Duties and Responsibilities
Organizational Setting, Purpose, and Objective:


The United Nations Environment Programme (UNEP) is the leading global
environmental authority that sets the global environmental agenda, promotes
the coherent implementation of the environmental dimension of sustainable
development within the United Nations system and serves as an authoritative
advocate for the global environment. The West Asia Office delivers advisory
services and capacity building support to countries to achieve environment and
sustainable development objectives. This consultancy is established at the
West Asia Office within the framework of the Strategic Cooperation Agreement
between UNEP and the Kingdom of Saudi Arabia.


Under the direct supervision of the Project Manager in UNEP West Asia Office
and in coordination with the National Centre for Meteorology (NCM) and the
respective department in the Ministry of Environment, Water and Agriculture
(MEWA) of the Kingdom of Saudi Arabia, the expert will carry-out, inter alia,
the following duties & responsibilities:


‎1. Lead and coordinate the implementation of validated and approved actions
issued from the assessment mission outcomes, focusing on the following main
actions:
a) Build up an efficient system for regulatory watch.
b) Build a specific skills assessment and maintaining qualification system for
Aviation Meteorological Personnel (AMP) with manuals and evidence.
c) Build up means of cooperation with interested stakeholders (GACA, SANS, and
Operators) and focus their expectations to ensure close coordination between
MWO/AMO/SMA (NCM) and ATS and local Operators.
(SANS and airport operators) and elaborate letters of agreement as required
taking in account accurate implemented facilities and specific local
expectations.
d) Build up the MET-ANSP process in the QMS (Manuals and procedures) and
define its foundations. The METANSP process should supervise aerodrome weather
observation, maintenance and calibration of sensors and assess the
satisfaction of its ATS customers (TWR, SIA, etc.) and conduct a regular
customer satisfaction survey (Air navigation services, airport operators and
aircraft operators with pilots) and highlight their expectations.
e) Strengthen training activities and training resources as provision for
Aviation Met users (operators, ANS personals)


‎2. Improve and upgrade in general MWO and AMO products regarding to the
assessment results and ensure documented information for all these activities,
and perform other related duties as may be required by other users in the
field as:
a) Develop meteorological services for low-level flight.
b) Develop procedure to ensure replay of diffusion of AIREP Special.
c) Develop directives for meteorological services to offshore aviation
activities.
d) Technical guidance to relevant units to conduct on-site studies to select
threated aerodromes for setting wind shear detecting system based on local
climatological and orographic studies.


‎3. Assess and evaluate TAF accuracy control system.


‎4. Draw a recovery approach to be negotiated with partners and relevant
administrations. Develop a draft of regulation text. This approach should be
referred to WMO directives issued in Ref. documents: WMO ‎9161 - & ICAO ‎904.


‎5. Perform other related duties as may be required by the National Centre for
Meteorology courses and prepare training plan and workshops for the employees
of the Sand and Dust Storm Centre.


Expected Deliverables and Outputs:


‎1. Manual for evaluation and maintain of AMO and AMF qualifications and
holding evidence is developed and submitted.
‎2. Procedure for low-level flight meteorology services is developed and
submitted.
‎3. Procedure for AIREP and AIREP special in coordination with SANS is
developed and submitted.
‎4. Recommendations for meteorological services to offshore aviation
activities are developed and submitted.
‎5. Daily TAF accuracy report is developed and submitted.
‎6. Monthly progress reports are developed and submitted.
‎7. A final report.
Qualifications/special skills
Master's degree in meteorology, aviation, atmospheric sciences, mathematics,
or physical sciences is required. PHD is an asset.
A minimum of ‎10 years of practical experience in similar tasks in aviation
meteorology, communications, air traffic services procedures, World Area
Forecast Centres (WAFC) and Meteorology Watch Offices (MWO) is required.
Previous working experience in the organization, management, and operation of
national aviation meteorological services and in the preparation of analysis
for forecasting and in the procurement, positioning, and maintenance and
calibration requirements of meteorological instruments is required.
Sound knowledge of all relevant WMO and ICAO technical documents is desirable.
Experience with relevant provisions of the Convention on International Civil
Aviation and relevant Annexes and other ICAO documents and related procedural
requirements is an added advantage.
Experience in meteorology and aviation training is desirable.
Knowledge of environment issues in Saudi Arabia is an asset.
Languages
Fluency in written and spoken English is required. Knowledge of Arabic is
desirable.
