SUMMARY:
VSE Corporation is seeking aSupervisor, Technical Assistance Team (TAT)to join
theIn-country Ship Repair Team(SRT). Applicant must have Ship Repair and
Technical Equipment Managerexperience.
Applicant must have a working knowledge of Navy Shipboard equipment, systems
and troubleshooting techniques that are applicable to fleet support, ship
maintenance and ship repair. Must also have shop lead experience related to
technical repairs on US Navy or US Coast Guard vessels. The applicant will be
required to provide leadership, management and oversight for all technical
team needs for various ship platforms as required and directed by in-country
VSE management.
This is an unaccompanied billet with the ability to bring
familymember/dependents at the applicant’s own expense.
DUTIES & RESPONSIBILITIES:
Responsibilities include, but are not limited to:
* Top decision maker for all technical team matters, resolve any internal issues that arise over the technical repairs and assessment needs for the Egyptian Navy (EN) Fleet.
* Meets or exceeds customers' realistic expectations for quality, productivity, and safety on projects and repairs, and manage the customer relationship through any changes in the scope and schedule changes of the fleet to assure continuing customer satisfaction and technical repairs.
* Resolves issues on a day-to-day basis with customers, owners, and other interested parties. Represents the company fairly and consistently when interacting with customers.
* Works closely with the EN, Production Team andPort Engineers to estimate, plan, execute and settle the technical needs for the EN Fleet. Provide all necessary documentation for repairs and negotiation repair periods in a timely manner. Advises the In-countryProgramManager of opportunities to increase repair times and avoid delays.
* Interprets specifications, ship schematics, repair sequencing and coordinates the various phases of the technical projects to prevent delays and avoid rework. Ensure that technical reports are properly written and approvedbefore providing them to the in-country stakeholders.
* Write timely and accurate reports for each job and contribute accordingly to final written specifications.
* Confer with supervision,project management staff, and project inspectors to ensure materialsare identifiedto resolve equipment technical problems for approved repair methods.
* Plan, coordinate, and direct repair activities for assigned projects. Through subordinate supervision, assure appropriate daily team staffingis appropriate for technical repairs. Oversee audits for subordinates’ reportingand monitor job progress to ensure that manpowerutilization and allocation meets the job requirements. Makes appropriate changes as necessary.
* Prepare periodic management reports on work progress, materials used and costs. Adjusts work schedules as indicated by reportsto ensure adherence to the work process.
* Maintains effective working relationships with craft workers, customers, and Port Engineers.Whencomplaints or disputes occur within the project, directly or through managers, supervisors, or other resources, assure that issues are resolved efficiently and with minimal disruption to the project.
* Lead the technical team in a postmortem review of each completed repair project and assure complete documentation and dissemination of all lessons learned to capture best practices and to avoid repeating mistakes. Ensures that lessons learned on projects are capturedin the preplanning phase of new projects.
* Ensures worker safety and environmental concerns are constantly monitored, and problems are effectively resolved.
* Assess and document overall work performance of direct reports by completionof repairs, providing feedback to the same.Ensure performance documentation by managers or supervisors of all assigned technical personnel.Clearly identifystrengths and weaknesses of technical team members and recommend specific development activities.
* Activelybeinvolved at an operational level in reviewing the relevant technical repairs or needs, to ensure quality and capability for performing work internally versus subcontracting to outside suppliers and vendors. The incumbent is responsible for the recommending repairing or buyinga product or service for the project under their direction after thorough analysis of relevant information.
* Manage andprovideoversight for the technical team and/or vendor performance on the project, including setting expectations for such groups. It is critical to the overall vessel schedule of the technical repairs that the TAT actively monitors and drives the performance standards of all those under their charge and holds them accountable.
* Monitors job progress and uses earned value management techniques to identify problem areas and forecast costs. Reports on repair performance.
* Other duties as assigned.
MINIMUM REQUIREMENTS:
* Must have knowledge of technical inspection requirementsforUS Navyor US Coast Guard ship equipment with detailed experience in repair processesand proceduresof maintenance standards and quality assurance specifications.
* Strong knowledge of ship systems as it relates to how they interact with construction/repair sequencing. Use a systems approach to work planning and execution.
* Demonstrated ability to orchestrate the judicious use of team personnel in a multi-project work environment.
* Possess strong leadership skills,including conflict resolution, real-time decision-making, high performance expectations and the capability of inspiring the team to meet them.
* Strong customer relationship skillstoachievecustomer satisfaction through their buy-in to business and project realities rather than diluting projectactuals.
* Demonstrated hands-on approach to problem-solvingand knowing the ship and the technical repairs.
* Capable of effectively handling multiple priorities with little or no supervisory, must be proficient in the use of project management and CMMS tools and possess a thorough knowledge of standard shipyard practices.
* Minimum 10 years of Shipyard/Naval or relative military experience with a minimum of 10 years of ship technical repair projects.
* Must have knowledge of NAVSEA Standard items as applicable to intermediate and depot level repair procedures, repair and maintenance standards, quality assurance specifications.
* Must have leadership experience,leading a team of 5-10 personnel.
* Must have excellent verbal and written communication skills.
* Must be proficient with basic computer operation with ability to create and maintain various reports and spreadsheets as required.
* Associatedegree or a relevant amount of experience in Ship/Equipment Repair process is required. Work experience that demonstrates in-depth ship technical repairs and critical troubleshooting knowledge. Demonstrated success in planning, staffing, coordinating, and executing multi-trade, extensive, labor-intensive, multi-phased technical repairs.
* Must be a US Citizen and be able to obtain a DoD Secret Clearance.
* Must be able to obtain and maintain a Country Clearance and Base Pass authorization.
* As an In-Country-Team member the successful applicant is expected to maintain a good working relationship with EN counterparts in a dynamic work environment.
PREFERRED REQUIREMENTS:
* Current Active DoDSecurity Clearance.
* Applicant must have a current passport with at least two (2) years prior to expiration after arrival in country.
