Your Opportunity
The Client has a royal mandate to ensure effective O&M; Processes and
Procedures across all Government Entities within KSA. Serco are contracted to
create and implement an Enterprise Asset Management System (EAMS) at one of
the major entities in Jubail, part of which is to manage the process of Assets
Data Collection and Condition Assessment done by a Thirty -Party.
The key purpose of this role is to hire a GIS Specialist as part of the Asset
Data Collection team responsible for ensuring that the Survey, Condition
Assessment, Tagging, and Imaging works are carried out by the Third-Party team
for the RCJ Assets as per the GIS workflow and lead the overall QA activities.
Key Accountabilities
Reviews detailed survey plans built by the Third-Party team and provides GIS
advisory to the work plans as necessary and provides feedback.
Collects the supervision/inspection data from the Serco survey assessors /
consultants and prepares QC datasets in ArcGIS and prepares material for PM’s
monthly report
Reviews the Input data / As-Built collection archives, Data Extraction logs,
field data collection project files / templates and provides GIS advisory.
Performs spot checks during the pre-processing activities like data extraction
and project file creation for the field surveys using GIS.
Performs data accuracy, completeness, coverage, and accuracy checks of the
Third-Party team provided data for consultant review.
Reviews and ensure that the Serco established processes are duly followed by
the Third-Party to build the Asset Register with the acceptable hierarchy
formats and taxonomies.
Processes the RFIs received from third party to review, conduct desktop audits
/ random QC checks using GIS software and provide the feedback for revisits /
re-surveys.
Specific Requirements 7 years’ experience in handling Geospatial data
repositories of Infrastructure Assets, QA, and QC activities using software
tools such as MS-Excel, ArcGIS etc. Record of engagement of working with
government / public sector entities among wider teams of consultants. Good
communication and interpersonal skills.
A proven track record of instituting continuous improvement. Diplomatic, with
a cultural sensitivity.
Demonstrable subject matter expertise across multiple aspects of GIS and CAD
data extraction
Experience dealing with various CAD, GIS file formats and demonstratable
subject matter expertise of various data sources
General Understanding of Asset Life Cycle principles.
General understanding of Asset Management principles.
Engineering Degree or Diploma in Civil/Electrical/Mechanical Engineering from
an accredited institution. Expert level Competency in ArcGIS, MS-Excel, MS-
Word, MS-PowerPoint. Expert level Competency in Digital Data Organization
skills.
