FHI 360 is currently recruiting for the position of Director of Finance and
Administration (DFA) based in Egypt supporting an anticipated USAID-funded
project aimed to address and eliminate gender-based violence/violence against
women and girls, including female genital mutilation/cutting (FGM/C), child,
early and forced marriage (CEFM), and seasonal marriage as forms of
trafficking in persons (TIP).
The Activity will: (1) support positive behavioral change to end VAW/G; and
(2) expand access to quality integrated VAW/G support services and responsive
interventions, such as medical, legal, psychosocial and economic empowerment
services. The Activity will respond to the U.S. Government's and the Egyptian
Government's shared policy priorities focused on gender equality and women's
empowerment. Employment is contingent upon successful award of the project to
FHI 360, as well as USAID approval of the finalist.
Position Description:
The DFA will be responsible for administrative and financial leadership of the
program to ensure quality, timeliness, and efficiency of project set-up, daily
operations, and close-out. The DFA will be responsible for financial and
administrative aspects of the project, including budget development and
monitoring, prime award monitoring and compliance, sub award management,
procurement, and logistics. The DFA will establish and maintain sound
financial management practices and ensure the project 's compliance with FHI
360 and USAID acquisition and agreement procedures, rules and regulations. The
position will report to the Chief of Party.
Primary Responsibilities:
* Support development of financial, administrative, human resources and operations management systems and processes required to support activity implementation, ensuring compliance with USAID rules and regulations, contract requirements, FHI 360 policies, and host government laws.
* Maintain financial, grants, and/or administrative reporting and tracking systems and provide related performance updates on activities.
* Provide professional expertise in enhancing grants ' staff capacities to design, manage, and administer sub awards, helping the project to achieve its targets for the grants program.
* Support management for related financial and operational functions, including designing and overseeing operating procedures and systems for related areas, including project finances, grant management, procurement systems, human resources, project logistics and administration, and office operations.
* Responsible for ensuring the timely and quality completion of relevant program deliverables and reports, in accordance with USAID guidelines.
Position Requirements:
* Bachelor 's degree in accounting, finance, business, administration, management, or related field.
* Minimum of 8 years of directly relevant experience in administrative, grants or financial management, or related area of expertise.
* Experience establishing and ensuring compliance with project financial, operational, and/or grant procedures.
* Demonstrated experience and skills managing relevant financial and operational aspects of projects of similar size and scale.
* Prior experience managing relevant financial and operational aspects of USAID projects, with demonstrated fluency in USAID requirements and policies.
* Excellent and demonstrated project management skills.
* Must have excellent organizational, supervisory, leadership and managerial skills.
* Strong oral and written communication and interpersonal skills.
* Fluency (written and oral) in English (or American Sign Language) and Arabic (or Egyptian Sign Language) is required.
