Role Purpose :
This position manages the HBEG Protective Security Technology strategy,
Security Control Room Operation as well as day-to-day business and new
initiatives across HSBC. Additionally, lead all aspects of the deployment of
Electronic Security Systems in country level, provide technical advice and
assistance to local projects where PS involved acting as the SME between the
bank and technical security vendors, and interface with key stakeholders such
as ITSO/Application Owner to ensure IT services aligns with the business
requirements. Role will also ensure that all aspects of local regulatory
requirements are adhered to in conjunction with the Group and Regional FIM and
Standards.
The position has oversight of, and implements programs specific to, the
electronic security systems across HBEG, consisting of electronic access
control, intrusion detection, and security video systems. Further, the role
provides scope of work / specifications for protective security elements such
as glazing, barriers, locks, safes, vaults, etc.
Position is responsible for establishing enterprise-wide protective security
governance framework and structure to align the HBEG with industry best
practices, to leverage protective security & technology resources and to
implement a consistent protective security assessment process compliant with
the Regional and Group PS Technology Policies. Directly responsible for all
Local and Regional Protective Security technology policies and standards while
promoting strategies linked to enable corporate business and risk management
objectives. Provide oversight of the Protective Security technology programs
focused on safeguarding company employees, customers, business operations,
information and reputation.
Where the role is based in a Country that is an independent HSBC Entity,
additional skills and responsibilities will include a greater emphasis and
scope for the following:
* Providing provision of cost effective and professional security solutions to counter any current or future criminal risk that may be sustained by the Group aimed against staff, premises or assets.
* Responsible for coordinating the installation of protective and electronic security across the branch network and other departments within the Bank. Additionally, there are both Security and Business driven installation programmes for which the team is responsible and is required to deliver within budget on a timely manner.
* Responding to security incidents which are detected through the security systems as appropriate.
* Managing branch and HQ refurbishment / removal projects, working closely with architects, contractors and security installation companies.
* Initiating tenders for the works involved and managing the tenders along with Procurement ensuring specifications meet HSBC standards and are priced competitively.
* Team management, preparing work processes, writing and enforcing procedures and policies, preparing guidelines for the Security Control Room team to ensure they are ready 24/7 for support services and ensuring security is a high priority.
* Performing payment controls, invoice processing.
* Coordination of the access card management, designating new cards, assigning authorizations, applying time restrictions, cancellations, managing reporting processes.
* Informing system users and ensuring maximum system utilization, monitoring and commissioning of periodic

* Provide assistance to Control Operators/Owners ensuring the effectiveness of the following Controls

* Leads research and deployment of leading edge technology solutions and innovative protective security management techniques to safeguard the company's people, assets, customers, business operations, information and reputation for the HBEG.
* Develops and maintains appropriate protective security standards, policy guidelines, operational procedures and associated risk controls for the Region which is integrated with Group standards.
* Oversees and manages subordinate managers and individual contributors (direct and indirect) and external consultants and suppliers for the implementation of Local and Regional Protective Security Technology program to ensure the effective protection of people, customers, business operations, information and reputation with a focus on the optimal use of personnel, architectural, engineering, technology and equipment resources.
* Serves as Local practice leader for Protective security technology to include protective security design, development, engineering/specifications, project management, acceptance testing and security system operations responsibility for HBEG.
* Responsible for the overall strategic planning, financial planning, project management, monitoring, cost effectiveness, quality service delivery measures and system performance standards for the Protective Security technology program in HBEG:
* Preparing Security Systems projects for new buildings.
* Identifying the material requirements of the project, initiating, following up on and completing the purchasing processes.
* Checking companies' site operations.
* Checking the functioning of systems and their approval.
* Checking and approving payments and managing payment notifications.
* Managing the contracts for systems he/she is responsible for and drawing up technical specifications for new systems:
* Searching potential service suppliers.
* Helping with drawing up contracts and technical specifications for new systems.
* Reviewing of expired contracts and their extension.
* Evaluating the Protective Security and Security Systems of Critical Service Suppliers (Suppliers holding valuable bank assets):
* Evaluating the Protective Security and Security Systems of Critical Service Suppliers if requested by the unit receiving the service.
* Reporting the evaluation results and forwarding recommendations to the unit receiving the service.
* Serves as the Project Manager for all major protective security projects while also assigning and providing oversight on both a direct and functional reporting line basis of the Security Project Managers for all other protective security projects in HBEG.
* Team Management:
* Organizing the work flow of employees, preparing duty roster to ensure round-the clock availability of support services.
* Performing controls and audits, identifying training needs and planning training programs, meeting technical support requirements via briefings, applied training.
* Following security policies and procedures, ensuring they are regularly updated for compliance with Group standards and local authorities.
* Collaborates with other departments including Protective Security, Information Security, Audit, Corporate Real Estate, Human Resources, Compliance, Information Technology and all lines of business and corporate functions as required to join up the talent and organizational resources across the company for the Protective Security Technology Program.
* Provide management direction to foster effective selection, development and reward of subordinates while contributing to initiatives in support of the Company's Diversity programs.
* Compliance with the Regional and Group PS Technology Road Map, and the development and enforcement of a Technology Road Map.
* Address banking security/safety violations as directed and communicate concerns, problems and corrections to the relevant department/authority.
* Development of scope of work / specifications to support PS activities.
* Development of business cases for all security projects.

* Providing, as required by the role, internal and external customers with fast and accurate service to deliver results that reflect the values of the company
