Job Purpose: To assist in the planning, development and review of resource
plans and rosters by applying Industrial Engineering studies using available
tools while ensuring effective engagement and deployment standards across
areas of dnata Airport Operations. Job Outline: - Plan - In Liaison with
Resource Planning Specialist develops various what-if scenarios, monitors the
planning and the execution of manpower optimisation initiatives whilst acting
as technical liaison between vendor and the planning, rostering, pre-planning,
and real time control teams. - Ensures understanding of the core
responsibilities and plans time and workload appropriately to fulfil the
deliverables as outlined for the Line department assigned. - Ensures
compliance to the standard operating procedures (SOPs) and work instructions
(WIs) as applicable to Resource Planning and Optimisation. - Escalates
critical information or issues arising appropriately and in a timely manner to
line Manager/team leads, ensuring that the details are accurate, any red flags
have been highlighted and operational considerations or recommendations have
been suitably included. - Plans, schedules & co-ordinates periodic diagnostic
and performance measurement studies in order to monitor the standards,
identify weakness and potential areas for improvement. - Deploy - Establishes
& agrees positional resource deployment levels for each functional area and to
be used as the basis for Roster design and planning. Roster framework for
positional roles to be shared on a periodic basis (seasonal). - Maintains
regular co-ordination and communication with Resource planning, support
services, RTC and EGIT, to ensure that the RMS systems deliver the desired
operational results and are configured in line with business needs. - Lead -
Acts as the subject matter expert (SME) for Resource Planning contributing to
projects, process reviews and problem solving as required. - Evaluate feedback
from Real Time Control (RTC)/statistics reports on engagement rule variations
and utilise information to review and recommend revised engagement standards.
This will help in an optimised plan-deliver-review cycle. - Prepares and
maintains all regular/adhoc reports pertaining to KPI, Seasonal Roster Summary
MIS reports, & ISO Audit Data. - Guides, coaches, and performance manages the
end-to-end manpower management process acting as a key enabler for continuous
improvement opportunities, including training of new system users. - Leverages
data analytic tools and design dashboards to monitor the operational, employee
and customer implications resulting from the implementation of optimised
rosters. - Execute - Generates monthly PLS files using the defined GS planning
(Planning System) scenario model for assigned areas and share with Support
services team for named roster generation in SPX (Roster System). - Prepares &
Analyses Current/Future Flight Operating Plan for OAL, EK & FZ as per latest
available info. Simulate Bay information for Future Flight Schedule based on
current stand planning & flight parking policy. - Supports Resource Planning
Specialist in preparing optimised manual master rosters for assigned volume
roster categories based on agreed roster rules. Summarise optimised roster
statistics like roster coverage, under coverage, utilisation, and roster
inefficiency to be shared with Line. - Conducts Operational
Analytics/Diagnostic & Resource Re-estimation based on various what-if
operating scenarios. - Reviews review and maintain department wise Engagement
Standards and ensure same is aligned with SLA/COC documents. - Recommends
performance improvement measures through a continuous review of the end-to-end
manpower management process and provide in depth analysis in order to achieve
continuous improvement, including operations research, feasibility studies and
support in the preparation of business cases. - Works along with the Manpower
Optimisation Manager in scenario simulation and carry out testing to reflect
changes to the resource deployment model in line with business needs. -
Responsible for monitoring established department Key Performance Indicators
for operational efficiency, customer satisfaction and staff satisfaction
through data and analytic tools. - Monitors the planning and the execution of
manpower optimisation initiatives whilst acting as technical liaison between
vendor and the planning, rostering, pre-planning, and real time control teams.
Qualifications & Experience: - Airport Operations - Qualifications: - Degree
in any quantitative or scientific discipline. - Experience: - 5+ years of
experience in Planning, Rostering or Optimisation roles - Knowledge and Skills
- Experience in the fields related to resource management and scheduling,
including Business Process Re-engineering (BPR), Method Study, Work
Measurement, operations Research. - If the experience is in the airline or
airport services industry, and/or as Industrial Engineer responsible for Work-
Study, Industrial Engineer/Business Process Re-Engineering, experience may be
relaxed by one year. - System user training required on INFORM suite. - -
Strong analytical ability and diagnostic and problem-solving skills. -
Effective communication (written and verbal) and negotiation skills. -
Creativity and lateral thinking. - Systematic documentation of project
reports/systems and processes. - Well versed with the knowledge of standard PC
packages namely: MS Office - Power BI - MicroStrategy - Advance knowledge of
MS Excel
