regulations, including security;
* Timely and quality monitoring and evaluation of programmes;
* Relations with partners and stakeholders;

* Regular communication with other agencies and partners;
* Quality of advocacy and communication initiatives.

Required Skills and Experience

Education and certification:
* Master 's degree or equivalent in economics, sustainable development, social sciences, or other relevant fields.
* A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
* At least ‎5 years of progressively responsible work experience in development and implementation, monitoring, and reporting on programmes related to women 's economic empowerment is a required;
* Expertise and proven work experience in engaging with the private sector to promote women's economic empowerment are required;
* Experience in providing capacity building to government stakeholders, private sector partners, CSOs, etc is an asset;
* Experience coordinating and liaising with government agencies and/or donors is an asset;
* Knowledge of specifics and trends on women's economic empowerment in the Arab States is an asset;
* Experience working with the UN is an asset.
Language Requirements:
* Fluency in English and Arabic is required;
* Knowledge of another UN official working language is an asset.
