The WFP Cairo Regional Bureau provides strategic guidance, policy/technical
support and direction to WFP operations and activities in 16 countries:
Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Moldova, Morocco,
State of Palestine, Syria, Tunisia, Turkey, Ukraine and Yemen. The purpose of
the job is to generate and/or contribute to the VAM evidence base that
supports food security and nutrition policies and programmes (e.g., needs
assessment and situation analyses, programme design, targeting, cost
effectiveness, and operational efficiency). VAM 's economic analysis and
monitoring provides critical information on food availability and on the
functioning of markets that households depend upon to acquire food. It also
helps WFP identify the most appropriate forms of assistance (cash, food, or
vouchers), evaluate the impact of food assistance on markets, and optimize the
efficiency and value for money to those receiving food assistance.
Ensure that COs are systematically monitoring economic trends and that WFP
strategies and programmes are based on sound economic analysis.
* Support COs in planning, designing and conducting market related assessments and surveys to inform programming and management decision.
* Strengthen COs market intelligence, through maintenance of relevant market and socio-economic data, regular monitoring and reporting on market and economic conditions, and their implications for market functioning and food security.
* Ensure that COs data is uploaded to corporate systems in a timely manner.
* Support WFP to systematically monitor the cost-effectiveness of its food-, cash- and voucher operations in view of fluctuations in the economy (e.g. currency depreciation, inflation).
* Conduct regular secondary data review and write market bulletins and/or contribute to other regional information products by analyzing price data, economic data, preparing narratives and visualization.
* Conduct socio-economic studies in coordination with HQ and COs.
* Support Cash Working Group at CO level with ad hoc analyses, including survival and minimum expenditure basket calculation, transfer value calculation, etc
* In coordination with Supply Chain and CBT units, support COs in conducting Market Functionality surveys to assess market-based interventions.
* Provide remote and on-site support to field-based colleagues, with a view to building their capacity in economic analysis and forecasting.
Support in augmenting capacity of governments partners and COs staff in
socio-economic analysis.
* Provide remote and on-site support to field-based colleagues, with a view to building their capacity in economic analysis and forecasting.
* Assess staff training needs and provide on-the-job training to COs VAM Officers for effective market monitoring and market assessments.
* Liaise with national and international institutions/agencies that are involved in addressing as well as collecting market and price data.
* Conduct training and information sessions for government staff to augment their capacity, foster the partnership and build up on each other's comparative advantages.
Contribute to WFP regional efforts to anticipate economic shocks that pose a
threat to food security and nutrition, and identify appropriate early
actions.
* Contribute to the finalization of the Economic Explorer on WFP Dataviz platform, including the new "Analysis Builder".
* In coordination with HQ RAM-E, contribute to the implementation of the Shock & Assistance Platform for Economic Simulations (SHAPES) in selected countries in the region in order to assess the impact of multiple shocks and their effects of humanitarian assistance and to provide the information needed to take the most appropriate action and mobilize resources.

underlying macro and micro factors impacting food security of communities and
countries. Provides findings and recommendations for the programmatic

Food Security Monitoring
Manages the implementation of food security monitoring systems. Investigates
any observed anomalies in the datasets and informs program management for
operational response.
Technical Specialized Knowledge (e.g economics, statistics, public health,
remote sensing, GIS etc.)
Provides managerial and technical guidance for designing and conducting
analyses, including computation, interpretation, and presentation of results
for food security surveys and key indicators (comprehensive food security and
vulnerability surveys, food security monitoring, implementing mobile surveys,
market analysis, food consumption scores, coping strategies indices. data
disaggregation, etc
Food Security Assessment
Leads all aspects of surveys including design, implementation, analysis,
findings and reporting. Ensures that assessment findings are easily translated
into operational programmatic response.
Strategic Operational Understanding
Demonstrates strong understanding of country operations to participate in
response analysis exercises to improve the cohesion between analytical
findings and programmatic response. Constructs evidence base underlying
technical and policy advice given to stakeholders.
Education:
* Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
* Able to interact and analyze wide varieties of programme issues and statistical information.
* Able to work systematically, use initiatives and good judgment and to communicate complex matters both oral and in writing.
* Can work with minimum supervision; supervise and train support staff; and to communicate in a team spirit with different people with cultural and ethnic background.
* Willingness to travel.
* UN experience is preferred.
Skills:
* Demonstrated advanced knowledge in the use of statistical tools and methods for food security analysis.
* Knowledge of programming languages as R or Python is advantage.
Language:
* Fluency in oral and written communication in both English and Arabic. Knowledge of other UN languages (especially Russian and French) is an advantage.
