The Opportunity
Abt Associates seeks a qualified Grants and Contracts Manager for the USAID-
funded Feed the Future Egypt Rural Agribusiness Strengthening Project. The
project will employ a market-driven, systems-strengthening approach to improve
the competitiveness of horticulture producers and related downstream
businesses and food processors by developing their abilities to respond to
domestic and international buyer demand.
The project has a headquarters office in Cairo and three regional offices in
Menia, Luxor, and Gharbia. This Grants and Contracts Manager will be based in
Cairo, Egypt.
Core Responsibilities
Grants
* Oversee day-to-day operations of the Project's Grants under Contract (GUC) program.
* Oversee grants administration, compliance and implementation procedures, and ensure compliance with USAID procurement regulations and local laws.
* Develop and implement grant tracking system to ensure timely and correct execution of all grant agreements.
* Make periodic visits to organizations and institutions executing projects supported by grants.
* Organize/provide ongoing support and training to strengthen grantee financial, management, and governance systems, as well as operational policies and manuals.
* Review vouchers from grantees, where applicable, and ensure that all payment requests are supported and justified by appropriate documentation.
* Facilitate technical approval and payment of grantees.
* Ensure successful and compliant close-out of grant activities.
Subcontracts and Consultants
* Work with the home office team, including the Contracts department, and the Project's Training team to review and approve consultant agreements, monitor funding, and understand the agreement types in relation to the prime contract obligations.
* Together with the COP and home office team, including the Subcontracts Department, supervise subcontractors in compliance with USAID and Abt regulations.
* Review subcontractor and consultant invoices for accuracy, validate that subcontractor and consultant spending is in alignment with the budget and that deliverables have been received and approved, and liaise with the home office team on invoice review and approval as required.
* Maintain the project's invoice tracking system for each subcontractor. Liaise with the Training team to monitor the consultant invoice tracker.
What We Value
* Bachelor's degree required, Master's degree preferred.
* At least ten years' relevant professional experience managing subcontracts, consultants, and/or grants required.
* Previous experience on USAID-funded projects in Egypt strongly preferred.
* Experience managing USAID grants and/or proven expertise in USAID Federal Acquisition Regulations (FAR) strongly preferred.
* Strong relationship management skills. Must be able to manage relationships with internal and external program stakeholders and partners.
* Good computer skills, including excellent knowledge of Microsoft Office applications, particularly Excel.
* Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
* Ability and track record of working as part of a busy team and working effectively under pressure to tight deadlines.
* Excellent written and spoken English and Arabic required.
