Plan started working in Egypt in 1981 and has a presence in ten of the 27
governorates in which the country is divided: two urban (Cairo and Alexandria)
and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and
Aswan). Plan Egypt’s work focuses on child rights, implementing programmes
designed to enable communities to improve the lives of the most marginalised
children and their families. Plan Egypt’s Country Strategy focuses on five
strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender
responsive environment that protects them from all forms of abuse, neglect,
exploitation and violence;
Support adolescents and young people, particularly girls to become active
drivers of change and lead the way towards more equitable and inclusive
societies;
Promote adolescents and young people, particularly girls to be empowered to
take informed decisions about their sexual and reproductive health and live
free from gender-based violence
Purpose:
Reporting to the Head of Program Implementation (HOPI), the Program Unit
Manager (PUM) for Sohag and Qena will lead the process of formulating and
implementing the overall Sohag & Qena Program Units strategy within the
assigned program units and communities and provide strategic leadership and
direction for the implementation of programs within the overall country
strategic plan.
Dimensions of the Role:
Lead Sohag & Qena Program Units (PUs) team in full compliance with local law
and Plan policies & procedures.
Ensure that Plan Egypt’s relevant policies are embedded within the daily
operations of the PUs.
Lead the design and monitor the implementation of the PUs’ operating budget
and in compliance with the overall budget assigned for the PUs in particular
fiscal year.
Lead the development and monitor the implementation of a PU-based strategy to
implement the commitments of sponsorship and in line with Plan Egypt’s
sponsorship overall plan strategy.
Accurate and timely disbursement of the approved Program Units annual budget.
Works in partnership with the Program Implementation Team & Program Units
Leadership Team.
Represents Plan in its work and its values to the local authorities (District
and Provincial), Program Units forums/networks, consultative sessions, or
conferences as appropriate.
Reports regularly to the Head of Program Implementation on planned progress of
the program implementation within the area.
Quality and timely delivery of Sponsorship Program and grants.
Responsible for PUs Risk management processes.
Develop, nurture and manage partnerships and alliances within the area.
Accountabilities and Typical Responsibilities - Key End Results of Position
Leadership role
Provide strategic leadership and guidance to the Pus team to achieve the
targets of the annual plans.
Provide day to day management support and oversight to the direct reports in
the PUS team.
Develop the appropriate work mechanisms ensuring that the relevant functions
within the PUS (finance, operations, program and sponsorship) are working in
tandem leading to the achievement of the planned objectives set out in the
approved annual plan.
Lead the development of the PUS annual plan and ensure the adherence to the
agreed-on quality standards.
Oversee and manage the administration of the PUS offices ensuring that the
offices’ facilities are available and properly equipped for efficient work by
the team.
Contribute to the development of team members by setting individual objectives
and providing feedback of performance versus objectives to maximize levels of
individual performance.
Provide guidance and support to team members ensuring that the PUS-teams is
equipped with the necessary resources, tools, skills and supported to bring
this into their day to day performance.
Develop the required actions to keep the Pus-teams informed of, motivated and
committed to the changes within Plan Egypt and international as well.
Develop the necessary strategies to nurture a performance culture within the
Pus and in line with Plan Egypt’s approved policies and procedures.
Ensure that the PUs staff are informed of and prepared for professional growth
opportunities.
Program Implementation Ensure that the implemented projects within the PUs are
contributing to the achievement of Plan Egypt’s annual targets in terms of
cost recovery. Contribute actively to quality projects’ design process.
Oversee the implementation of the Pus’ projects and ensure their alignment
with the approved logical frameworks and program quality standards. Develop
the required quality checks within the PUs ensuring that the relevant
deliverables are checked effectively and do meet the requirements of the
donors. Develop the required processes to ensure that the local communities
are actively participating in all phases of projects development. Ensure that
Plan Egypt’s relevant policies and in particular gender equality and child
protection are embedded within programming and the PUs teams are supported to
report against their implementation. Support creating opportunities and
platforms for the Youth Advisory Panels at the PUs levels to contribute to the
internal decision-making processes of Plan Egypt and local government as well.
Develop the required phase in/out plan of actions ensuring the PU caseload is
intact.
Networking and Advocacy
Support networking and advocacy efforts.
Build and foster relationships with local level government officials and
community partners to promote Plan Egypt’s direction, programs and activities.
Develop the appropriate actions to ensure that Plan Egypt’s partners at the
governorate level are enabled and enough capacitated to work together to
achieve the planned results.
Budget management and asset management
Lead the development of the annual budget ensuring that Plan Egypt’s cost
recovery policy is adhered to.
Monitor the expenditure of Sponsorship and PUs projects, and report regularly
to the HoPI on the actual projects’ expenditure against the planned and with
the appropriate justification for the variance if and when required.
Ensure that Plan’s respective assets are being managed properly and are well-
utilized.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and
Inclusion (GEI) Understands and puts into practice the responsibilities under
Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC),
ensuring that concerns are reported and managed in accordance with the
appropriate procedures. Ensures that all staff in the unit/function/department
are properly inducted on and understands their role in upholding Plan
International’s safeguarding and GEI policies; Ensures that Plan
International’s global policies for Safeguarding Children and Young People and
Gender Equality and Inclusion are fully embedded in day to day work. Ensures
that Plan Ethiopia contributes to Plan International’s global efforts to
ensure safeguarding and GEI, including making sure that relevant reporting and
data are submitted

Technical Expertise, Skills and Knowledge
A degree in Social Sciences, Development Studies or related discipline.
A minimum of 5 years managerial experience at a similar level preferably in an
INGO environment.
Understanding of integrated development issues and critical analysis of child
poverty.
Knowledge of strategic planning processes and theories of child-rights
programming.
Knowledge of development issues, trends, challenges, opportunities and
implications to community development
Fluency in communication in English both verbal and written.
Report writing and budget management skills.

Typically, office environment with 40% travel within the program units and
Country Office to attend scheduled meetings etc.
