OBJECTIVES OF THE PROGRAMME


In the context of WHO priority for Antimicrobial Resistance (AMR), the
Department of Communicable Diseases (DCD) at the WHO EMR office, works with
Member Statesand key global stakeholders to implement the AMR global action
plan, and tostrengthen capacity for prevention and control of infectious
diseases (IPC) inhealthcare settings and the community. IPC provides a strong
infrastructure incountries to implement various priority actions needed for
control of AMR spreadin healthcare settings. The department focuses on
interventions that improve prevention and control of communicable diseases
overall, in the community as well as healthcare settings. Given the high
priority of AMR and the large burden of health care-associated infections and
their impact on health outcomes overall, and the many gaps and inefficiencies
in IPC programmes, infrastructure and practices in many countries, the AMR/IPC
unit expands its activities towards country support, including through the
assignment of technical officers in a number of country offices.


DESCRIPTION OF DUTIES


‎1. Lead the regional programme of AMR and IPC, including team management,
strategies, and workplan for the implementation of measures and the assessment
of their impact.
‎2. Provide leadership and technical guidance for the implementation of AMR
regional framework in member states.
‎3. Provide guidance and foster the establishment of IPC programmes in member
states.
‎4. Provide leadership and coordination of AMR activities across all
stakeholders, and relevant sectors including the animal sector, as well as
within WHO with otherWHO programmes related to AMR and IPC.
‎5. Guide countries, health-care settings and key stakeholders to build and
strengthen national and local capacity and infrastructure for AMR and IPC.
‎6. Provide guidance and plan activities to improve awareness about AMR and
IPC in EMR.
‎7. Develop appropriate policies and new approaches at the regional and
country level promoting implementation of antimicrobial stewardship
programmes.
‎8. Provide guidance on establishing national AMR surveillance systems in the
region, including supporting Global Antimicrobial Surveillance systems (GLASS)
and studies togenerate data on antibiotics use and practices in the region.
‎9. Propose and lead research activities to set up and evaluate AMR/IPC
measures, adapted to EMR member states.
‎10. Provide technical expertise for the estimation of the burden of health
care-associated infection and AMR in health care.
‎11. Promote partnerships with focal points in country WHO offices, other
relevant WHO units (at the global, regional, and country levels), in-country
and international stakeholders, international experts in the field of AMR and
IPC.
‎12. Integrate the objectives and work plans of WHO Collaborating Centers
(WCC) on AMR and IPC in countries of EMR, oversee the designation and active
participation of new and existing WCCs and evaluate their activities.
‎13. Manage resources for AMR and IPC, initiate and negotiate funding
agreements with government, non-government and private organizations, and
develop a resource mobilization strategy to support AMR and IPC activities in
the region.


REQUIRED QUALIFICATIONS


Education


Essential : University degree in medicine.
Master's degree in public health or in epidemiology.
Desirable : Postgraduate qualifications in preventive medicine


Experience


Essential : At least ten years' experience combined at the national and
international levels in the field of IPC and AMR, including at least five
years' public health experience in low- or middle-income countries. At least
five years of managerial experience.
Desirable : Experience in use of data for decision making, including
surveillance, outbreak investigation, and operational research.


Skills


Demonstrated knowledge in antimicrobial resistance and infection prevention
and control.Substantial knowledge in medical practice, public health and
patient safety. Demonstrated ability to lead a multi-disciplinary team to
deliver a global health programme.High sense of accountability and
responsibility.Excellent interpersonal and presentation skills. Provenability
in managing resources and partnership.

REMUNERATION


WHO salaries for staff in the Professional category are calculated in US
dollars. The remuneration for the above position comprises an annual base
salary starting at USD ‎90,664 (subject to mandatory deductions for pension
contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station,
and currently amounts to USD ‎2644 per month for the duty station indicated
above. Other benefits include ‎30 days of annual leave, allowances for
dependent family members, home leave, and an education grant for dependent
children.
