Manager Process, Planning and Project Delivery

Job Purpose: Manage Dubai's cargo hub development in order to meet the short
and long-term operational and strategic needs of Emirates SkyCargo, which
includes both Dubai International (DXB) and Dubai World Central (DWC). Jointly
develop, conceptualize, and model SkyCargo's operating strategy with relevant
internal and external stakeholders and operational departments to ensure that
Emirates' strategic vision fits into the master planning at both DXB and DWC
and SkyCargo' s interests are protected. Manage long term business improvement
strategy of Emirates SkyCargo by continually reviewing both strategic and
operational practices and processes, and identifying and implementing more
efficient and productive ways of conducting existing and new business.
Responsible for all administration functions including resource and equipment
planning, financial analysis, cargo capacity planning, health safety &
environment, facility planning, cargo handling system, and IT system
development. Job Outline: - Identify, recommend and implement industry best
practice improvements to systems, processes and structures to ensure the
operational effectiveness. Lead and support change processes in conjunction
with strategic business plans. Lead and manage end-to-end business improvement
projects from concept to implementation. - Develop strategic long-term
resource plan while managing short-term tactical changes to ensure that
SkyCargo's resources consistently meet changing operational requirements at
all grade levels, including management of outsourced labor and relevant
contract management. Identify opportunities to improve planning accuracy while
meeting the complex and dynamic manpower and equipment requirement and ensure
wastage is minimized. - Advise and influence senior management on productivity
and process improvement opportunities. Demonstrate potential benefits by
completing financially sound business cases with measureable targets for all
recommended changes and investments. - Liaise with Operations Research &
Effectiveness team to keep up-to-date with corporate initiatives and take the
lead in sharing findings, maintaining networks, and exchanging information and
ideas regarding cost saving strategies being deployed within SkyCargo. Liaise
with other support departments (group safety, security, finance, HR, learning
& development, IT, flight operations, load control, etc.) in all plans and
strategies to ensure effective implementation and on-going management of
agreed activities. - Develop and agree SkyCargo's KPIs ensuring alignment with
Corporate KPI's. Initiate projects and identify resources to improve
underperforming KPI's. Monitor and regularly communicate with all business
units of the hub's actual performance against target. - Drive innovative
solutions through team creativity and automated solution. Work with system
users, IT systems team, cross-functional stakeholders across Emirates Group
and external stakeholders to facilitate system integration and sharing of key
information for process transparency and streamline decision making. - Manage
all relevant IT system requirement for SkyCargo operations and administration
support units, including system development and enhancement for Siemens cargo
control system (PCHS/ASRS), resource management, time and attendance, leave
management, load planning, etc. Drive forward the automation of staff related
services, ensuring maximum integration of all existing systems. Also
indirectly manage dnata Technical Services team who provide operational
support for all cargo handling systems and facilities related issues. -
Accountable for the overall management, maintenance and monitoring of
SkyCargo's Dubai hub projects. Provide project governance ensuring projects
are executed according to plans and benefits are achieved. Brief senior
management team with the status of all projects. - Accountable for strategic
facilities development and equipment planning to ensure operations can handle
the ever growing volume through Dubai hub, which is growing at double digit
rate. This includes development studies with external consultants on CMT
expansion/modification, redevelopment of Emirates Cargo Centre and Air Cargo
Terminal, airside staging space, cross-dock and roadway development work. Work
with all stakeholders to provide latest volume and peaking forecasts for
accurate operational planning. - Accountable for planning and development of
Sky Cargo's new cargo facility capable to handling ‎0.8 million tons per annum
in DWC, which is being divided into two phases. Work closely with Dubai
Airports' Engineering Project, Strategy, Cargo Logistics, and relevant
government authorities to ensure that development at both airports are fit for
purpose. This includes but not limited to facility sizing requirement, system
concept design, and cargo handling procedures. Regular updates for relevant
SkyCargo departments to be provided to keep everyone in sync with latest
changes.
Qualifications & Experience: Qualifications: - Degree or Honours (‎12+‎3 or
equivalent). - Economics/Commerce qualifications. - Post graduate
qualification/ training in Supply Chain Management preferred. Experience - ‎10+
YearsLogistics/Cargo, Other. - In-depth experience in the airport/airline
cargo operations, of which ‎6 years should have been in a management position.
Knowledge/skills: - Knowledge of planning and delivery of complex business
development and business transition programmes. - Extensive end-to-end
management experience of large multi million $ complex cross functional
projects. - Proven skills of successful management of government agencies,
internal and external stakeholders including developing relationships,
managing expectations and influencing at executive and board level. - High
degree of IT literacy particularly in relation to cargo applications. -
Knowledge of product research / development techniques and global distribution
systems and logistics
