Job details

NORCAP is the Norwegian Refugee Council's expert deployment mechanism. We
strengthen international and local partners' capacity to prevent, prepare for,
respond to, and recover from crisis. We do this through the work of our
colleagues on assignment with UN agencies, humanitarian organisations,
development actors and national stakeholders to save lives, build resilient
communities, ensure peaceful transitions from conflict, and promote
sustainable governance.
The humanitarian protection needs in the Arab States region require
intensified efforts to scale up and / or maintain GBV prevention, response,
and risk mitigation. Through its standby partnership with UNFPA, NORCAP
supports capacity building of inter-agency GBV coordinators. This building of
capacity includes GBV prevention, response and risk mitigation throughout the
humanitarian development and peace nexus from preparedness, crisis, the
transition of coordination leadership to the relevant national or local
authorities. These efforts also extend to local organisations, as feasible in
the given context.
Therefore, a Regional Gender-based Violence Adviser is needed to develop the
capacity of regional, national, and local actors to strengthen GBV prevention,
risk mitigation and response. As the selected candidate for this role, you
will also support country-level GBV strategy development and ensure GBV SOPs
are operationalised.
You will be hosted by UNFPA Arab States Regional Office (ASRO) and engage in
interagency regional capacity building activities, provide technical support
to country GBV coordination mechanisms, and contribute to global level
processes linked to the GBV Area of Responsibility (AoR). You can expect to
deploy up to ‎50% to country offices (COs) within the region including other
official travel.
Moreover, you will supervise a Regional GBV Information Management Specialist
(GBV IM), providing the GBV substance/technical expertise in collaboration
with the GBV AoR REGA Manager, enabling GBV sub-clusters in the region to
develop stronger analysis, and evidence-based response. Success in this role
consists of a strengthened GBV sub-cluster capacity to deliver lifesaving
coordinated multi-sectoral response with a survivor-centred approach, in line
with cluster accountabilities.
