Position Summary

Jubail is one of Bechtel 's most remarkable achievements--a city built from
the sand up, requiring vast resources and logistical planning on an
unprecedented scale. It the biggest civil engineering project in modern times
--and it's getting bigger. Bechtel has managed the Jubail project, located in
the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel
serves as the Management Services Contractor (MSC), or "owner's
representative" for our client, the Royal Commission (RC). We are the
Engineering, Procurement, and Construction (EPC) managers, managing design
submissions from local AE firms, and overseeing the actual construction work
being performed by local contractors and sub-contractors in Jubail Industrial
City. In June ‎2021, Bechtel's contract with the Royal Commission was renewed
for another ‎5 years with work focusing on building new residential
communities, iconic buildings/ bridges, major site preparation, commercial
buildings, mosques, schools, hospitals, sports facilities, clinics,
universities, utility services and infrastructure (electrical sub-stations,
lift stations), roads and highways, port & pipeline expansions, and more.

Major Responsibilities:
Working as part of the Bechtel BBS Finance Organization. The candidate must be
Arabic Speaker and willing to travel and operate from multiple locations
within the Kingdom.
The candidate will work closely on a day-to-day basis with the customer and
will be seconded to the Royal Commission. The role can be based in any
location in the Kingdom. The candidate will ensure the tasks and
responsibilities outlined by the customer are performed. The candidate will
also report to Bechtel Jubail 's Business Manager.
Duties include but not limited to:
* Responsible for transitioning from cash to accrual accounting basis. This would involve coordination with the customer's team across multiple locations and cities.
* Utilizing accounting applications, for example, Oracle and SAP and providing training to a team across multiple locations.
* Responsible for the financial reporting of a big organization and dealing with any audits.
* Providing guidance on the application of VAT within a government organization.
* Supervising a team across multiple locations.
* Provide support to Bechtel Finance team as an when required.
* Provide management reports to both the customer and Bechtel management.
* Ad hoc tasks and responsibilities as requested by the customer and Bechtel's supervisors and managers.
* Manage daily activities for Accounting, Accounts Payables, Cost Accounting and Treasury.
* Manage the preparation and distribution of internal financial statements and reports, maintaining the highest quality, reliability and accuracy.
* Manage monthly closing process, including reconciliations and analysis of related accounts.
* Coordinate the annual audit with the independent auditors.
* Develop and maintain the integrity of the financial reporting process and financial controls.
* Maintain and strengthen internal controls over financial reporting.
* Research and resolve accounting issues including evaluation and implementation of new accounting pronouncements to ensure IPSAS compliance.
* Perform any other ad-hoc tasks and responsibilities requested by the customer or the Bechtel Jubail Business Manager.

Skills and Qualifications:

Essential Technical:
* Bachelor 's Degree in Business, Finance or Accounting
* At least ‎8 years of Financial Reporting experience.
* Experience in interpreting and applying accounting GAAP standards (IFRS, IPSAS or US)
* Proven experience in process improvement and rolling out new accounting tools and applications.
* Knowledge of transitioning from cash to accrual accounting basis
* Involved in company annual audit and responding to external auditor's queries.
* Must speak and write both English and Arabic.
