UNDP is engaged with the UNFCCC CoP27 Presidency in a project that is funded
by several international agencies to increase predictability and visibility of
COP27, prepare negotiators, build momentum, and guarantee positive outcomes in
collaboration with a wide range of both national and international
stakeholders. The third outcome of the CoP27 project supports
multidisciplinary initiatives for climate action, including activities related
to reducing the carbon footprint of CoP27 in the host city through rapid
reinforcement of PV systems and energy efficiency in Sharm El-Sheikh.
This outcome/activity aims at reducing carbon footprint in Sharm El-Sheikh
through rapid reinforcement of small scale solar power stations and energy
efficiency. This will include establishing solar power stations in several
locations in the City of Sharm El Sheikh, including Sharm Convention Center,
Sharm Musuem, public schools, King Salman University and other locations. Some
of these pilot projects have been initiated before COP27 and others to be
initiated between Q1 and Q2 of ‎2023.
The COP27 project is implemented by UNDP under the Direct Implementation
Modality in full cooperation with the Ministry of Foreign Affairs. The
implementation of the solar power station is planned through Contractual
Services (Engineering, Procurement, and Construction, (EPC) in collaboration
with the Egypt PV Project and the Industrial Modernization Centre (IMC).
UNDP seeks to recruit a full-time Senior Energy Expert for the CoP27 project.
The Senior Energy Expert will be responsible for the overall management of the
contracts for the installation of the solar power stations within the CoP27
project, including management of the bidding process, mobilisation of inputs
from different partners, and supervision of implementation. The Senior Energy
Expert will be responsible that the different solar power stations are
implemented at the required standard of quality and within the given time and
cost constraints. The Senior Energy Expert will inform the head of climate
change unit of any delays or difficulties as they arise during implementation
so that appropriate support and corrective actions can be adopted. The
expected delays can be attributed to administrative delays or logistical
delays related to the availability of solar power stations' components in the
market.
Scope of Work
Overall management of contracts for implementation of solar power stations,
including preparation of ToRs, bidding process, revising the design,
supverising implementation, testing , commissioning, and monitoring of the
solar power stations. Furthermore, the Senior Energy Expert will manage the
project risks, capture lessons learned, etc.
Coordinate the inputs of government and non-government parts to the
implementation of the solar power plants
Prepare periodic reports to UNDP and IMC on progress and challenges
encountered.
Oversee project financial resources, including planning for budgets,
monitoring budgets, expenditures, and cash position, requesting disbursements,
and ensuring the accuracy and reliability of financial reports.
Conduct frequent site visits as needed.

Institutional Arrangement
The Senior Energy Expert will be working under the direct supervision of the
IMC Executive Director and UNDP Deputy Resident Representative.

Competencies
Min. Education requirements Advanced university degree(preferably (PhD) in a
subject related to engineering, energy or other relevant fields
Min. years of relevant work experience ‎5 years of work experience with
advanced university degree or ‎7 years of work experience (if with bachelor's
degree) in the field of renewable energy projects planning, management,
implementation, and monitoring
Required skills
Previous work experience with ministries or government bodies in areas related
to energy efficiency and renewable energy
Previous project management experience
Good understanding of national renewable energy context
Familiar with UNFCCC climate change mitigation issues
Desired skills in addition to the competencies covered in the Competencies
section
Previous work experience with International Agencies
Previous work experience with Photovoltaic systems
Required Language(s) Excellent command of written and spoken English and
Arabic.
Professional Certificates Project Management Certificate is an asset.
