The USAID Health System Sustainability Activity in Timor-Leste is part of the
global Local Health System Sustainability (LHSS) project, that works to
strengthen health systems to achieve universal health coverage and improve
population health and well-being. Interventions focus on reducing financial
barriers, holding health services accountable for meeting all clients' needs
and making sure that the care patients receive meets minimum standards. The
USAID Health System Sustainability Activity in Timor-Leste supports the
Government of Timor-Leste to govern, finance, and deliver quality and
affordable essential health services while being responsive and accountable to
users and an engaged civil society effectively and sustainably. The Activity's
objectives are to strengthen health sector governance, enhance health sector
workforce management, improve healthy behaviors, and improve health advocacy
and civic engagement for health system strengthening.
Scope of work
Timor-Leste's National Strategic Plan for Human Resources for Health (NSPHRH)
‎2020-‎2024 and the National Health Sector Strategic Plan II ‎2020-‎2030
identified several issues related to health workforce management. One of these
issues is the lack of foundational documents that serve as guide to an
effective and efficient management of health workforce. In ‎2022, with the
support from USAID Health System Sustainability Activity (the Activity), the
National Directorate of Human Resources have developed policy documents and
key section of the Human Resource (HR) manual such as job description
development, performance evaluation, recruitment, leaves and absences,
overtime payment and payment for staff working on roster. In ‎2023, the NDHR
aims to continue the development of HR Manual by completing the remaining
sections. Therefore, the Activity is seeking a consultant who will help the
Ministry of Health (MOH) to develop the remaining sections to complete the HR
manuals. The tasks and deliverables are as follows:
Task ‎1: The consultant will review existing manuals and civil laws from the
Civil Service Commission pertaining to human resources management and
development. The consultant will focus the review on the practical
implementation of the HR manual at the ministry level and how to incorporate
GESI needs when developing remaining chapters of HR manual for the MOH. At the
end of this review, the consultant shall use information learned from the
manuals and civil laws to review and update the table of contents for HR
Manual for the MOH.
Task ‎2: T he consultant will complete the following sections of the HR manual
in cooperation with the NDHR technical team, the NDHR champions, and the HRH
Manager from the USAID Health System Sustainability Activity:
* Workforce Planning
* Leave Management
* Performance Evaluation
* Training and Development
* Leave and Absence
* HR database Management
* Staffs Transfer, Rotation, and Mobility
* Succession planning
* Compensation and Benefits
* Separation from Public Administration
* Occupational Health and Safety
* Termination and Resignation
The consultant will develop these using guidance from the Activity team and
using the templates, model, and formats present in existing chapters.
Task ‎3: The consultant will provide training to NDHR staff on how to implement
the manuals and templates developed.
Task ‎4: The consultant will complete a Short-Term Consultant Technical
Assistance Report within final month of the consultancy. A report template
will be provided within ‎31 days of consultancy start.


Expected Output/Deliverables:
* Completed GESI-friendly HR manual that includes instructional forms and templates.
* Short-term technical assistance report with summary of training sessions provided to NDHR Staff, any lessons learned during the course of consultancy and including all technical deliverables to be included as annexes.
Tentative Dates and Estimated LOE:
* The tentative date for this assignment is from December 1st, ‎2023, until April 30th, ‎2024.
* The estimated LOE is up to ‎60 working days. A detailed timeline will be worked out with the consultant.

Technical/Functioning
* Extensive knowledge of HR principles, practices, and regulations especially familiar with Timor-Leste Civil Service Commission laws and regulations to ensure that HR manuals align with legal requirements.
* Ability to assess the current HR practices, processes and identify areas for improvement.
* Strong written and verbal communication skills to effectively document HR policies and manuals.
* Ability to conduct interviews and gather information from various stakeholders within the MOH.
* Experience in designing training materials to train NDHR staff and MOH staff on HR policies and manuals.
* The ability to work collaboratively with the MOH HR teams, Directorate general of corporate services, and other stakeholders to gather input and ensure buy-in.
Academic Qualifications
* A bachelor's degree in a related field such as Human Resources Management, Business Administration, Industrial-Organizational, or Organizational Development.
* Master of Business Administration (MBA) with an HR concentration, a Master of Human Resources Management is preferred.
* Additional training or experience in HRM and HRD is an advantage.
Experience
* Solid background in human resources management including a strong understanding of Timor-Leste HR principles, laws, regulations, and international best practices;
* Demonstrated success in similar HR manual development projects with references and a portfolio of previous work;
* Experience in designing and implementing HR policies and manuals that promote diversity, equity, and inclusion in the MOH;
* Experience working in the government sector providing HR policy advice;
* Experience as a consultant that demonstrate the ability to work with different stakeholders, assess organization unique needs, and develop tailored solutions;
* Ability to work both independently and in a team environment and understand how the interventions are linked to larger activity goals.
* Ability to speak and write in English and Tetum
Language
* Fluency in writing, speaking and ability to present in English is required.
* Ability to speak in Portuguese is an advantage.
Assumptions, Period of Performance, Expected Level of Effort (LOE),
Reporting, and Travel

Reporting: The consultant will report to the Human Resource for Health Manager
for the USAID Health System Sustainability Activity.
Location: This position requires the consultant to be present in Dili for all
the required meetings and workshops. A consultant who can be based in Dili for
the duration of the assignment is highly preferred. The Consultant is expected
to spend up to ‎60% of their in the USAID Health System Sustainability Activity
office, and ‎40% at the National Directorate of Human Resources. Regardless of
their place of work, all of the consultant's reported LOE should be spent
directly working on the four tasks described above.
Period of Performance and LOE: The consultant's anticipated period of
performance will be from December 1st, ‎2023, to April 30th. ‎2024. These dates
are subject to change depending on the date the candidate is selected. The
consultant will invoice Abt Associates for the actual hours worked, maximum up
to ‎60 days.
Travel: While this consultant will need to be based in Dili, they may need to
travel outside of Dili (within Timor-Leste) if required. The number, timing,
and duration of the trip(s) will be determined in consultation with the Human
Resource for Health Manager. Expenses will be reimbursable in accordance with
the LHSS and Abt guidelines. All travel will be dependent on final approval
from the Chief of Party.
