Job Summary.
NOV will construct a ‎82,000 sqm manufacturing and repair facility in the
Eastern Province of Saudi Arabia. ‎6 NOV business units will be located at this
state of the art facility with a machine shop, blast/paint and pressure test
bays and final assembly workshops. We seek an experienced Construction Project
Manager to help us ensure that the facility is completed on time, on budget,
and supports the growth strategy of our business.
The Project Manager is responsible for overseeing the A&E & Construction
Contractors that will be employed to design, construct and commission the CaPS
& WBT Shared facility in Modon ‎2.
Act as overall owner of this Project, the Project Manager will work with all
parties to ensure that the new facility is commissioned on time and within
budget.
The Project Manager (PM) will provide the following services as part of their
responsibility that will act on NOV's behalf to achieve a successful
completion of the shared facility at Modon ‎2 project with full compliance to
the respective NOV business units involved, and according to the applicable
design codes and requirements of MODON and NOV as well. The PM will ensure the
completion of this project in the most optimum time and costs by applying the
latest techniques in Project Management and recommend cost saving in design
and material selection using the value engineering concepts.
RESPONSIBILITIES:
Following are the ‎2 phases stages of the Project Management task that the
PM will undertake:

First Phase:
* Pre signing of EPC contract and groundbreaking.
* Obtain Modon initial permits to do the front activities before assigning the design/construction supervision consultant.
* Obtain quotations from approved Soil investigation Co. (geotechnical borehole drilling) as per direction of the NOV team and manage this task to generate the final reports.
* Prequalify topographic survey service provides approved by NOV team and manage a task until the issuance of the final survey report.
* Carry out prequalification process along with NOV team for recommend approved Modon design/construction supervision consultant to develop the scope of work for the consultant and manage the procurement task under NOV direction and approval.
* Develop the scope of work of the EPC contract along with the assigned consultant office assuring the fulfillment of NOV team requirements.
* Arrange for contractors' prequalification process according to the shortlist proposed by NOV, and the design consultant.
* Manage the tendering process and the bid evaluation along with the rest of the team and award the contract under NOV direction.
* Arrange for the site office design and initial approvals from Modon including the construction site, fencing and temporary power/water supply.
* Apply for permanent power supply from Saudi Electricity Co. according to the final load requirement that will satisfy the full facility for the current and future requirements.
* Arrange for permanent industrial/sweet water supply facility from Modon.
* Obtain Modon approvals on the project layout design.
* Obtain Modon approval on the fire system.
* Obtain Modon construction permit.


Second Phase:
* In this phase, NOV will mobilize the EPC contractor to the site and finish the arrangement and commissioning the site office where the Project Management team will move the site along with the construction supervision team and start full time presence at the site until the completion of the site. Some of the activities are carried out by the ETS Project Management team will be as follows:
* Arrange for daily project meetings along with EPC Contractors & construction consultants.
* Weekly project progressive meeting updates to NOV CaPS & WBT management.
* Compile reports from the different teams at the site to issue weekly progress reports in a professional manner.
* Track the projects progress completion timelines are approved per the project schedule and introduce solutions to expediate project progress and mitigate the delays in the project.
* Review detail design submitted by EPC contractor and the construction consultant approvals.
* Review materials submittal and assure compliance to the project requirement and specification.
* Review and initial monthly progress invoices submitted by various contractors at site in order to submit to NOV for approval and payment.
* Review, arrange, and approve & submit various documentations.
* Follow up of the submittal of various guarantees and warrantees as applicable.
* Assure proper submittal and review the drawings and various machinery documents and catalogues/manuals.
* Witness and approve final testing and commissioning of various auxiliary systems of the facility.
* Final power connection and energization of the power supply from Saudi Electricity Co.
* Generate along with rest of the team snag list and punch list of the project and follow up clearing of all above items.
* Perform other work-related tasks as assigned.
* Follow up with customers and the NOV collections team on the outstanding Aftermarket payments.
* Comply with all NOV Company and HSE policies and procedures and take whatever actions are required to reduce HSE risk as much as reasonably possible.
BEHAVIORAL SKILLS/COMPETENCIES:
* Minimum of ‎10 years Project Management experience in Saudi with references
* Possess excellent communication and reporting skills
* Strong motivational, negotiation & organizational skills.
* Awareness of internal and external customer, Modon & governmental requirements
* Problem-Solving
* Developing others


EXPERIENCE/EDUCATION/SKILL-SET REQUIRED:
Essential:
* ‎10 years' Project Management experience in Saudi Arabia
* EPC background/experience
* ‎5 years' experience in Operations or General Management
* BS in Engineering
* ‎5+ years of Management Experience
* Leadership and Supervisory Skills,
* English is a must
Desirable:
* BS in Engineering. Project Manager, PMP Certified.
* Candidates without educational prerequisites but with at least ‎15 years of related experience will be considered
* ‎10+ years of management experience in Saudi Arabia
* Training certificates in work-related disciplines
