Duties



  • Participate in post award conferences to ensure understanding of contract terms and conditions.

  • Responsible for negotiation, award, and administration of numerous contracts to support the Command.

  • Develops special provisions to ensure that elicitation packages present the Government's requirement in a clear and concise manner.

  • Personally negotiates, or serves as chief negotiator of a negotiation team for assigned contracts.

  • Participate in pre-solicitation and pre-award conferences to discuss contractual provisions (i.e., technical requirements, financial management, capacity of the contractor to perform, etc.).

  • Continually reviews contractor performance against contract requirements.

  • Directly supervises the work of acquisition personnel, engaged in the performance of contract award and administration functions for a wide variety of service, supply, and construction contracts.

  • Provide advice and counsel to employees on both work and administration matters.

  • Initiate or participate in reviews and improvement of work methods, organizational features, and the structuring of positions to eliminate repetitive or unnecessary business practices.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Male applicants born after December ‎31, ‎1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One year trial/probationary period may be required.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for contracting practitioner certification within ‎60 months as of entrance on duty.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

  • Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.

  • Emergency Essential designated requiring you to perform the duties and requirements of the position in the event of crisis until relieved by proper authority along with being immunized with the complete Anthrax vaccination series and annual boosters.

  • Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

  • This position meets the requirements for category ‎1 per DoDI ‎6205.02, July ‎23, ‎2019, and as such, unless otherwise directed, must meet all immunization requirements for identified overseas locations.

  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.

  • In accordance with AR ‎690-‎11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

  • E/E cont'd - In a crisis situation or wartime, the incumbent must continue to perform duties of the position to ensure success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.

  • Note: Key and Essential are not to be filled by persons with military recall status (one who is in status of a Ready Reserve, Standby Reserve or is military retiree subject to recall active duty).

In order to qualify, you must meet the education and experience requirements
described below. Experience refers to paid and unpaid experience, including
volunteer work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional; philanthropic;
religious; spiritual; community; student; social). You will receive credit for
all qualifying experience, including volunteer experience. Your resume must
clearly describe your relevant experience; if qualifying based on education,

Basic Requirement for Contract Specialist (‎1102):


Degree: Bachelor's degree (or higher degree) from an accredited educational
institution authorized to grant baccalaureate degrees (Note: You must attach a
copy of your transcripts.).


OR


Exemption: You are exempt from the education requirements above if (A) you are
a current civilian employee in DoD who occupied GS-‎1102 positions or
contracting positions with authority to award or administer contracts above
the simplified acquisition threshold in an Executive Department on or before
September ‎30, ‎2000; OR (B) you are a current military member who occupied a
similar occupational specialty to the GS (or equivalent)-‎1102 on or before
September ‎30, ‎2000.In addition to meeting the basic requirement above, to
qualify for this position you must also meet the qualification requirements
listed below:


Specialized Experience (GS-‎13) : One year of specialized experience
equivalent to the GS-‎12 grade level in the Federal service which includes: ‎1)
Review work and provide advice to acquisition personnel engaged in the
performance of contract award and administration functions; ‎2) Monitor
contract progress to ensure compliance with the terms and conditions of the
contract; ‎3) Conduct training to correct work deficiencies or to implement new
regulations and procedures; AND ‎4) Identify ways to eliminate or reduce
significant barriers to work production, and improve business practices.


You must meet the qualification requirement using experience alone-no
substitution of education for experience is permitted.

colleges or universities to meet the qualification requirements, you must show
the education credentials have been evaluated by a private organization that
specializes in interpretation of foreign education programs and such education
has been deemed equivalent to that gained in an accredited U.S. education

  • Direct Deposit of Pay is required.

  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

  • Locality pay does not apply in the overseas area.

  • Army Acquisition Corp (AAC) membership is required prior to appointment to a Critical Acquisition Position (CAP). Information on AAC membership may be found at http://asc.army.mil/. Individuals with questions may contact an Acquisition Career Manager (ACM) for assistance.

  • Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (‎3) years.

  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.

  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI ‎1400.25 volume ‎1250.
