Objectives of the Programme and the immediate Strategic Objective
The Department of Business Operations Services is responsible for
providing efficient and effective support services to all programmes and
activities of the organization in the Eastern Mediterranean Region in respect
of human resources and talent management, administration, budget and finance,
supplies, OSS and IT services.


The objective of the Human Resources and Talent Management Unit in EMRO is
to ensure that a competent and motivated workforce is available to deliver
programme activities in accordance with WHO 's global mission. This is
achieved through the provision of sound advice to management, HR planning and
succession planning, job design and classification, recruitment and selection,
administration of contracts, staff onboarding, staff development and learning,
performance management, career and mobility management, and management of
staff relations. The mission of Human Resources and Talent Management is to
serve existing staff members, SSAs, and Consultants in multiple areas, and
build the technical capacity of administrative HR staff across the entire
region in managing and administering exisiting staff members and SSAs.


The HR team drives recruitment and selection processes, manages onboarding,
classifies position descriptions in line with ICSC guidelines, answers queries
on benefits and entitlements via liaision with GSC, guides staff in the
application of rules and regulations; provides advice on contract maintenance
(separation, reassignment, extension), supports staff relations in terms of
conflict coaching and change management and provides advice on salary scales
and salary surveys. Furthermore, the Unit engages in oversight & monitoring
exercises (Danger Pay; verification of location and dependency; leave, absence
and attendance; SSA mini-audits; granting of continuing appointments; etc.)
and builds the technical capacity of administrative and HR staff across the
entire region in managing and administrating existing staff members and SSAs.
The high amount of cases in EMR that are representing exceptions to policies
and procedures due to emergency situations require the incumbent to use
considerable judgment and interpretation to on appropriate actions.
Description of Duties
The HR Business Associate will liaise directly with senior managers (EMRO
Directors and WRs), GSC and HQ on the below areas:
Staff Administration:
* Acts as the primary focal point and provides briefings and advice to staff and non-staff at all levels on WHO rules and regulations, employment conditions, entitlements, and standard operating procedures.
* Briefs new and departing staff on on-boarding and separation processes and related entitlements to ensure smooth and timely implementation of associated actions.
* Acts as a focal point for staff and liaises closely with colleagues in the Global Service Center (GSC) on contractual and payroll matters.
* Acts as the primary focal point for queries from staff and managers regarding employee and management self-service functions in the Global Management System (GSM).
* Provides assistance to staff members and/or applicants under selection or under reassignment and ensures that support and accurate and complete information is provided in a timely manner.
* Liaises with the Global Service Centre to provide information and obtain clarification on specific staffing cases, particularly in relation to queries from candidates on entitlements and benefits, and during the on-boarding and separation processes.
HR monitoring, compliance, reporting and initiation:
* Monitors to ensure timely initiation of actions and compliance with WHO rules and regulations, of contract extensions, probationary periods, conversion of appointments, retirements, acting arrangements, WIGIs and maximum duration of contracts.
* Monitors performance management compliance and liaise with managers to ensure timely completion of PMDS and SSA performance evaluations
* Conducts first level analysis and review of requests for hiring of consultants to ensure completeness and compliance of submissions with HR policies and escalate as needed.
* Prepares monthly regular HR reports and statistics as needed.
HR planning:
* In close consultation with the HRBP, provides support to the biennium HR planning exercise by providing updated reports of the workforce and status of vacant positions and maintains these reports regularly updated.
* Regular updates all organigrammes as and when new positions are created and approved.
* Monitors the implementation of the divisional HR plans and proactively initiates requests for advertisement and hiring, ensuring also that the associated actions in GSM are initiated.
* Supports restructuring/re-profiling and other review exercises by providing analysis, reports, data and updated organigrams as needed.
Selection and Recruitment processes:
* Reassignment and reappointment of staff in the region, keeping a regularly updated list of staff whose contracts are ending, and ensuring timely notification of separation.
* When required, supports the HR team on organization of selection and recruitment processes to ensure the efficiency of processes.
* In support of the HRBP, proactively identifies EMR needs for rosters and the advertisement of such; maintains current rosters, inclusive of 2nd and 3rd recommended candidates and initiates regular contact with rostered candidates.
* Upon delegation, represents HR on interview panels for positions up to and including P2. Review, edit selection reports submitted by the TUs and draft selection reports for the selections they are directly involved in.
Performs all other related duties as assigned and backstops the respective HR
Business Partner and other HR Business Associates and HR Assistants when
absent to ensure continued services.
REQUIRED QUALIFICATIONS:
Education
* Essential
Completion of secondary education supplemented by training in Admin/HR work.
Desirable
A first university degree in business administration, human resources, social
sciences or related field is an asset.
Experience
* Essential
Minimum of ‎8 years of relevant experience in human resources and knowledge of
UN staff rules and regulations
Desirable
Experience in a UN organization in the area of HR contract administration,
benefits and entitlements.
Functional Knowledge and Skills
Proven ability to apply staff rules and regulations.
* Familiarity with the staff administration, contract management, entitlements, allowances, benefits, and compensation systems of the United Nations.
* Good knowledge of HR principles and practices
* High degree of tact, confidentiality,discretion and client service, and the ability to handle and preserve confidential information.
* Excellent time management and organization skills; high sense of prioritization.
* Proven skills in conflict coaching, administration of justice, staff grievances and similar issues would be highly desirable.
* Thorough knowledge of WHO or UN staff rules and regulations.
* Strong skills in using Office packagex such as Word, Excel, and Powerpoint as well as using Oracle based ERP systems.

Use of Language Skills
Excellent knowledge of English and Arabic. Knowledge of French is an asset.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration
package, which for the above position includes an annual net base salary
starting at EGP ‎294414 (subject to mandatory deductions for pension
contributions and health insurance, as applicable) and ‎30 days of annual
leave.
