Background

UN Women, grounded in the vision of equality enshrined in the Charter of the
United Nations works for the elimination of discrimination against women and
girls; the empowerment of women; and the achievement of equality between women
and men as partners and beneficiaries of development, human rights,
humanitarian action and peace and security.
UN Women's Regional Office for the Arab States (ROAS) has recently adopted its
new Strategic Note (‎2022-‎25). ROAS' vision is to achieve gender equality and
the empowerment of all women and girls and the full enjoyment of their human
rights in the Arab States, propelling justice and sustainable development for
all. ROAS' goal is to accelerate achievements for the largest possible numbers
of women and girls in the region, including the most vulnerable, in the next
four years. To accomplish this, we work with our partners and offices across
‎17 countries in the region to implement targeted programmes that support
social norms change for gender equality -including through the transformation
of patriarchal masculinities-, ending violence against women, women's economic
empowerment, women's leadership and participation, as well as women, peace and
security and humanitarian issues.
UN Women in the Arab States has been at the forefront globally in our work to
promote social norms change for gender equality and women's empowerment (GEWE)
and transform patriarchal masculinities. This unique portfolio builds upon the
solid lessons learnt and critical results achieved since ‎2015 under the UN
Women's regional programme 'Men and Women for Gender Equality', funded by
Sweden.
In the Arab States, UN Women has been working to End Violence Against Women
(EVAW) leading and supporting the roll out of several programmes on ending
violence against women in the region. Under the new strategic plan, focus is
on domestic violence and violence in the public space in line with UN Women's
triple mandate at the normative, Coordination and operational level to ensure
women and girls in the region live a life free from violence.
Under the matrixed supervision of the Regional Programme Manager of the 'Men
and Women for Gender Equality' and the Regional Programme Specialist on Ending
Violence Against Women (EVAW), the International Programme Analyst is to
provide technical and operational support to the following portfolios or areas
of work of UN Women Regional Office for the Arab States: ‎1) Social norms
change for GEWE and transforming patriarchal masculinities (‎50% of work time);
‎2) Ending Violence Against Women and programme management support portfolio
(‎50%).


Duties and Responsibilities

Under the UN Women 's regional portfolio on social norms and transforming
patriarchal masculinities (‎50% of work time):

Provide technical support for the implementation, monitoring, reporting and
evaluation of the MWGE programme:

* Hands-on and high-quality technical support for knowledge production and knowledge management in the MWGE regional programme;
* Support the management, implementation and monitoring of programme activities using a Results-Based Management approach;
* Provide substantive technical inputs to the programme 's workplans and budgets;
* Monitor progress of implementation of activities and finances using results-based management tools;
* Provide substantive inputs to the preparation of donor and UN Women reports;
* Draft reports on monitoring missions, programme results, outputs and outcomes;
* Drafting formal correspondence in English as needed;
* Active participation and minutes taken for regular programme meetings and regional exchanges;
* Prepare the documentation and responses related to audits are drafted and shared.
Support the visibility and resource mobilization of the MWGE programme:
* Provide substantive technical inputs to the design and formulation of programme/ project proposals and initiatives;
* Contribute to the drafting of concept notes, research papers and knowledge products published by the MWGE regional programme;
* Presentations on the MWGE programme are prepared timely and delivered as needed;
* Support to contact and engage with potential new donors;
* Identify areas for support and intervention related to the programme.
Under the UN Women 's regional portfolio on EVAW and programme management
support portfolio (‎50% of work time):

Provide technical support for the implementation, monitoring and reporting
of the EVAW portfolio:

* Contribute to the implementation of ongoing EVAW programmes in the regional office;
* Contribute to the development draft proposals, concept notes, briefing notes on different areas of EVAW programming in the Arab States region to support resource mobilization efforts;
* Ensure timely preparation and quality control of substantive technical reports, briefs and required documents, including donor reports; and,
* Contribute to effective resource mobilization and donor relations by analyzing and researching information on donors and preparing substantive briefs on possible areas for financial cooperation;
* Prepare briefing notes, talking points, background papers, meeting reports, minutes and presentations as requested;
* Maintain records of all EVAW files and related documents in the SharePoint;
* Provide support to monitoring and reporting of the EVAW portfolio on quarterly and annual basis;
* Provide support to the ROAS Programme Support and Management portfolio through capacity building and quality assurance.

Required Skills and Experience

Education and Certification:
* Master 's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
* A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
* A project/programme management certification would be an added advantage.
Experience:
* At least ‎2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
* Experience in the area of engaging men and boys is an asset;
* Experience in the area of Ending Violence Against Women is an added value;
* Experience coordinating and liaising with government agencies and/or donors is an asset.
Language Requirements:
* Fluency in English is required;
* Knowledge of Arabic and/or French language is an asset.
