OBJECTIVES OF THE PROGRAMME


To enhance the capacity of public health laboratories, health facilities'
laboratories, and blood transfusion services.
To provide support to the Ministry of Health and Population to develop
laboratory policies and strategies and build capacity for the delivery of the
health response to Communicable Diseases.


DESCRIPTION OF DUTIES



  • Provide technical support to the development of national laboratory policy and laboratory strategic plan.

  • Provide a technical input to the development of laboratory quality manual, Standard Operating Procedures SOPs, and guidelines for use in central public health laboratory.

  • Support the development of Information, Education and Communication materials for advocacy purposes on PHLs and health facilities laboratory's critical role in the early detection and verification of pathogens and communicable diseases in addition to IEC materials on blood banks and transfusion.

  • Technically review program reports, proposals, and other documents relevant to the program and make recommendations on best practice.

  • Support validation of diagnostics and the roll-out of WHO diagnostic guidelines.

  • Arrange for and compile materials for the training courses for public health and health facilities laboratories' personnel and other internal and external partners on proper specimen collection, packaging, transportation, and shipment using standard biosafety and bio-security measures.

  • Conduct regular field visits to report on the performance of public health laboratories and suggest areas to strengthen the laboratories' capacity for detection a diagnosis of common and epidemic pathogens.

  • Undertake any other relevant duties as required.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in health sciences, laboratory sciences or
relevant areas.
Desirable : Postgraduate degree or training in microbiology and molecular
biology.


Experience


Essential : Minimum of one year experience in planning, managing, and
implementing laboratory investigations including experience.
Desirable : Experience working on public health laboratory functions,
planning implementation and monitoring of activities at a national level work
plan such as an annual national laboratory work plan.
Prior experience in planning and conducting training activities.


Skills



  • Broad knowledge of principles, practices, methodology and techniques in public health, clinical laboratory, surveillance, communicable disease control, International Health Regulations (IHR) including teaching and advisory techniques at the international level.

  • Relevant skills and work experiences on laboratory testing, laboratory training, clinical laboratory management.

  • Skills in establishment and or implementation of laboratory Quality Management Systems.

  • Very good interpersonal skills.

  • Have ability to quickly acquire, a working knowledge of essential WHO procedures, policies and rules and regulations that support WHO's presence in countries.

Use of Language Skills


Essential : Excellent knowledge of English. Excellent knowledge of Arabic.

REMUNERATION


Remuneration comprises an annual base salary starting at EGP ‎500,214 (subject
to mandatory deductions for pension contributions and health insurance, as
applicable) and ‎30 days of annual leave.
