Objective:
The Management Information Systems consultant will support Strengthen the RBM
and IM capacity of the Government of Egypt and CSO partners, strengthening
data-collection systems and capacity for monitoring, and analysis and use of
data for decision making with relevance to UNCIEF Egypt new Country Program.
This evidence will serve to help track progress towards national targets on
child rights and to advocate for child-friendly policies and budgetary
allocations. Internally, the MIS Consultant supports Programs through
professional technical and operational support throughout the planning and
monitoring processes, preparing, managing and executing a variety of technical
tasks that contribute to an increased ability of the office to monitor and
report on results, and ensuring that Programs are carried out and monitored
according to plan, including according to agreed quality criteria and
timelines. This includes capacitating UNICEF staff on using, analyzing and
disseminating real time evidence and data to improve performance monitoring.
The objective of this consultancy is to:
‎1) Data collection, collation, analysis and dissemination is effectively
supported for the implementation, monitoring, and reporting of the annual work
plan and humanitarian action of children (HAC).
‎2) Technical support and capacity building is provided to the various
stakeholders/partners in data collection, data management, real time
monitoring, validation, reporting and visualization.
‎3) Programmatic assessments and evaluations of the UNICEF country program is
supported through data analysis and validation.
Methodology:
For completing contract deliverables, the contractor will apply a mix of
qualitative and quantitative Information Management System approaches, methods
and tools. He/She will Provide all the needed support to the Emergency
Program, UNICEF support to the Government National Programs and other UNICEF
Egypt Country Office Program in the area of Management Information Systems.
__ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:
Within the delegated authority and under the given organizational set-up, the
incumbent may be assigned the primarily, shared, or contributory
accountabilities for all or part of the following areas of major duties and
key end-results.
‎1 Data collection, collation, analysis and dissemination is effectively
supported for the implementation, monitoring, and reporting of the annual work
plan and humanitarian action of children (HAC);

* Support the design, development, and management of a centralized MIS system for the country office; working closely with the focal points in programme sections to establish rigorous data flows and adherence to quality assurance criteria.
* Provide Management Information System (MIS) technical support to ensure that the UNICEF staff are capacitated on data generation, analysis and dissemination to inform a relevant and strategic Country Program.
* Support the Class I assessment (submit) for any new Monitoring, reporting and data collection web-based application and ensure all the RO and HQ instructions and recommendations are considered during the applications development and hosting.
* Design, develop and manage, the web-based applications, spreadsheets and other real time data tools for ECO CPD (including HPM and 3RP, Children on the move); ensure the quality of high-value data for accuracy, consistency and comparability; consolidate operational information on a regular schedule to support analysis.
* In close collaboration with the M&E Specialist, provide technical support for UNICEF applications such as: the Rabid Pro, U report, Internet of Good things (IoGT), and Inform and the other new innovations in the Egypt Country Office.
* In collaboration with the M&E Specialist, develop MISs user guides and manuals for various databases and IM system with process and key SOPs for dataflow process and user charts and accountabilities.
* Liaise with regional office and UNSDCF MIS capacity building orientations on MIS planning in coordination with the M&E Specialist.
‎2. Technical support and capacity building is provided to the various
stakeholders/partners in data collection, data management, real time
monitoring, validation, reporting and visualization; relevant to the new CPD
Program Priorities.

* In collaboration with the M&E Specialist, and in accordance with RBM principles, undertake MIS capacity building to GOE and CSO Implementing Partners and UNICEF staff on Information system development and management.
* In collaboration with the M&E Specialist undertake capacity development for GOE and CSO partners on IM analysis and dissemination in alignment with Regional and global and interagency reporting requirements including sector dashboard, RAM, UNICEF Core Standard Indicators, Donor reports, Sitrep and UN and activity info.
* Support data visualization and dashboard though analysis of available datasets and produce regular statistical reports, and maps, necessary to facilitate service delivery, planning, performance monitoring, partnerships and decision making. Use GIS or online mapping platforms as available to produce or facilitate maps/infographics
* Providing capacity building on global and regional innovative Management Information systems that can better address monitoring and reporting requirements
‎3. Programmatic assessments and evaluations of the UNICEF country program
is supported through data analysis and validation.

* In coordination with the M&E Specialist, ensure that all ECO and Partners MIS structure is apt to inform research, evaluation and assessment frameworks on data.
* Review and provide technical support on MIS report analysis for evaluations and assessments.
* Support any online monitoring assessments, post assessments and beneficiaries' feedbacks.

Objective ‎1: Data collection, collation, analysis and dissemination is
effectively supported for the implementation, monitoring, and reporting of the
annual work plan and humanitarian action of children (HAC);

‎1. Support the design, development, and management of a centralized MIS
system for the country office; working closely with the focal points in
Programme sections to establish rigorous data flows and adherence to quality
assurance criteria. estimated no of new tools = ‎30 and estimated updates of ‎40
tools- and IM system maintenance.


‎2. Development and update of ‎30 digitalized data collection tools, user
guidance, data flows for ‎6 Information Management Systems- for related
programs- and IM system maintenance for the Country Program and Emergency
Program


‎3.Development of ‎2 quarterly real time validation reports for validating data
coming out of the ‎6 IM System -serving ‎6 UNICEF Egypt sections (Education,
CP, Health, and C4D)


‎4. An Orientation and technical support for UNICEF applications such as: the
Rabid Pro, U report, IoGT, and capacity building on global and regional
innovative Management Information systems that can better address monitoring
and reporting requirements.

Objective ‎2: Technical support and capacity building is provided to the
various stakeholders/partners in data collection, data management, real time
monitoring, validation, reporting and visualization; relevant to the new CPD
Program Priorities.

‎4. Capacity building on ‎10 Information Management Systems, data management,
SOPs, requirements and tools to ECO staff and CSOs, The ‎20 old and new
Information management capacity trainings are on the following IMs
‎4.1 Ten IMs for the 3RP IMs and Emergency (Child Protection; Education;
Health; 3RP emergency) in addition to the national programs and UN
intersectoral reports.
‎4.2 Six IMs for developmental ECO priority programs (Child Protection, EVAC;
National Case management System, ECD).
‎4.3 Hands on training to ECO Staff and CSOs between February ‎28,2023-May ‎30,
‎2023. ‎4 monthly hands on Training to ECO staff and CSOs.
‎4.4 Develop ICT solution for generating CMT related data


‎5. Technically supporting to Data management, maintenance, closure reports
and analysis reports to UNICEF Egypt Staff and CSOs to provide timely and
quality reporting for the 3RP, donor, RAM, and any other reporting for ECO
priority Programs


‎6.Technically supporting and undertaking ‎6 field visits for the IM quality
assurance for the new CPS and 3RP data and IM validation. In addition, support
the Third-Party Monitoring TPM of Emergency program indicator data activities;
activity info and sector dashboard reports; undertaking quality spot check
appraisals and cross checks supported. At least ‎4 field visits in the form
March ‎2022 till the end of June ‎2022;


On Monthly bases:
‎7. Develop ‎3 data reports and analysis needed by sections
(reports/presentations) on program progress updates for Midyear Reporting,
Midterm Review (MTR) and End of year reporting closure (EYR).


‎8. Develop and update one operational three dashboard for the 3RP and the
UNICEF Children in Conflict with Low, and MoSS Probation offices.

Conditions of work:
The contractor will work under the direct supervision of the Deputy
Representative and the M &E Specialist. The contractor will work in
collaboration and support of the UNICEF Programs' staff.
The contractor will submit a monthly progress report to the M&E Specialist and
the Deputy Representative for review of work progress. This report will be
used for performance. Monthly payments will be processed upon delivering and
accepting monthly progress reports and against accepting and approving
deliverables set in the deliverables table by the M&E Specialist.
This assignment is a full-time office based in Cairo- but the consultant is
expected to do field work across Egypt. Travel from Cairo to the assigned
governorate will be agreed upon with manager.
To qualify as an advocate for every child you will have …
* University degree (preferably advanced) in one of the social sciences, covering at least one of the following domains: Information Management, development planning, planning, evaluation, survey implementation, or statistical research
* ‎5 years of relevant professional work experience in Information Management and real time monitoring and dashboards. Working experience in monitoring and Evaluation and emergency situations in developing countries is an asset.
* ‎5 year working knowledge in developing digital surveys, data collection tools and data analysis reports
* ‎3-‎5 years of technical knowledge in managing and undertaking program and field information management capacity building and in validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
* Fluency in Arabic and English language, spoken and written, is required.
