Project Information: Saudi Arabian Military Industries (SAMI) is a
national holding company owned ‎100% by the Public Investment Fund (PIF), a
sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was
established in May ‎2017 to develop the military industrial infrastructure
necessary to help the Saudi Vision ‎2030 aim of localizing military spending to
at least ‎50% by the end of the decade. It commenced operations in January
‎2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs)
and local contractors to establish the military industrial infrastructure
across the Kingdom. It is organized into ‎5 Divisions: Aeronautics, Defense
Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval
interests are covered within the Weapons & Missiles portfolio. Bechtel was
contracted in August ‎2020 to provide a Facility Management Team (FMT) to
develop and implement a Facility Masterplan to help align SAMI`s programs.
This has led to the opportunity to provide a Project Management/Construction
Management (PM/CM) team (approximately ‎90 strong) to manage the design and
construction of a major military industrial facility near Riyadh over the next
‎3-‎4 years.

SUMMARY:

Supervises schedule development, maintenance, monitoring, and recovery plan
development activities for small to medium size projects. Helps project
organizational and administrative activities. Supervises the development and
integration of individual schedules into the total project plan. Establishes
milestones for the total project and supervises schedule resource loading and
leveling. Helps development of scheduling standards and procedures.


JOB DIMENSIONS:


A. Supervision Received


Reports to and receives technical guidance and operational supervision from
designated supervisory personnel. Ensures work is completed as scheduled.


B. Supervision Exercised


Provides technical and operational direction to assigned personnel.


C. Contacts


Maintains relationships with project personnel, particularly with individual
discipline group leaders and engineers.
May have continuing contacts with Project Manager, project team members, and
working and supervisory level personnel of other departments.


ESSENTIAL JOB DUTIES:


‎1. Provides comments and recommendations for planning and scheduling
requirements relative to staffing and project control. Prepares detailed
staffing plans for planning and scheduling activities. Reviews design scope
criteria and quantities for completeness and reasonableness, and arranges with
the project to develop additional estimating bases when information is
incomplete.
‎2. Performs and/or arranges, collects, verifies, and integrates the work
scope for all entities into the total project plan. Reviews the representation
of project scope in schedules. Establishes the conceptual scope of schedule
studies. Prepares and examines comparisons of scope, quantities, and cost data
between the projects. Performs productivity analysis of construction
operations and verifies. Establishes productivity basis to be utilized in
estimates, as developed in concurrence with Construction. Reviews labor
estimates for reasonableness.
‎3. Establishes milestones for the total project or major portions of the
project. Reviews project work activities to ensure support of project
milestones. Arranges the timely, systematic, and complete acquisition of scope
definition and related data.
‎4. Provides supervision and assistance to planners in the development and
integration of individual schedules into the total project plan. Reviews the
performing organization 's and unit's work logics, and finds whether the
schedules will adequately support the overall project schedule. Plans,
arranges, and establishes the level of quantification appropriate to the
objectives of the effort and to the level of scope definition for each
discipline or specialty, and designates reference job(s) for source data
and/or reconciliations of quantities. Reviews completeness and reasonableness
of quantities.
‎5. Reviews and evaluates schedule durations for all disciplines' activities
relative to the support of project milestones. Supervises/directs the
calculation of durations and other considerations affecting activity
durations.
‎6. Prepares and examines comparisons of scope, quantities, and cost data
between projects. Develops bid evaluation cost and schedule criteria and
prepares bid evaluations. May participate in discussions with vendors.
‎7. Plans, organizes, and supervises schedule resource loading and leveling.
Arranges development of all bulk commodity release and installation curves.
Integrates appropriate manpower requirements for each discipline/specialty
relative to the overall project needs. Finds quantity and manpower levels in
support of the project needs and schedule philosophy.
‎8. Obtains required schedule information by all disciplines. Identifies
schedule restraints and their effects on the total project schedule. Works
with all departments to ensure an understanding of the total project schedule
needs. Responsible for total integration of schedule activities. Identifies
schedule considerations and problems resulting from interdiscipline or group
restraints and interfaces.
‎9. Verifies consistency with previous reports to ensure compatibility.
Responsible for issuing reports required by Bechtel management and project
procedures.
‎10. Helps development of scheduling standards and procedures. Compiles,
summarizes, updates, and maintains historical schedule data. Monitors and
reports the critical path and schedule performance of the total project.
‎11. Performs project schedule analysis and studies of problem areas to find
criticality of schedule activities. Recommends alternatives for schedule
improvement to project team for discussion and/or decision.
‎12. Arranges information input into specific studies. Responsible for
integration of activities and total work scope identification. Evaluates study
results and recommends conclusions for project team consideration and
discussion. Supervises/directs project schedule staffing and quantity
reporting.
‎13. Responsible for preparing and presenting the Schedule Impact Report.
Responsible for leading the development and review of schedule recovery plans,
including evaluation of additional resources/costs required to effect such
plans.

JOB KNOWLEDGE

* Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis, in the field and the home office.
* Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
* Skilled in oral and written communication.
* Proficiency with PC operating systems, with proficiency in several basic software applications. Proficiency with multiple discipline specific software applications currently used in Bechtel (Primavera and Microsoft Office Applications, for example).
* Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
* Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.


The successful candidate will also meet some of the following desirable
criteria:
Have previous defence / military / security project experience.
Show an advanced level of knowledge of engineering, procurement, contracts,
construction, and startup work processes.
Experienced in the application of BI Analytics to deliver management
information across a programme.
Intermediate level of knowledge of engineering, procurement, contracts,
construction, and startup work processes, as performed by Bechtel.
Knowledge of engineering and construction management customarily acquired over
time through specialized instruction or practical experience.
