Background

UN Women, grounded in the vision of equality enshrined in the Charter of the
United Nations, works for the elimination of discrimination against women and
girls; the empowerment of women; and the achievement of equality between women
and men as partners and beneficiaries of development, human rights,
humanitarian action and peace and security.
In support of the Arab Republic of Egypt's Vision ‎2030 and the National
Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN
Women Egypt Country Office (ECO) is grounded in the Convention on the
Elimination of All Forms of Discrimination against Women (CEDAW), the
Sustainable Development Goals (SDGs) and the Beijing Platform for Action
(BPfA). Under the Egypt/UN Sustainable Development Cooperation Framework
(‎2023-‎2027), UN Women implements its triple mandate of supporting normative
standard-setting to advance gender equality and women's empowerment, working
with the Government of Egypt, civil society and the private sector on
implementing international and national commitments and best practices, and
strengthening UN system coordination in this regard. Since the early 1990s, UN
Women ECO has consolidated its expertise, partnerships and investments around
three main areas of work: women's leadership and system-wide support to
advancing gender equality; women's economic empowerment including support to
women's paid and unpaid care work; and eliminating all forms of violence
against women and girls.
Worldwide trends reflecting the unequal burden of care work, as well as a
mismatch of care needs and care services available (in both public and private
sectors) and the impact this has on families and women's economic and public
participation are mirrored in Egypt. The recent UN Women report _' The Role of
the Care Economy in Promoting Gender Equality: Progress of Women in the Arab
States ‎2020' _highlights that expanding decent jobs in the care economy sector
is a major driver of private sector growth and women's engagement in paid
work. Between ‎2009-‎2017, private sector employment in Egypt grew faster in
paid care sectors (education, health, and social work) than in the rest of the
economy (at ‎13 compared to ‎1.8 per cent). Addressing gender imbalances in
unpaid care work and investing in the paid care sector would increase women's
economic empowerment and reduce gender disparity in the Egyptian labour
market, as women form a significant percentage of employees in the paid care
sector.
The Government of Egypt prioritizes supporting in the care economy as a means
of supporting both the family and women's overall economic empowerment. The
Ministry of Social Solidarity (MoSS) is playing a crucial role in expanding
the availability of care services nationwide.
UN Women is partnering with MoSS to strengthen investments in Egypt's care
economy, including assessing the cases and costing of strengthened care
response, conducting a participatory assessment of the Working Women's Service
Centers (WWSCs) to determine the care services most needed in specific
governorates and based on this, strengthening the WWSCs' financial
sustainability. Through global and country level partnerships, these
activities are supported by Global Affairs Canada, the Swedish International
Development Cooperation Agency, as well as the Swiss Development Cooperation
in coordination with ILO.
As part of the above work, UN Women is seeking to hire a national consultant
to provide technical support to MOSS in the day-to-day activities to ensure
swift implementation of planned interventions.
Objective of the Assignment:
Under the overall supervision of the UN Women EVAW programme coordinator and
the day-to-day oversight of the Assistant Minister for Social Protection for
the Ministry of Social Solidarity, the national consultant will support MoSS
in the planning and the implementation of the activities related to strengthen
investments in the care economy. Based in MoSS, the consultant is expected to
coordinate all field activities under the MoSS/UN Women partnership and
provide the necessary logistical, administrative and programmatic support
required for the implementation of the work.


Duties and Responsibilities

Based upon a MoSS/UN Women agreed-upon quarterly workplan:
* Oversee the MoSS/UN Women joint support in developing the capacities of the Working Women's Service Centers, in terms of supporting the work done to enhance the quality of products produced by the centers. In addition, provide the necessary support to enhance the capacities of the staff.
* Support MoSS in extending social protection and development opportunities to women working in the care sector including but not limited to domestic workers, baby-sitters, etc;
* Forge partnerships with different donor and private sector organizations towards achieving social protection and economic empowerment of vulnerable groups including informal sector workers, refugees, and vulnerable women.
* Follow up with MoSS on summarizing the new law proposal of domestic workers' social protection, receive and document other ministries' inputs.
* Coordinate between MoSS and Unwoman regarding the pilot of a mechanism to extend social protection to domestic workers
* Coordinate with MoSS to build the capacity of the female breadwinner's centers in all the governorates and identify the relevant officials and partners to participate in these activities.
* Support the development of reports, research briefs, presentations, and technical documents related to gender equality and women's empowerment as it relates to the care economy.
* Support the Department of Social Protection at the Ministry of Social Solidarity on a day-to-day basis in the implementation of different projects and initiatives related to social protection, gender equality, and women's empowerment.
* Ensure quality implementation of activities and monitoring delivery as per the identified timeline and prepare required written reports.
Deliverables:
* Monthly progress reports, according to UN Women template, detailing outcomes and assessment of all capacity-building workshops, and training of trainers, including success stories, challenges, and next steps.
* Detailed quarterly reports to UN Women ECO on all activities related to investment in Egypt 's care economy work.

Individual consultants will be evaluated based on the following methodology:
Only candidates obtaining a minimum of ‎49 points in the technical evaluation
would be considered for the financial evaluation.
Technical Weight Criteria: ‎70% (‎70 points)
* Criteria ‎1: First level university degree in Economics, Public Finance Management, Social Protection, Development Studies, or related Social Sciences. (‎20 Points)
* Criteria ‎2: ‎5 years of experience in the area of project management, coordination, reporting, communicating results and developing programme and project planning. (‎20 Points)

Financial Proposal
Financial Weight Criteria: ‎30% (‎30 points) - Lowest Financial Daily Rate
Proposal

The points for the Financial Proposal will be allocated as per the following
formula:
* Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
* The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered)/ (Bid of the Consultant) x ‎30;
* 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least ‎49 points in the technical evaluation.
