Position Summary
To lead, manage, and oversee the implementation of KAPSARC's facility
management major projects from inception to completion including, but not
limited to, planning, design, implementation, and delivery for the intended
stakeholders as well as preparation of RFPs and management of relevant
outsourced contracts along with the entire quality, schedule, and expenditure
of the assigned projects.
Major Accountabilities
Strategy and Plans
* Contribute to the development of the department strategy and cascade it into the business plans to create value for KAPSARC and facilitate the achievement of the strategic priorities.
* Regularly report to the Facility Management Director on the operational activities of department, challenges and issues faced, mitigations taken, etc. as required, to keep him informed and updated on the day-to-day activities.
People Management
* Organize and supervise the activities and work of the team to ensure that all work is carried out in an efficient manner which is consistent with operating procedures and policy.
* Provide on-the-job training and constructive feedback to the team to support their overall growth and development.
Project Management
* Plan and oversee the implementation of engineering projects (civil, constructions, electrical, mechanic, etc.), to ensure the delivery of engineering services on time and up to KAPSARC's quality standards.
* Provide overall directions to the design and implementation of facility systems
* Maintain project schedules by monitoring project progress, coordinating activities and resolving project issues and site coordination difficulties
* Monitor compliance with the project Contract and cost control
* Supervise construction projects on site
* Carry out site meetings with consultant, contractor, and client.
* Manage contractor's compliance with project scope
* Assure quality and safety assurance on project execution in coordination with the relevant entities
* Assures compliance with all KAPSARC policies, procedures, and requirements, and assures proper coordination with the relevant entities (mainly safety, security, IT, clients, s… etc.) and securing their clearances as applicable.
* Prepare the required project reports to facility management director
Performance Management
* Ensure proper cascade of the performance objectives and monitor performance of the teams to ensure delivery of these objectives and promote a performance- driven culture.
Vendors Management
* Manage the relationships with vendors who providing services to manage KAPSARC's facilities, to ensure the sustainability of long-term relationships and the achievement of mutual business benefits.
* Monitor the vendor's performance reports and ensure all the required services are being delivered as per the Contracts, service level agreements and quality standards.
Sustainability Management
* Manage the development and deployment of environmental and sustainability practices in projects in collaboration with relevant stakeholders, to ensure KAPSARC's compliance to relevant legal and regulatory requirements.
* Provide recommendations on practices and methods for continuous improvement and KAPSARC's environmental stewardship.
Innovation and Continuous Improvement
* Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
* Review the reports being developed by the team and ensure they are prepared timely and accurately and meet KAPSARC's requirements, policies, and quality standards.
* Report to the facility management director as needed

Qualifications and Experience
Recommended Qualifications and Years of Experience
* Bachelor´s degree in the building construction related fields of Engineering, Architecture, and/or construction management with 12+ years of experience
* Master's degree in a related field with 10+ years of experience
* Solid educational and field experience in the design, construction, and operation of buildings
* Prior experience in the project bidding process, preparation of RFP's, setting project requirements, review of received bid offers, and award of projects is a must
* Prior experience in managing design and construction contracts is a must
* Technical and physical abilities to lead, inspect and supervise site construction works is a must
* Thorough knowledge and understanding of sustainability management concepts, practices, laws, and regulations
* Sustainable accreditation in LEED or other similar green-building fields is a big plus
* PMI/PMP certification or similar is a big plus
* Ability to lead and conclude tough technical and contractual negotiations with vendors
