Logistics Operations Center (LOC) Manager- Plans and Ops
The Logistics Operations Center (LOC) Manager-Plans and Ops (Property
Accountability) is responsible for overseeing inventory management systems,
property book maintenance, and asset visibility of the Army Preposition Stock
(APS-5) assets. Provides subject matter expertise on GCSS-Army supply/property
management and governing Army supply policies ensuring customer satisfaction.
Essential Duties & Responsibilities:
* Directly leads Supply Supervisors and manages key deliverables to meet requirements.
* Analyze reports, surveillance guidelines, maintenance schedules, performance trends and requirements.
* Engages with the United States Government (USG) stakeholders and Property Book Officer (PBO) on a continuous basis to ensure mission requirements and expectations are met.
* Monitors property book transactions and employs quality management.
* Coordinates training for Logistics Information Systems (LIS) Operators and analysts.
* Ensure staff is properly trained to perform equipment analysis, including but not limited to resources availability, impacts to fleet readiness.
* Handles multiple operations simultaneously and provide updated status to the Government on cost, schedule and mission performance weekly.
* Ensure reporting and records are up-to-date and maintained accurately.
* Maintain situational awareness of logistics activities at all operational nodes.
* Performs other related duties as assigned.
* Certified on GCSS-A property book and or unit supply business areas.
* 5 years of documented experience utilizing GCSS-A.
Education:
* High school diploma or equivalent required.
* Bachelor's degree in Logistics, Business Administration/Management or equivalent highly preferred.
Experience:
* 7 years of military operations experience and be well versed in Army operating methodologies and the use of appropriate logistic information systems.
* 2 years' experience in a lead or supervisory role preferred.
* US Army MOS 92 preferred.
Specialized Knowledge, Skills & Abilities:
* Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans, and prepare reports, plans, and working instructions.
* Must have comprehensive knowledge of Army operating methodologies and the use of appropriate logistics information systems.
* Must have working knowledge of GCSS-ARMY and the Decision Support Tool (DST).
* Must have advanced level of proficiency in the use of MS Office, including Word, PowerPoint, Excel, Outlook and other related applications.
* Must have the ability to prioritize operations based on the Commander's priorities.
* Must have advanced written and oral communications skills.
* Must have strong interpersonal communication skills and ability to work and communicate with others effectively.
Certification, License & Clearance:
* Project Management (certification) recommended.
* U.S. Citizenship required.
* Secret Clearance is required
Work Environment, Physical Demands & Mental Demands:
* Ability to perform job duties efficiently and effectively.
* Must be able to work in extreme environmental conditions including dust and high temperatures.
* Must be able to endure long hours, exposure to weather and hazardous conditions.
* Must be able to lift up to 50lbs.
Work in Kuwait is contingent upon the applicant's ability to obtain a work
permit from the State of Kuwait, which is requested on the applicant's behalf
by their employer. Effective January 1, 2021, the Kuwait Public Authority of
Manpower issued new work permit regulations, informing contractors that it
will not issue a work permit to any individual who is fifty-nine (59) years or
older and holds a high school grade certificate or less. A two-year college
degree or higher is required for all candidates fifty-nine (59) years or
older. See Administrative Decision No. (520) of 2020 AD - Amendment to the
Administrative Decision No. (552) of 2018 on Issuing the Work Permit
Regulations.
