National Donor Intelligence and Resource Mobilization Consultant - Terms of
Reference
Consultant: __ Developing & supporting Donor Intelligence and Resource
mobilization
Purpose of consultancy
The main objective of the consultancy is to focus on strengthening WHO EMR
capacity on donor intelligence and EMR on resource mobilization. This will
include supporting diversification of funding sources and exploring options
for innovative financing.
Background
The Regional Resource Mobilization Strategy was developed based on the Global
Resource Mobilization Strategy, GPW 13, EMR vision 2023, as well as existing
and future donor trends. The strategy is a living document and will continue
to be updated according to global priorities.
Having a dedicated RM team in EMRO, the regional office is expected to be
better supported to respond to the needs of EMR populations and fulfil the
organization's mandate, stemming from the belief that the regional office (RO)
is suited to the region given geographical, political, and cultural proximity
to the populations it serves.
With EMR witnessing a high level of fragile, conflict and vulnerable countries
(around 54% fragile countries), the role of the WCOs in the EMR is not fully
normative in nature. In a number of these WCOs there is a need to fund raise
and the region needs supportive capacity to develop results-oriented proposals
outlining what its measuring.
There is a need to package the 7 regional priorities and leverage our value
proposition based on the regional resolutions that were agreed upon by the
member states then use them as a driving force for future partnerships and
resource mobilization efforts.
In addition, at the country office level, with COVID-19 resources in decline
there is a need to reorient and to continue obtaining support and provide
capacity building directed towards proposal and report writing, which will
help in repositioning of WCOs.
Output 2: Resource Mobilization (RM):
* Supporting WHO country offices (WCOs) and regional office (RO) technical departments in capacity building, development of investment cases, partnership engagement and resource mobilization strategies and plans (PERMS), periodic reports, analysis, recommendations and development of proposals, reporting, etc.
* Leveraging existing RM opportunities in addition to expanding the Organization's regional and local donor base focusing on WCOs and Technical Departments at EMRO as well as ensuring regional donor management and coordination.
* Support in review and providing quality assurance and clearance for proposals, agreements, etc.
Output 3: Additional Support to CRP / EMRO
* Support to Contributor Engagement Management System (CEM).
* Any other related tasks as may be required or assigned by the supervisor related to donor intel and RM.
The assignment is divided into three 3 deliverable phases:
Phase 1: An inception report outlining key priority areas identified to be
worked on and a Gantt chart with timeline to complete this assignment. The
main discussion points that are raised and agreed upon are to be included in
the inception report and cleared by direct manager within the first two weeks.
Phase 2: Recurrent & on-demand deliverables: Throughout the course of the
assignment deliverables pertaining to the scope of work.
* Donor intelligence, analysis and funding and RM periodic reports covering EMRO technical departments, regional and WCO as outlined under the outputs above.
* Resource Mobilization efforts as identified in output 2.
* Overall CRP resource mobilization support, CEM and any additional requests received.
Phase 3: End of consultancy report to be shared, presented and validated
by direct manager within the consultancy duration.
Essential: A Bachelors in business management, finance, economics, or
international relations or related field from an accredited/recognized
institute
Desirable: A Master 's degree in a related field.
Experience
Essential: At least Five years ' related experience, at the national level
in market intelligence, business management, donor relations, financial
analysis.
Desirable: Prior working experience with WHO or understanding of WHO
mandate and goals
Skills/Knowledge:
Skills / Technical skills and knowledge:
* Well-developed understanding of donor intelligence and financial & funding analysis
* Ability to "think out of the box" and develop innovative proposals for Intelligence & business management
* Understanding of the resource mobilization process.
* Experience in WHO or UN system
* Solid computer literacy, including proficiency in MS Office applications (Excel) for business intelligence
* Excellent interpersonal skills, with discretion and diplomacy.
* Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
Languages and level required (Basic/Intermediate/Expert):
Essential: Excellent knowledge of English & Arabic.
Desirable: knowledge of another UN language would be an asset
There is a potential for travel to subject countries during the consultancy
assignment.
All travel arrangements will be made by WHO - WHO will not be
responsible for tickets purchased by the Consultant without the express, prior
authorization of WHO. While on mission under the terms of this consultancy,
the Consultant will receive subsistence allowance .
Visas requirements: it is the consultant 's responsibility to fulfil visa
requirements and ask for visa support letter(s) if needed.
