Objective:
This consultancy is focused on timely providing technical support to the
Ministry of Health and Population, Moss and MOYS in responding to the COVID ‎19
pandemic and Polio outbreak while strengthening the Health Emergency
preparedness system across institutional sectors. The assignment focuses
primarily on:
* Supporting technical reviewing for the national Risk Communication and Community Engagement (RCCE) strategic core components to strengthen its role in health emergency and need for systemic preparedness in harmonisation for all hazards health emergencies in coordination with key partners with specific attention to the needs and rights of children, adolescents, parents/caregivers, pregnant women and their families, lactating mothers and maternal and child health (MCH) service providers, education institutions affected by the ongoing global health crisis.
* Supporting in providing technical direction and oversight to strengthen the availability and utilization of social and behavioral data on COVID-‎19 including vaccine demand and continuity of services to drive responses for health emergencies. Utilizing evidence for segmentation and targeted messaging based on risk analysis as well as appropriate mix of trusted and credible channels including local and religious leaders and key influencers. Ensure clear linkages with media and external relations components of the COVID ‎19 response and addressing gender and mental health in messaging. Supporting partner and other implementation and frontline teams on planning and implementing RCCE response.
* Generate, analyse and use evidence about community's context, capacities, perceptions, and behaviours to ensure clear linkages with evolving epidemiological and social data, and commission qualitative and/or quantitative research as relevant to inform strategies, monitor progress and measure performance. Using social listening and community feedback mechanisms to track community perceptions, fears and beliefs as well as misinformation and rumours with the aim of fostering trust and transparency.
* Provide technical oversight for development and pre-testing of SBCC materials for high-risk communities to provide them with access to timely, accurate information and advice. Ensure attention to gender, PSS and stigma related dimensions.
* Provide technical support for mobilization, capacity building and training of programme colleagues, for the reinforcement of the national positive parenting program and supporting communities in case of any health emergency. Supporting partner and other implementation and frontline teams and civil organizations on planning and implementing climate change mitigation measures.
* Support UNICEF SBC/ADAP dedicated officers and specialists in coordination between responsible authorities, stakeholder ministries /departments and inter-agency partners to synergize efforts, track, mitigate and respond to risks of infection, enhance vaccine demand and sustain demand for services, establish listening mechanisms and tailored support to enhance community resilience starting from most vulnerable households. Support establishment of national communication coordination mechanisms under governmental leadership and advocate for the representation of the RCCE pillar within the national response for COVID ‎19.
* Facilitate face to face and online capacity building for Civil Societies Organizations, Community Based Organizations, and relevant influencers on Polio response.
* Support the use of IT to promote behavioral change facilitating COVID ‎19 prevention and vaccine demand (COVAX and Polio).
Methodology:
The consultant will be based in UNICEF facilities with extensive presence in
key stakeholders ' premises and at least ‎45% of the time in the field.
Under the supervision of the SBC/ADAP Chief of Section, the consultant will be
working closely with the SBC team's members in close coordination with the
Child Survival and Development (CSED) section as well as external
communication section (EC).
The consultant will be paid based on a monthly report approved by the Chief of
SBC/ADAP section on equally divided lumpsum.

Conditions of work:
* The consultant will be based in UNICEF premises

To qualify as an advocate for every child you will have …
A Post Graduate university degree (Masters) in one of the following fields is
required: public health, social and behavioral science, sociology,
anthropology, psychology, education, communication, public relations or
another relevant technical field.
Most of ‎10 years of professional experience but less than ‎20 years in one or
more of the following areas is required: social development and/or public
health programme planning, communication for development, public advocacy or
another related area including training and research.
Relevant experience in a UN system agency or organization is considered as an
asset.
Proven experiences in public health emergencies, outbreak communication or
emergency contexts
Understanding of the Convention on the Rights of the Child, Convention on the
Elimination of All Forms of Discrimination against Women, IHR and global
health related frameworks, and the human rights-based approach to programming.
Fluency in Arabic and English is required.

the General Conditions of Contracts for the Services of Consultants and
Individual Contractors. Consultants and individual contractors are responsible
for determining their tax liabilities and for the payment of any taxes and/or
duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa
(applicable) and health insurance required to perform the duties of the
contract are valid for the entire period of the contract. Selected candidates
are subject to confirmation of fully-vaccinated status against SARS-CoV-‎2
(Covid-‎19) with a World Health Organization (WHO)-endorsed vaccine, which must
be met prior to taking up the assignment. It does not apply to consultants who
will work remotely and are not expected to work on or visit UNICEF premises,
programme delivery locations or directly interact with communities UNICEF
works with, nor to travel to perform functions for UNICEF for the duration of
their consultancy contracts.
