Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy will commence in
July ‎2022 and till end of June ‎2027. Through this five-year strategy, Plan
International Egypt will aim to achieve the followings:
Promoting sexual reproductive health rights, services and facilities so that
girls and women can realize their rights and grow up capable of making
informed decisions and choices.
Creating economic empowerment opportunities and spaces so that girls, children
and young people can overcome barriers that hinder their own development and
continue growing up as empowered citizens capable of leading their own
development.
Combating Violence against children, girls and women so that they can grow up
in safe environments and actively participate in making positive and lasting
changes in their lives and communities at large.
Strengthening the resilience, enhancing the preparedness and improving the
response of the marginalized communities including refugees and migrants to
climate change, crises and natural disasters. This will also include tackling
the root causes of irregular migration.
Promoting the active engagement and leadership of young people including girls
in decision making and inclusive spaces to foster sustainable changes in their
lives as equal and empowered citizens.,

are targeted. Upcoming entrepreneurs will be supported through the building of
life skills and inclusion into relevant business ecosystems in order to
establish themselves and make a living by bringing their ideas to life. Youth
in search of employment will build technical skills to ensure that they have
the qualifications needed in the labour market. All of this will aim at
ensuring that their employability is enhanced at the same time as their own
capacity to secure a job is enhanced.

Purpose:
The post holder is responsible for project cash and budget management,
financial reporting and analysis, and internal financial control enhancement.
Dimensions of the role:
The post holder reports to DAPP country expert with dotted line reporting to
Grant finance Manager and works closely with our partners & Project team
Accountabilities
Facilitate internal/Plan audit, external/ donor audit.
Review all financial reports along with all the supporting Documents for the
project related partners to ensure that management & donors receive the needed
data with the required quality standards in line with donor and Plan policies
and guidelines.
Review and coordinate the monthly cash forecast for the project against the
agreed approved FAD and PO.
Monitor the timely submission of all PUs financial reports to Plan CO.
Contribute to project inception, start up workshop, processes and agreements.
Maintain project files and archive financial reports in line with finance
policies and guidelines.
Communicate professionally and in a timely fashion with partners to ensure
effective project management and sharing the financial information.
Follow up and update the project financial system and share information with
related staff.
Doing regular monitoring to the grant currency and revaluate the CGI to track
the currency fluctuations.
Develop project financial reports to ensure that management and donor receive
the needed data with the required quality standards in line with Plan policies
and guidelines.
Coordinate with the project team for grant reporting in terms of
consolidation, reviewing and the final submission to GFM for final review.
Prepare the monthly reconciliation SAP reports to ensure consistency between
programs and grant module.
Review the partnership agreements and ensure the compliance with the grant
requirements.
Update the partnership agreements and annexes as appropriate.
Submit the financial reports due to donor, auditors and Plan Management to
ensure the quality and efficiency of financial data.
Monitor the implementation of the follow-up actions to address audit
recommendations.
Provide on-job & classic trainings, technical support for Plan Partners.
Maintain transparent detailed reporting systems to enable colleagues, Plan
Management and external parties to understand the relevant budget.
Contribute in developing plans for building the capacity of project all
partners.
Provide technical support to Plan staff and conduct training sessions on grant
compliance and the regulations of complex donors.
Accounting
On a monthly basis prepare program accounting spreadsheet for assigned grants.
Ensure all costs associated with grant are properly recorded and all costs
charged against the grant are appropriate and adjust as necessary.
Coordinate and facilitate overall process of transferring fund to project all
partners.
Review all process of any project requests related to program unit to ensure
budget availability and alignment with Plan financial policies and procedures.
Review and process pay requests from project all partners in line with Plan/
donor's guidelines and policies.
Control the advance payments and settlements for project all partners and
produce the advance register report.
Review and process project Community Managed Projects documents to ensure
budget availability and their alignment with Plan financial policies and
procedures.
Record all transactions related to ALL partners at CO level into the financial
system SAP.
Control the advance payments and settlements for Plan Staff and produce the
advance register report.
Ensure that all of the project expenditures are made in accordance with Plan
policies & procedures.
Maintain project related filing system.
Review the project staff timesheets and do the necessary charges on a monthly
to ensure that all project staff salaries and benefits have been recorded as
per Plan Egypt timesheet system
Capability building and People Management Identification, engagement and
capacity development of partners to support project implementation. Promote
good team working environment in accordance to Plan’s purpose and values.
Support performance management of the partner staff and create an environment
for personal development. Support project team including partners at both
institutional and Community level and continuously identify opportunities for
learning and change.
Risk Management Identify and manage project risks Promote compliance with Plan
Egypt and donor requirements and regulations in project implementation Report
possible project risks to Plan International Egypt colleagues in a timely and
transparent manner.
Other duties As assigned by the Line Manager
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Essential
A Degree in Accounting or a professional qualification such as CIS, ACCA or
equivalent
At least ‎3-‎5 years’ experience in similar role in NGOs
Analytical skills
Fluent in English
Communication skills, appropriate to the audience
Proficient in computer skills and use of relevant accounting software packages
Desirable
Experience with SAP system
Experience with previous similar projects

Physical Environment and Demands:
Typical office environment in PIE Country Office in Maadi with frequent visits
to the project locations.
