CARE Iraq is increasingly working in partnership and collaboration with
national agencies, especially in the sector of Protection and Gender.
Partnership is a key strategic initiative of the Iraq country strategy. CARE
is committed to prioritizing localization and capacity-building of local
partners to achieve sustained impact.
The primary purpose of the Partnership Coordinator position (PC) is to oversee
all aspects of the partnership life cycle, including identification of
suitable partners, due diligence, sub-award development, implementation,
monitoring and close out. The PC will organize collaborative partner capacity
needs assessments and coordinate systematic capacity development to address
identified gaps. The incumbent also develops strong partnership management
systems and processes to mitigate risk.
Guided by CARE International’s Partnership Framework, CARE Iraq’s ‎5-year
Country Strategic Plan, the Charter for Change Principles and specific
programming requirements and geographies, the PC will work closely with other
CARE departments to proactively map profiles of potential partners such as
women rights organizations and those whose programming aligns with CARE’s, for
future partnerships. The PC will support nurturing of existing partnerships
and establishment of new ones through open invitations for submission of
expressions of interest and direct negotiations with potential partners. They
will lead structured partner appraisal processes including the conduct of
diligence procedures and submit summarized recommendations supported by
capacity assessment findings to the Senior Management Team for consideration
and adoption before partner engagement.
They will, in collaboration with the partner, identify gaps and facilitate
trainings. Further, the PC will ensure the CARE team understands the partner
capacity strengthening priorities and identify plans to support the partner
with the strengthening efforts. They will also explore opportunities for
resourcing of organizational development support for the partner and fostering
ongoing partnerships beyond the project cycle. The PC will work with the CARE
MEAL team to ensure that the impact of the support to the partner is
effectively tracked and evaluated.
Working Hours : This is a part time (‎50%) position

Responsibilities and Tasks:
‎1. Works with program team to ensure partnership is integrated into development of new proposals.
‎2. Undertakes mapping of potential CARE partners based on CARE’s targeted governorates, partner thematic areas and other common interests and capacities, with a focus on targeting organizations led by women and youth.
‎3. Organize and maintain partnership files that include partner programing capacity profiles by thematic and geographic areas.
‎4. Drafts TORs for partner selection, coordinates public advertisements and partner shortlisting based on structured rationale.
‎5. Reviews and revamps CARE’s partner capacity and due diligence assessment instruments and leads virtual and physical partner capacity appraisals.
‎6. Leads robust analysis and documentation of partner due diligence outcomes, flagging risks, opportunities/added value and concludes by submitting recommendations to Senior Management for decision making.
‎7. Acts as the link between CARE and Partners, including having informal conversations and facilitating partnership reviews through structured questionnaires, interviews and use of online systems and invites partners to reflection meetings with CARE that culminate in systematic partner feedback on CARE’s management of partnerships and recommendation of pragmatic remedies to operational/programmatic/relationship challenges and timebound action plans.
‎8. Consolidates capacity needs across various partners, identifies common capacity needs and organizes joint trainings. This includes identification of trainers internally in CARE and externally (L/INGOs, Government, UN, private training institutions and consultants, etc.) and coordination with budget holders to identify resources to support role out of capacity trainings at project and organization levels.
‎9. Drafts partnership agreements and MOUs between CARE and partners for joint ventures such as funding applications, advocacy alliances, collaborative trainings, programme complementarity, joint/coordinated trainings, and assessments, etc.
‎10. Keeps abreast with emerging trends and resolutions from localization forums, donors, thematic meetings on partnership approaches and customizes the information for easy consumption and disseminates to CARE internally and partners.
‎11. Contributes to learning and reflection opportunities related to local partnership.
‎12. Collaborates with communications team to highlight partnership activities.
‎13. Continues to support partner after project partnership ends, with aim of strengthening organizational capacity to enable partner to access funding directly and have strong systems in place for effective programming and/or advocacy.
‎14. Performs other duties as assigned by line manager.Qualification requirements:
* Bachelor’s degree in relevant field i.e. International relations, social development studies
* Minimum two-years NGO experience handling similar duties and with LNGO interface
* Written & verbal proficiency in Arabic, Kurdish and English
* Proven diplomatic/relationship and coordination skills
* Strong representation and negotiation skills
* Organized, self-motivated and proactive
* Experience of working in teams and coaching and motivating
* Good IT skills (especially MS Office)
* Ability to multitask, work under pressure and in a multi-cultural environment.
