The International Renewable Energy Agency is an inter-governmental
organisation headquartered in Abu Dhabi, mandated to promote the widespread
and increased adoption and sustainable use of all forms of renewable energy in
the pursuit of sustainable development, energy access, energy security and
low-carbon economic growth and prosperity. IRENA's mission is to play a
leading role in the ongoing transformation of the global energy systems as a
centre of excellence for knowledge and innovation, a global voice of renewable
energy, a network hub for all stakeholders and a source of advice and support
for countries. At present, IRENA has ‎168 Members (‎167 States and the European
Union) that acceded to its Statute, and ‎16 additional States in the process of
accession and actively engaged.


The Division of Administration and Management Services is responsible for
providing the Secretariat with efficient support in managing its human and
financial resources and ensuring effective and timely delivery of Human
Resources, Information and Communications Technology, Procurement, Financial,
Travel and other General Services.


Under the guidance of the Director of Administration and Management Support
Services, the Chief - Procurement will:



  • Serve as the most senior procurement and contracting expert, providing technical advice on procurement activities, with the responsibility for procurement of a wide variety of supplies and services;

  • Plan, develop and implement strategies to ensure that the Secretariat's needs for goods and services are delivered in a cost effective, transparent and speedy manner;

  • Design innovative solutions to optimize current procurement procedures and operations, minimizing risk and delays while safeguarding the Agency's interests;

  • Develop and prepare highly complex contracts for procurement of non-routine and technology advanced commodities and services, issue tender invitations, evaluate responses to tender and makes recommendations for award of contracts;

  • Oversee the management of the procurement activities and relationship with vendors, ensuring that deliveries of goods and services are carried out according to the agreed contract;

  • Supervise the preparation of purchase orders and contracts and ensure an efficient system for recording and follow up;

  • Contribute to the development of the Secretariat's procurement policies and procedures, develops standards for various procurement documentation and develops criteria for the evaluation of goods, services, supplier capacity etc.;

  • Manage, guide, develop and train staff under his/her supervision; foster teamwork and communication among staff and across unit boundaries;

  • Perform other duties as required.

be "clients" and seeks to see things from clients' point of view; establishes
and maintains productive partnerships with clients by gaining their trust and
respect; identifies clients' needs and matches them to appropriate solutions;
monitors ongoing developments inside and outside the clients' environment to
keep informed and anticipate problems; keeps clients informed of progress or
setbacks in projects; meets timeline for delivery of products or services to
client.


Technological Awareness : Keeps abreast of available technology;
understands applicability and limitation of technology to the work of the
office; actively seeks to apply technology to appropriate tasks; shows
willingness to learn new technology


Qualifications


Education : Advanced University degree in business administration, public
administration, law or any related field. A first-level university degree in
combination with qualifying experience may be accepted in lieu of the advanced
university degree.


Experience : A minimum of seven years of progressively responsible
experience in procurement, contracts management at national and international
level. Familiarity with the local market environment and business practices is
an asset.


Language : Excellent command of written and spoken English is required.
Knowledge of Arabic is an advantage.

[‎1] IRENA provides similar ICSC benefits and entitlements, including
dependency allowances, rental subsidy, education grant (for school aged
children), annual and sick leave, health insurance, Provident Fund
participation, etc. as would be applicable.

[‎2] The post adjustment is a variable component that is adjusted
periodically to reflect changes in the cost of living in a duty station. Post
adjustment multiplier for Abu Dhabi duty station is currently ‎72.6%,
determined by the International Civil Service Commission and subject to change
without prior notice.
