Role Purpose:
Manage and oversee the implementation and maintenance of all Compliance
Governance structures, Polices & Procedures and Processes, as well as
supporting the implementation of Operations & Technology procedures and
systems, and provide Compliance Subject Matter input on AML/CTF/Sanctions and
Regulatory Compliance queries originating from or associated with all the
bank's International Branches as well as local and international subsidiaries.
1. Be the main Head Office point of contact for all the bank's International
Branches & Subsidiaries (Local & International).
2. Manage for the Ilternational Branches, advise for the Subsidiaries, the
implementation and maintenance of a Compliance Framework in each location
(i.e. Compliance Charter, Compliance Grid, Compliance Manual, Compliance
Policies and Procedures, Annual Compliance Plan, Training, MIS & Reporting).
3. Provide Subject Matter input for the production, reviewing and updating of
all Compliance Governance documents (i.e.Compliance Charter, Compliance Grid,
Compliance Manual, Compliance Policies and Procedures),
4. Provide Subject Matter input for the production, reviewing and updating of
the Annual Compliance Plan, development and roll-out of Training, the
production and delivery of MIS & Reporting.
5. Provide Subject Matter input for all AML/CTF/Sanctions and Regulatory
Compliance queries associated with all the bank's international branches as
well as both local and international subsidiaries. Be the main point of
contact for all questions to or from an International Branch or Subsidiary
(Local or International).
6. Support the implementation and running of all local and Group wide
Compliance data bases, information gathering & reporting procedures,
Operational Procedures, Information Technology procedures and systems 8,
projects.
7. Assist in the identification and assessing of compliance risks associated
with the bank's International Branches and Group Subsidiaries, particular in
respect to "green field" locations or products and procedures.
9. Monitor the bank's Group day to day compliance with all applicable
international rules and regulations.
10. Assist in the design and delivery of Compliance's training program for
both Group Bank staff and Compliance staff.
11. Act as a "Compliance Leader/Mentor" for all IBG Compliance staff.
12. Be the "Acting-Compliance Officer" for IBG Compliance staff during their
absence.
13. Be the "Owner" of all IBG Compliance issues for IBG Head Office
Management, in particular for the Global Head of IBG.
14. Represent GCD in all regular Head Office IBG "Support and Development"
forums and all regular Head Office Subsidiary management forums.
15. Support and assist in the implementation ane execution of all Compliance
Special Reviews, Monitoring & Testing of each International Branch or
Subsidiary (Local or International).
Previous experience required
* Candidate should possess at least 10-15 years Compliance experience gained at a top tire International Bank ideally in the UK and the GCC.
* Candidate should possess at least 5 years' experience as a Senior Compliance Manager having managed both AML/CTF/Sanctions and Regulatory Compliance teams.
* Strong knowledge and experience of designing, writing and implementing of Compliance Frameworks (i.e. Compliance Charter, Compliance Grid, Compliance Manual, Compliance Policies and Procedures, Annual Compliance Plan, development and roll-out of Training, the production and delivery of MIS & Reporting Training) within multiple regulatory jurisdictions (ideally within the UK and GCC).
* Strong knowledge and experience of scoping and managing the implementation of Compliance systems, such as "AML/CTF Monitoring", "Sanctions Screening", "Client On- Boarding (i.e. KYC/FATCA)", "Conflict of Interest Registration & Clearing"
* Strong knowledge and experience of designing and implementing Compliance monitoring and control procedures (i.e. AML/CTF Monitoring", "Sanctions Screening", "Client On-Boarding (Le. KYC/FATCA)", "Conflict of Interest Registration & Clearing"
* A strong knowledge and experience of providing Subject Matter input for all forms of AML/CTF/Sanctions and Regulatory Compliance queries in multiple regulatory and international environments (ideally within the UK and GCC).
* Strong knowledge of UAE rules and regulations.
* Strong knowledge of intornational and cross border rules and regulations (i.e. OFAC, UN and EU sanctions regimes, FATCA, FATF and BIS).
* Strong knowledge of bank KYC on-boarding and KYC refresh procedures
* Strong knowledge of through bank payment processes
* Strong knowledge of trade finance processes
* Strong Project Management skills
* Candidate should possess at least 10-15 years Compliance experience gained at a top tire International Bank ideally in the UK and the GCC.
* Candidate should have strong inter-managerial communication skills and be used to dealing with Senior Managers on a daily basis
* Candidate should possess at least 5 years' experience as a Senior Compliance Manager having managed both AML/CTF/Sanctions and Regulatory Compliance teams
* Good training and presentation skills
* Good analytical/review/assessment skills of bank Compliance procedures and IT systems
* BA/BSc or higher degree in business (MBA), finance or any other related subject.
* Proficient in MS Office (Word, Excel and PowerPoint)
* Ability to build constructive and effective relationships with peers and seniors
* Strong analytical, written and oral communication skills
