Plan started working in Egypt in ‎1981 and has a presence in ten of the ‎27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy will commence in
July ‎2022 and till end of June ‎2027. Through this five-year strategy, Plan
International Egypt will aim to achieve the followings:
Promoting sexual reproductive health rights, services and facilities so that
girls and women can realize their rights and grow up capable of making
informed decisions and choices.
Creating economic empowerment opportunities and spaces so that girls, children
and young people can overcome barriers that hinder their own development and
continue growing up as empowered citizens capable of leading their own
development.
Combating Violence against children, girls and women so that they can grow up
in safe environments and actively participate in making positive and lasting
changes in their lives and communities at large.
Strengthening the resilience, enhancing the preparedness and improving the
response of the marginalized communities including refugees and migrants to
climate change, crises and natural disasters. This will also include tackling
the root causes of irregular migration.
Promoting the active engagement and leadership of young people including girls
in decision making and inclusive spaces to foster sustainable changes in their
lives as equal and empowered citizens.,
Purpose:
SWEET project asserts that targeted gender-specific action is critical to
empower women and girls to amplify their inherent individual and collective
agency and create an enabling social and economic environment for them. The
SWEET project is a five- year- project that will take a three-pronged, rights-
based and gender-transformative approach for women and adolescent girls in the
carpet industry in the Giza governorate of Egypt to: expand their knowledge
and understanding of the sector, improve their social status, provide them a
range of industry-relevant skills, and strengthen governance systems and
business linkages to build a supportive social environment and an enabling
institutional environment for women and adolescent girls.
The M&E; Coordinator will be supporting in ensuring that suitable monitoring
and evaluation systems are in place, implemented as intended, and reporting in
a comprehensive and timely manner to facilitate the delivery of the project
and achieving the desired outcomes/impacts maintaining the alignment with the
donor requirements.
Dimensions of the role:
The post holder reports to the Project Manager and is responsible for
supporting the strong existence and effective usage of an M&E; system,
procedures and mechanisms particularly with feedback relevant to the field
level. This position works closely with the M&E; Manager, Program Unit
Managers and frontline staff in collecting data, monitoring progress,
evaluating project, sharing and helping develop reports, generating learning
and performance Management.
Typical Responsibilities Responsible for providing technical oversight &
support for establishing a monitoring system for the project, procedures and
mechanisms particularly with feedback relevant to the field level,
presentation of findings to the project management and building the partner
staff competencies on M&E.; The Monitoring and Evaluation Coordinator for
SWEET project will promote and facilitate the participation and feedback of
community members, including girls, boys and vulnerable groups, sponsored
children and their families in the MER activities relating to the projects in
their communities. Responsible for ensuring that detailed and feasible project
monitoring plans are developed in a satisfactory way. Work with project and
support staff to ensure that monitoring activities are adequately resourced,
with sufficient project and support staff and adequate budget;
Work with project and support staff to ensure that the project work plan
includes monitoring activities (or that a stand-alone monitoring work plan is
in place), is up-to date and progress tracked. Work with project and support
staff to develop, translate, pilot and finalize data collection tools as
needed; Assist in training of staff in data collection methods, management,
analysis and action techniques. Work with the Project Manager and the Field
officers to ensure that data is collected and entered into databases & BTT
&/or the data platform on a regular basis; Responsible for providing
consistent, supportive supervision to strengthen staff performance as
necessary to meet monitoring objectives and ensure data quality; Responsible
for conducting data quality audits of the project to identify and resolve
systemic problems affecting data quality, and documenting; Assist in
conducting regular analysis to (‎1) compare data against project milestones,
targets, and quality expectations; (‎2) identify issues requiring further
attention; Work with project and support staff to track progress on action
points related to implementation of M&E; activities; Work with project and
support staff to provide M&E; inputs for reports written during project
implementation;
Support in the development and analysis of the project baseline, mid and end
line surveys; Provide the M&E; inputs for needs assessment and survey report
writing;
Provides inputs from survey and assessment data for tracking of overall
progress on projects, programs and strategic priorities. Assist in
identifying, documenting, storing and sharing lessons learned that have
implications for refinement of best programmatic practice.
Accountabilities Support the project manager in the implementation of quality
M&E; for the project. Contribute to the development and implementation of M&E;
framework at operational (project) levels and link it to strategic (country).
Support the process of mid-term reviews, final evaluations and other research
related to programs and projects and ensure dissemination of results with all
relevant stakeholders. Develop, communicate and implement M&E; plans. Adapt
and tailor M&E; methodologies, processes and tools to different target groups
and contexts. Develop/critically analyse M&E; reports and project narrative
reports. Participate in processing, analyzing and reviewing learnings,
findings and outcomes of projects. Support Project manager in reviewing and
analyzing case studies, success stories and other learnings collected at the
field level and once finalized share them with Plan Egypt relevant teams for
learning. Identify, articulate and support strategic use of data for programme
management and improvement. Assess, plan and implement activities to build
M&E; capacity at different levels, including both Plan staff and partners, in
particular on the use of participatory monitoring and evaluation tools. Ensure
standardization of M&E; tools and methodologies across partners. Take part in
creating a supportive network of M&E; staff to jointly learn from, develop and
innovate M&E; practice and methodologies. Promote and facilitate participation
and feedback of communities in Plan Egypt’s M&E; activities. Assist PUs when
necessary with Annual Counting guidelines and data consolidation. Support
relevant PUs in annual reflections.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical expertise, skills and knowledge
Essential A University degree in relevant subject. Minimum ‎3 years of
Monitoring and Evaluation experience preferably with an international
organization. Experience in planning and facilitating training/workshops.
Fluent written and spoken English and Arabic language skills required. Strong
analytical skills and the ability to process large and complex data.
Demonstrated writing skills (report writing, proposal, and concept paper
writing) Experience working with children and understanding their special
needs. Experience with rights based participatory MER approaches. Excellent
interpersonal communication skills and team work abilities. This position
requires high computer literacy with a full knowledge of office applications.
Understanding of and commitment to the promotion of gender equality, child
protection and inclusion of the most vulnerable. Ability to work under

tools and conduct high-quality and nuanced gender and inclusion analysis from
a child rights perspective. Support the project manager and staff to design
and implement evidence based solutions for gender transformative programs, and
to provide monitoring and quality assurance support on the ground. Measure
progress in gender and inclusion outcomes, analyse gender-relevant data and
document the results/changes in social norms and recommendations in reporting
on programmes. Analyse data and evidence (including research findings) from a
gender and inclusion lens. Challenges sexual harassment and other forms of
gender based violence and confronts both overt and subtle forms of inequality,
exclusion and/or discrimination in the workplace and in public Promotes
