Position Objectives:
The Cost Controller is responsible for managing the project budgets,
monitoring project expenditures, assisting in preparing financial forecasts,
and managing the daily cost control activities.


Job Description & Responsibilities:
Assist in preparation of Project Budget and Capex plans, coordinate with
sections to establish reasonable planned project BOQs, system and equipment
costs.
Agree on monthly targets with Project Control Manager, and manage against
these targets.
Establish a comprehensive cost control process to manage the budget, process
invoices, and monitor project expenditures against approved project budgets.
Assist in analysing and verifying project planned costs and vendor prices.
Monitor project spending, track changes in and between element budgets, and
update project budget plans accordingly.
Coordinate with the Project management to establish Project Earned Value
reports.
Provide feedback to Project Management on budget and cost issues, with a
particular focus on actual or potential cost overruns.
Lead the invoice and cost control team, assign job tasks and set job
priorities, and follow up that the work is executed according to the defined
processes and procedures, and top the defined time schedules and quality
criteria.
Prepare regular and ad-hoc budget and cost control reports, and ensure these
are submitted on time and to the required quality.
Assist the Standards and specifications team to provide cost-related issues
with the new standards and specs
Produce ongoing analysis of budget trends, blocking issues, contractor budget
allocation, and CAPEX, and provide detailed reports.


Qualifications & Experience:
University degree in Business Administration or Finance.
Total experience of ‎8-‎10 years with a minimum of ‎5 years relevant work
experience in a budgeting and cost control position in the Telecom Services
domain.
Hands on experience in project budgeting, cost management, and project
reporting.
Formal training in project management and project control techniques and
methodologies (PMI, PRINCE or similar) will be considered an advantage.
Hands-on knowledge or experience with preparing Reports and Management
Dashboards using Power BI.
Experience and knowledge of large-scale telecommunication project roll-out is
an advantage.
Good presentation and reporting skills backed by proficiency in PowerPoint,
and Excel.
Essential skills: Teamwork, Communication skills and knowledge transfer
capability.
Excellent knowledge of English and Arabic language, both written and spoken.
