The National Gender and Inclusion Researchers will contribute as team members
on a country-wide gender and inclusion assessment for Iraq and KRI. This
assignment will involve collecting and analyzing secondary data, as well as
primary data collection in Iraq. Primary data collection will be conducted in
a mix of remote and in-person settings, dependent on real-time considerations,
including the global COVID-‎19 pandemic. It is anticipated that the National
Gender and Inclusion Researchers will travel within the KRI and potentially to
areas if Federal Iraq to conduct key informant interviews and focus group
discussions.
The analysis will use an intersectional lens and bring a strategic focus to
gender and social equity issues in key sectors: public administration;
economic development and stability; democracy, governance and rule of law;
status of marginalized, vulnerable, and disenfranchised populations;
water/sanitation; agriculture; health and global health security; climate
change and climate resilience.
This analysis will be informed by the ADS ‎205 domains, the ADS ‎201 further
guidance on inclusive development, the USAID Gender Policy, and other relevant
USAID policies and guidance.
This assignment is estimated to be ‎25 days of effort, allocated between May ‎22
and October ‎15, ‎2022.
Responsibilities:
* Work closely with the Team Lead and other team members to conduct ‎1) an assessment of USAID/Iraq programming for gender and social inclusion approaches, and ‎2) an analysis of gender and social inclusion considerations relevant to Iraq.
* Under the direction of the Team Lead and in close coordination with other team members, analyze secondary data, participate in planning, scheduling, and conducting primary data collection activities (e.g., key informant interviews, focus group discussions), code and analyze qualitative data, participate in team debriefing meetings, participate in report drafting, and participate in drafting and delivering presentations on findings and recommendations at various stages of the research.
* Contribute to the following deliverables: Inception Report; Workplan; data collection instruments; data collection notes; reports; presentations on research, methodology, findings, and recommendations.
* Communicate progress regularly to the Senior Gender Expert and the Team Lead, and to other MSI staff as requested. A bachelor’s degree in a social science field or related discipline required.
* At least ‎8 years of experience in development, research, or evaluations required.
* Familiarity with Iraq’s gender dynamics and issues related to social inclusion across governorates and social groups.
* Access to contacts in academia, think tanks, government institutions and NGOs to use for scheduling expert interviews and focus groups (preferred in KRI and Federal Iraq).
* Experience conducting data collection interviews and focus groups, and coding and analyzing qualitative data.
* Strong communication skills.
* Must be able to maintain stable internet, use video conferencing software, and be available for travel, if required. Travel will only be approved based on security considerations, including COVID-‎19 contexts. Must be available for all or most of the period of performance listed above.
* Knowledge of USAID programming and USAID gender and inclusion analyses preferred.
* Experience contributing to multi-person research teams preferred.
* Technical expertise in one or more of the sectors listed above preferred.
