Duties



  • Implements physical security program plans and conducts physical security surveys throughout the organization.

  • Employs barriers, security forces, protective lighting, intrusion detection systems, and other physical security measures to protect government property and facilities.

  • Confirms physical security policies and procedures are met in order to safeguard sensitive information.

  • Administers and maintains continuing responsibility and management of the Personnel Security Program by implementing Department of Defense, Department of the Army, and local policy and procedures.

  • Conducts briefings, orientations, and other security awareness efforts related to eligibility for classified information access.

  • Processes requests for clearance/access, changes to position sensitivity designation, and investigation, and applies adjudicative process as part of administering the personnel security program.

  • Makes inquiries of security violations in order to review reports of findings and make corrective actions if required.

  • Develops and implements policies and procedures for marking, handling, safeguarding, transmitting, reproducing, and destroying classified information.

  • Ensures personnel are knowledgeable in all areas of security by conducting or coordinating security inspections, trainings, and briefings.

  • Responsible for intelligence and threat support by monitoring and preparing current intelligence summaries, threat assessments, and guidance on intelligence issues.

  • Coordinates with other intelligence agencies on matters of mutual concern regarding international and domestic intelligence and terrorism activities.

  • Analyzes and resolves difficult foreign disclosure issues concerning the release of information to contractors, foreign governments and foreign individuals.

  • Conducts travel briefs to personnel departing for overseas travel, for situational awareness and potential security issues and threats.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • Two year trial/probationary period may be required.

  • In accordance with Change ‎3 to AR ‎600-‎85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

  • Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for access to Sensitive Compartmented Information (SCI).

  • Duties require Temporary Duty Travel (TDY) throughout the region up to ‎15% of the time. Required to possess/obtain and maintain a valid U.S. Passport and driver's license.

  • This position is a Mission Essential which requires to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed.

  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce

  • by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals.

  • This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter

  • in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.

  • This position is considered emergency essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (‎1) no qualified and immediate replacement exists

  • and (‎2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces.

  • Failure to remain in this position may result in separation for the efficiency of the Federal Service. Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills.

  • Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; and Sidearm training.

  • Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and will require annual physical examinations.

  • Incumbent must receive immunizations appropriate to the overseas location and may be required to take the series of Anthrax vaccines to include annual boosters.

  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form ‎2365.

  • This position requires the incumbent to submit a Public Financial Disclosure Report (OGE ‎278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

  • The initial length of this unaccompanied overseas tour is ‎12 months, which may be extended in one-year increments, up to five years.

  • Selectee may be required to be fully vaccinated for COVID-‎19 prior to entry into Kuwait, in accordance with recent host nation requirements, proof of vaccination may be required prior to firm job offer. Immunization screening is required.

In order to qualify, you must meet the experience requirements described
below. Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps, AmeriCorps)
and other organizations (e.g., professional; philanthropic; religious;
spiritual; community; student; social). You will receive credit for all
qualifying experience, including volunteer experience. Your resume must
clearly describe your relevant experience; if qualifying based on education,

To qualify based on your experience, your resume must describe at least one
year of specialized experience at the next lower grade (GG/GS-‎12) or its
equivalent that demonstrates the particular knowledge, skills, and abilities
to perform successfully the duties of this position.


Specialized experience is defined as experience with the management and
oversight of an intelligence-related security program encompassing multiple
disciplines, which include Physical Security, Personnel Security, Information
Security, and Operations Security; experience preparing briefs on news with
current world and local events; experience monitoring and preparing
intelligence threat briefs; and experience with various information security
systems (e.g. Defense Information System for Security (DISS) tool).
Specialized experience is progressively responsible intelligence-related
security work directly related to the position being filled. Creditable
experience may include previous military experience, experience gained in the
private sector or in another government agency as long as it was at a level at
least equivalent to the next lower band in the series.

  • Salary includes applicable Target Local Market Supplement of ‎31.53%, subject to change.

  • U.S. Citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.

  • In the overseas areas, access for civilian employees to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.

  • Candidates initially selected from the U.S. may be eligible for certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc.

  • Defense National Relocation Program will not be authorized.

  • Temporary storage of household goods costs will be paid for ‎1-year assignments.

  • Furnished off-base housing will be provided. Domicile to duty transportation will be provided to the employee, which is a taxable benefit. Storage or shipment of privately owned vehicle (POV) is not authorized.

  • You may be required to process through a deployment center, called the CRC, located at Camp Atterbury, IN. It is the CRC's responsibility to pre-screen civilian personnel records, conduct theater specific briefings and training, coordinate transportation, pre-deployment processing session which includes a ‎7-day quarantine and COVID-‎19 test, and issue of theater and equipment. The deployment center is the final authority for declaring an individual deployable. If you are found non-deployable this offer may be withdrawn. Your appointment with the CRC will be made after the firm job offer is extended and an effective date has been established.

  • Must be able to satisfactorily complete a medical examination for deployment to CENTCOM area in accordance with MOD-‎16.

  • Statutory return rights are granted for Department of Army employees. For other DoD component employees, administrative return rights may be granted.
