Basic Functions
Serves as the Program performance monitor as directed by the Program
Operations Manager. Responsible for the Aviation program performance control
processes. Primary areas of emphasis: Program schedule and cost management
including planning and reporting in collaboration with the Finance and Quality
Departments. Supports the Program Operations Manager in there view of the
Performance Work Statement (PWS) to ensure all customer contractual
requirements are met..

Major Duties and Responsibilities
‎1. Duties/responsibilities:
‎1. Reports directly to the Program Operations Manager.
‎2. Receives, reviews and processes Contract Deliverable Reports ensuring
their accuracy, standardized formatting and legibility.
‎3. Monitors monthly labor costs and productive hours, analyzes variances and
implements corrective actions in collaboration with the Finance and Program
Operations Manager.
‎4. Develops, updates and maintains Contract Requirements Traceability Matrix
(CRTM) and ensures easy accessibility to all divisions.
‎5. Identifies, streamlines and proposes improvements to current work
processes to achieve better efficiency.
‎6. Maintains and updates records including but not limited to contract
documents, program timeline and Integrated Master schedule.
‎7. Performs trend and variance analysis of Program performance including but
not limited to hours billed and monthly variances in general.
‎8. Reviews contract modifications, analyzes and reports impact on labor Cost
Line Item Numbers (CLINs).
‎9. Engages in program business development projects by verifying CLIN
alignment with positions, and the development of Integrated Master Schedules.
‎10. Engages in the identification, monitoring and addressing program risks.
‎11. Strong command of Performance Work Statement and Statements of Work.
‎12. Assists the Program Operations Manager in resolving program issues and
initiating appropriate corrective actions.
‎13. Proactively monitors control activities to keep the Programs on schedule,
within stated budgets and functioning smoothly.
‎14. Assists the Program Operations Manager in facilitating priorities between
DAP Project Managers.
Independence: Works independently within the broad supervision of the Program
Operations Manager.

Minimum Qualifications
A. Education Level Requirements:
‎1. Associate Degree required. Bachelor Degree in Business Administration or
Project Management preferred.
‎2. PMP certification required or able to attain certification within ‎1 year
of employment.
‎3. Internal Auditor certification in ISO ‎9001 or AS9100 preferred
B. Experience Requirements:
‎1. Minimum five (‎5) years of professional working experience.
‎2. Three (‎3) years-experience in the company, familiarity with Vinnell Arabia
Aviation Program preferred.
C. Specific Knowledge, Skills, Certifications, and Ability Requirements:
‎1. Ability to interact efficiently and professionally with team members,
receive and give constructive feedback and convey ideas effectively.
‎2. Ability to schedule and manage tasks effectively.
‎3. Advance proficiency in Microsoft Office Suite particularly Excel and
PowerPoint.
‎4. Advance Excel analytics skills.

‎5. Excellent written and oral professional communication skills. Advanced
English Proficiency if English was not the native language.
